WASH Cluster Support Officer (NO-B), based in Sittwe
UNICEF Myanmar is seeking to recruit a dynamic, motivated and committed professional
to support the WASH Cluster Coordinator in Sittwe in ongoing cluster coordination for
Rakhine State; liaise with key Government departments, monitor the WASH situation in
camps, host and nearby communities of the displaced populations and flood affected to
ensure that minimum standards and guidelines are met; and assist in the strategic
development and guidance of early recovering for displaced and flood affective populations.
The WASH Cluster Support Officer may also support the continued scale-up of WASH
interventions for displaced populations and flood affected communities, particularly focusing
on community infrastructure and WASH in schools and health centers.
Under the guidance and supervision of the WASH Cluster Coordinator, the incumbent will
carry out the following specific tasks:1. Maintenance of appropriate humanitarian coordination mechanisms






Assist with the appropriate coordination between all WASH humanitarian partners
(national and international NGOs, the International Red Cross/Red Crescent
Movement, etc.), through establishment/maintenance of appropriate WASH
Cluster/sector coordination mechanisms, including working groups at the Rakhine
State level;
Ensure that all cluster coordination activities in Rakhine are conflict sensitive and
inclusive;
Together with the WASH cluster coordinator, represent the interests of the WASH
Cluster/sector in discussions with the Humanitarian Coordinator and other
stakeholders on prioritization, resource mobilization and advocacy;
Maintain and update regularly information on all current and potential WASH
partners, their capacities and areas of work (including Who, What, Where and by
When 4W) for both the IDP and flood responses;
Assist the WASH Cluster in preparing needs analyses, beneficiary calculations, and
strategies for the Humanitarian Response Plan (HRP), and support regular HRP
monitoring against targets;
Support the inter-cluster coordination mechanism, including protection mainstreaming
efforts.
2. Early recovery and sustainable development



Assist the WASH cluster coordinator to develop the Early Recovery WASH strategy
for the transition for displaced and flood affected populations;
Assist the WASH cluster coordinator in ensuring a proper exit strategy of the WASH
Cluster when clusters are deactivated;
Support the handover of the WASH in emergency coordination responsibility to incountry UNICEF team and local Rakhine State Government authorities when time is
ready.
3. Monitoring, reporting and lessons learned
 Support adequate monitoring mechanisms are in place to review impact of WASH
cluster strategy and results;
 Undertake WASH cluster analysis, reporting and effective information sharing to
demonstrate the closing of gaps and highlights of barriers and bottlenecks towards
achieving set goals;
 Identify, capture, synthesize and share lessons learned for knowledge development
and to build the capacity of stakeholders;
 Support the twice annual WASH Cluster strategy development and review process
4. Networking and partnership building
 Build and sustain effective close working partnerships with WASH cluster government
counterparts and national stakeholders through active sharing of information and
knowledge to facilitate program implementation and build capacity of stakeholders;
 Provide inputs to communication and information materials for CO program advocacy
to promote awareness, establish partnership/alliances and support fund raising for
WASH programs.
 Participate in appropriate inter-agency meetings/events on programming to
collaborate with inter-agency partners/colleagues
 Provide inputs to resource mobilization materials and briefs for fund raising and
partnership development purposes.
5. Support to WASH programme development and planning
 Conduct/update situation analysis for the WASH program for development, design
and management of early recovery WASH related programs/projects. Research and
report on development trends (e.g. political social, economic, WASH, health, shelter,
education, (child) protection) for higher management use to enhance program
management, efficiency and delivery of results.
 Contribute to the development/establishment and implementation of WASH program
goals, objectives and strategies and results-based planning through analysis of
WASH needs and areas for intervention and submission of recommendations for
priority and goal setting.
6. Emergency preparedness maintained, and in emergencies, emergency response
is effectively provided



Assists in the implementation of emergency preparedness plan relating to WASH
Cluster.
In case of emergency, assists in monitoring and assessing the nature and extent of
the emergency in the assigned area. Provides assistance to the Cluster as required.
In line with the Core Commitments for Children (CCCs) in Humanitarian Action,
strengthens partnerships with the WASH humanitarian and recovery actors within the
Inter-Agency Standing Committee (IASC).
QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:
a)
Education and technical knowledge
Advanced university degree in one of the disciplines relevant to the following areas:
Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology,
Sanitation Engineering or a field relevant to international WASH related development
assistance. A first level University degree with at least 4 years of working experience
may be exceptionally accepted in lieu of the advanced university degree.
Essential Technical Knowledge of theories, principles and methods in one or more of
the following areas: communication for behavior change, WASH in schools, rural
water supply projects implementation, planning, evaluation, appropriate water supply
and quality technology i.e.: community based water supply, controlling water borne
related diseases.
b)
Work Experience and qualifications
 Minimum two years of professional work experience in the UN or other
international development organization or private sector and national government
and field work experience.
 Background/familiarity with Emergency (preparedness and response) including the
IASC cluster approach.
c)
Language Proficiency
Fluency in English and local working language of the duty station is required.
