250 kilometres of Hay and that its staff travel about 15,000 kilometres each month.

Notes with concern that Government funding for this service is inadequate to meet the increased
costs of fuel and wages.
(3)
Notes its concern that many of the more than 20 mobile children’s services in NSW are in a
similar precarious financial situation because of inadequate funding by the Government.
(4)
Calls on the Government to urgently change the funding formula for mobile children’s services in
NSW to allow them to continue to provide these important services to isolated residents in rural
NSW.

agreement with State Rail about permanently fixing this problem.

Notes that the Government has failed to properly legislate to allow 44 local councils to fairly,
legally and simply rate rural entities following the recognised separation of water from land for
rating purposes in 2004.

Notes that the 2005 Department of Local Government Rating Option (No. 5) supporting sub
categorisation of individual farmland property according to intensity of land use, was not enacted
despite unanimous support.
(3)
Calls on the Government to:
(a)
as a matter of urgency, amend the Local Government Act expedite local government ability
to underwrite their rate income;
(b) ensure all councils affected are supported by a full general valuation;
(c)
accept full responsibility for subsequent legal challenges resulting from legislating in this
area; and
(d) fully compensate local government affected by loss of income as a result of any adjustment.

That this House:
(1)
Acknowledges the vast coal mining developments in the Upper Hunter Valley.
(2)
Acknowledges that the State receives almost $400M p.a. from the coal industry in royalties
together with a significant amount of taxation via payroll tax, stamp duty and other taxes.
(3)
Acknowledges that the cumulative impacts of coal mining particularly regarding air quality, noise
and vibration is causing hardship to local residents.
(4)
Acknowledges the existence of thousands of conditions of consent applying to coal mines in the
Upper Hunter Valley.
(5)
Acknowledges there is no Government agency located in the Upper Hunter Valley responsible for
policing, monitoring and arbitrating conditions of consent and alleged breaches of conditions of
consent mine by mine.
(6)
Calls on the Government to establish a full-time staffed office of the Department of Planning and
the Environment Protection Authority to ensure conditions of consent in the mining and other
industries are adhered to and policed, and that alleged breaches of conditions of consent are
monitored and, where appropriate, prosecuted.

25 April 2007, which reveals that the Federal Government is misleading the Australian people
about the amount of money redistributed to the states from the GST, in that the States are receiving
less money than at any other time in the past three decades, receiving only 5.1 per cent of GDP in
2005-2006 compared to 7 per cent two decades ago.
(2)
Notes that the Federal Government has falsely accused the States of failing to provide adequate
services whilst starving the States of money that should be invested in services for the community,
including health care and education.
(3)
Condemns the Federal Government for hoarding money to promote its own political self interest at
the expense of the Australian public.

Climate Change NSW.

Calls on the Government to declare the Coolac bypass to be critical infrastructure allowing

(b) commencing construction of a $5M water filtration plant on the Williams River to supply
additional water to the Central Coast;
(c)
reduction of environment flows in Ourimbah Creek, allowing an additional four million litres
of water to be drawn daily;
(d) extension of the highly successful Water Savings Fund to the Central Coast, offering rebates
to consumers; and
(e)
amending legislation to allow both councils to set up a stand alone Central Coast water
corporation.
