JOB SPECIFICATION

1.

PREAMBLE

The Southern Adelaide Health Service (Southern Health) was established on 1 July 2004 and brings together Flinders Medical Centre, Noarlunga Health Services and Drug and Alcohol

Services of SA. The Service also maintains a close affiliation with the Repatriation General

Hospital and other health services in the southern area.

With 330,000 people in the region, a budget of more than $350M and about 4,000 staff, Southern

Health is working towards coordination of services across the region and working cooperatively to improve the health of the community and to reduce the demand on acute hospital services.

Flinders Biomedical Engineering (FBE) is a joint unit of Flinders Medical Centre and the Faculty of Health Sciences of Flinders University. FBE offers engineering support to users of clinical equipment, laboratory equipment and general equipment. Additionally, FBE provides technology-related research, development and manufacturing activities. FBE has approximately 30 professional, technical or administrative staff employed by either Flinders

Medical Centre or Flinders University and provides services for both internal and external clients.

The occupant reports to the Manager Clinical Support and provides senior level biomedical engineering knowledge and expertise to achieve operational outcomes necessary for the engineering support offered by FBE on clinical devices.

The devices supported by FBE are often used directly for patient diagnosis or treatment and therefore the judgement used in determining the priority and urgency of incoming work is an important feature of this position.

SUMMARY OF THE BROAD PURPOSE OF THE POSITION

and its responsibilities/duties

This position is classified at the TGO-3 level by virtue of job demand and responsibility, and particularly contains the requirement to:

 Apply specialist technical expertise, knowledge and independent judgement as required to undertake the role as senior departmental authority in discrete specialist activities.

 Provide technical leadership in a group of technical staff providing multi-disciplinary technical support.

 Undertake key responsibilities in the clinical equipment support group such as supervision of external contractors, preparation of maintenance schedules and the determination and development of standardised methodologies.

Operational

 Assure the appropriateness of clinical equipment by being involved in selection and evaluation processes.

 Assure the conformity of new clinical equipment to Australian and International Design and

Safety Standards and Codes of Practice by involvement in selection and evaluation, by carrying out pre use acceptance tests and by controlling the installation and commissioning of specialist items of equipment.

 Assure the longevity and ongoing safety, efficacy and effectiveness of clinical equipment by arranging and supervising or by carrying out routine safety inspections, routine calibration and routine maintenance on equipment and by making recommendations on replacement programs using an extensive knowledge and understanding of Australian and International

Standards.

 Assure the availability of clinical equipment for clinical use by arranging and supervising or by carrying out timely and effective equipment breakdown repair utilising an extensive knowledge and understanding of Australian and International Standards.

 Support the advancement of medical science by arranging and supervising or by carrying out appropriate research, design, development and construction of clinical devices utilising an extensive knowledge and understanding of Australian and International Standards.

 Provide and make available an up to date and expert resource in all matters pertinent and relevant to biomedical engineering.

 Foster the advancement of biomedical engineering by participating in peer group activities and in the education of biomedical engineering students and work experience pupils.

 Provide and make available to an up to date resource of Australian and International

Standards by co-ordinating with the University library to negotiate with standards suppliers.

Specific Responsibilities

 Work as a technical specialist at a significant level of complexity on critical care monitoring equipment and drug infusion equipment utilising an extensive knowledge and understanding of Australian and International Standards.

 Work as a technical specialist on operating theatre equipment and patient ventilators utilising an extensive knowledge and understanding of Australian and International Standards.

 Participate as a technical specialist on routine safety inspections, routine calibration and routine maintenance of clinical equipment utilising an extensive knowledge and understanding of Australian and International Standards.

 Exercise a significant level of technical responsibility through technical autonomy and judgment.

 Develop and revise engineering techniques used.

Develop and revise appropriate methodologies, practices and policies.

Provide a significant level of technical knowledge and leadership to department staff and to clients of the department.

Supervise external contractors.

Participate as a technical specialist on acceptance testing, equipment specification preparation, tender assessments and equipment purchasing recommendations utilising an extensive knowledge and understanding of Australian and International Standards.

Participate as a technical specialist on maintenance of equipment up to a high level of complexity utilising an extensive knowledge and understanding of Australian and International

Standards.

Prepare and implement maintenance schedules for clinical equipment.
