Provision of Transaction Advisory Services for Ring Road and Harbour
Bridge
Consultancy services for testing the feasibility of implementing the July 2008
Port Louis Ring Road – Phase 2 and the Harbour Bridge Project as a
Public-Private Partnership (PPP) in terms of the PPP Act 2004. The
services of a transaction advisor with proven experience will be
procured to assist the RDA through the regulated phases of the PPP
project cycle. The Port Louis Ring Road Phase 2 will start from the
foot of Quoin Bluff at Guibies, cross the Mountain via a tunnel at this
location and continue its route to the east of Port Louis along the foot
of Port Louis Moka Range and up to Quay D Roundabout. The
Harbour Bridge Project starts off the motorway M1 near Royal
College of Port Louis, proceeds along Reserve Street, spans the
Harbour over 460 metres and joins the Motorway M2 near Lataniers
Bridge.

Consultancy
Terre Rouge-Verdun-Trianon Link Road - Lot 2
The services of a consultancy firm with appropriate experience will be
procured to provide services for the review of feasibility study, detailed
engineering, preparation of bid documents and supervision of works
comprising of the Terre Rouge Verdun Trianon Link Road - Lot 2 from
Verdun to Trianon. The project consists of a new 8 km long dual
carriageway from Verdun to Trianon through the Highlands Urban
and Knowledge Industry Development Project of the SLDC and 2.8 Km
long link between Bagatelle and Valentina at Phoenix.

Construction of Port Louis Ring Road - Phase 1
The works consist of the construction of about 5km of new dual December 2008 for
carriageway in hilly, rolling and mountainous terrain taking off construction
Motorway M1 with a grade separated junction at Soreze near
Montebello footbridge to the foot of the Quoin Bluff Peak at Guibies.

bridges/underpasses, miscellaneous drainage structures, retaining walls,
road equipment and furniture such as carriageway markings, traffic
signs, handrails, safety fences street lighting etc. Bids will be opened to
Contractors with appropriate and proven experience in road
construction.

Works
Upgrading of Quartier Militaire Road (B6) - Phase 1
The project concerns the widening and rehabilitation of existing B6
road from Wooton to Belle Rive over 2.4 Km. Bids will be invited
from Contractors with appropriate experience to widen the road to
7.3m and provide 1.5m wide hard shoulders on both sides, including
some slight vertical and horizontal realignment. The works will
therefore comprise of earthworks, crusher run sub-base and
bituminous concrete base and wearing course. Drainage structures
and retaining walls will be provided. The existing Couacaud Bridge

and other cross drains/culverts will also be widened. A roundabout
will be constructed at Belle Rive. The project will also include
miscellaneous works such as provision of carriageway markings,
traffic signs, handrails, safety fences, road lighting, etc…

Works
Construction of Phoenix-Beaux Songes Link Road - Phase 1
The project consists of the construction of new link road complete January 2009 for
from Jumbo Roundabout at Phoenix, along Sayed Hossen Road, construction
crossing the Vacoas-Candos Road at Solferino and curving westward
to cross Bassin Road and join Palma Road at the Round About near
Pierrefonds over an approximate length of 6.2 kms. Bids will be
opened to Contractors with appropriate and proven experience in
road construction.
