I.
Call to Order. The meeting was called to order at 7 p.m. by Ms. Meulenbroek.
II.
Approval of Minutes. The minutes from July 9, 2014 were approved the motion was
made by Mr. Healey and seconded by Ms. Jones.
III.
Bank of America, 66 South Main Street Application for Certificate of Approval for
accessibility upgrades and new door. HDC Case # 129-337-14-D
The applicant Delia Gott explained the project that will be happening at 66 South Main
Street for Bank of America. There will be accessibility upgrades: re-paving and regrading of existing parking, relocation of accessible parking spots, re-striping of parking
stalls and pedestrian cross-walks, provide new ADA compliant door matching existing
finish.
Ms. Meulenbroek explained that the Historic District Commission cannot vote on the
parking lot changes according to the ordinance. The Historic District Commission only
can vote on the door for the Bank of America project.
A motion was made by Mr. Bruckner and seconded by Mr. Healey to approve the
application as submitted to the department. The motion passed unanimously.

IV.
Community Partners, 43 North Main Street Application for Certificate of Approval
for window sign HDC Case # 121-374-DC-14
The applicant passed out a new vinyl window design for the Historic District
Commission. Renaissance signs will be doing the cut out of the white vinyl decal. The
applicant is open to the finish of the decal.
Ms. Jones asked if the windows of that building are tinted. The applicant said that the
windows are tinted.
A motion was made by Mrs. Wingate and seconded by Ms. Dibble to approve the
application as submitted to the department. The motion passed unanimously.
V.
Revolution Taproom & Grille, North Main Street Application for Certificate of
Approval for paint color for front facade. HDC Case # 121-371-DC-14
The applicant explained that the color at the top of the building that was voted on last
meeting will not work with the color. The front of the façade has also changed the brick
will be columns that go up the side of the building. There will also be a change in the
affixed letter wall sign because there is less space on the awning. The color for above the
Revolution that is proposed is Boothbay Gray Benjamin Moore. The opening will be in
two weeks for family and friends that will be working at the Revolution Taproom &
Grille.
Mr. Bruckner questioned how the awing will deal with the rain water it could potential
cause flooding or ice on the sidewalks. This could be a safety concern. Also will the
hanging banner still be perpendicular on the side.
A motion was made by Mr. Healey and seconded by Ms. Jones to approve the application
as submitted to the department. The motion passed unanimously.
VI.
Other Business/Non-scheduled Items
The Historic District Commission requested that the Planning Department to investigate
the Scenic Theater sign. The sign is different from what is approved. Lilac City Grill also
painted there awning which is in the Historic District Commission but does not have
approval. There will be a presentation by Oak Point Associates Architects on City Hall
Annex at City Council Workshop meeting on 10/21/14 at 7 pm. The Cumberland Farms
at 1 Knight Street was approved at the Planning Board with existing tree and landscaping
improvements this is a follow up item from the July 9, 2014 meeting. The sign ordinance
goes back to Planning Board on 9/22/14 with minor changes next steps Codes and
Ordinances. The Planning Department will be Certified Local Government Training on
9/19/14 in Keene NH will bring back materials for the Historic District Commission. The
