REQUESTS FOR PROPOSALS
INTERNET ACCESS, TELECOMMUNICATIONS SERVICES, AND INTERNAL CONNECTIONS OTHER
THAN BASIC MAINTENANCE

The Haleyville City School System reserves the right to make changes to this RFP, and may do so by way of an
amendment at any time. Haleyville School System reserves the right to reject any or all responses. The System will
disqualify any proposal that is determined to be incomplete or non-responsive. The System reserves the right to
negotiate with the apparent acceptable vendor(s) or to purchase from the state bid if no suitable bids are accepted
by the school district.
All services should be equal or superior to current contracts negotiated during the previous school year.
Any/all current contracts will be used as competing proposals and will be given consideration based on
varying factors including but not limited to service and product. All purchases and work are contingent upon ERate funding. All quotes must be provided in Item 21 format, ready for E-rate filing, clearly identifying any
equipment or portions ineligible for E-rate funding. Quotes must remain valid until a decision on the E-rate funding
request is rendered by USAC or the vendor is informed that we do not intend to proceed with the purchase.
Proposals should be addressed to Dr. William Bishop and sent to the address above. All proposals must be
received by 2:00 p.m. on February 20, 2015. Bids will be opened at this time. Vendors are welcome, but are not
required to be present at the bid opening.
Awards will be based upon those considerations, which are in the best interest of the System and will be made to the
most responsive, responsible bidder, whose proposal is judged to be the most effective and economical for the
purpose intended, according to the requirements and specifications stated in this Request for Proposal including
current contracts/vendor services. The District will utilize but will not be limited to the following criteria/rubric in
reviewing bid submissions.

http://www.haley-k12.us/content/erate-rfp. Eligible bidders may contact Dr. Bill Bishop to set up a time system visit
via the above email address. Visits will be permitted until February 13, 2015 for bidding purposes. All questions

Bidders may bid on any section of this proposal. The proposal is divided into three sections (i.e. telecommunications
services, cellular services, and internal connections).
Section One - Telecommunications Services (POTS)
The Haleyville City School System (Telecommunication Services) for the facilities as follows:
1. Haleyville High School
2. Haleyville Middle School
3. Haleyville Elementary School
4. Haleyville Center of Technology (Area Vocational Center)
5. Haleyville City School District/Central Office

Local and Long Distance Services (Telecommunication Services) for all schools listed above and
Haleyville Center of Technology including the central offices, and other offices all of which include
approximately 46 telephone lines and 46 long distance lines.
Section Two - Telecommunications Services (Cellular)

(32) Cellular access lines with reliable service (signal strength) on all campuses and in all buildings. The
system currently has phone instruments being used. We would request maintaining the cellular numbers
we are now using. Any additional numbers needed should be able to be added to current services. Cellular
service should provide the following as a minimum:

Section Three- Internal Connections Other Than Basic Maintenance
The Haleyville School System is seeking Internal Connections dependent on category II funding allocations.
Internal Connections include but are not limited to –Wired Local Area Network cabling, drops, and all
necessary equipment. All purchases and work is contingent upon E-Rate funding. The Universal Service
Discount program, commonly known as the E-Rate, administered by the Universal Service Administrative
Co. (USAC) for the Federal Communications Commission will fund this Request for Proposal. This proposal
will be funded only if approved by the Schools and Libraries Division, and if the Universal Service
Administrative Company appropriates the funds. We are seeking quotes for Cisco or equivalent switches,
wireless equipment/components,and installation services to be purchased for the purpose of upgrading
our schools.If you are interested in providing Haleyville City Schools with the requested quotes and are
able to provide a combined solution you will need to provide pricing based on the required Bill of
Materials including installation for internal connections.




4 underground/in building runs of 50 micron [single-mode] outdoor gigabit fiber to schools and one noninstructional facility (NIF) - One run from control room to elementary library, one run from control room to
high school library, one run from elementary to middle school, and one run from control room to central
office. The run from the control room to the central office is not erate eligible unless it is necessary for the
other runs. However, the other runs are erate eligible. Approximatly 3000 feet of outdoor cable including
connections to existing network.
10 – gbic 1000fx Cisco or equivalent must be compatible with current switches.
3 - rolls of 1000 feet indoor multi-mode fiber gigabit capable optic cable 50 micron for elementary
school including all 65 total runs with data terminations with four fiber terminations per run including
patch cords compatible with switches. (Fiber Terminations Must be Certified) 100’ CAT5E cable run.
75 - Wireless Access Points - compatible with our Cisco WLAN Controller (e.g. updated model of Cisco
Aironet 1242AG Access Point w power injector and ceiling mount Omni antenna or equivalent product),







be compatible with our wireless controller. Distribution estimate =10 HMS, 30 HHS, 35 HES
10- 24 port network switches [24 x 10/100 + 2 x SFP POE] with fiber uplink Cisco or equivalent
including warranty. Distribution estimate = 2 HMS, 3 HHS, 5 HES.
55 - 8 port managed POE 100BASE-fx classroom switches with fiber uplink Cisco or equivalent including
warranty. Distribution estimate = 10 HMS, 15 HHS, 50 HES.
2 -Wireless Bridges compatible w Cisco WLAN Controller, licensing software and any other necessary
related materials for outdoor wireless internet application for outdoor classrooms. ALL SCHOOLS.
Patch cords and adapters approximately 110

1-Installation costs 220 hours times $85 Distribution estimate = 20hrs HMS, 40hrs. HHS, 160hrs HES.
Internet Access
The school system is currently participating in State e-rate applications in collaboration with the Alabama Super
Computer Authority as part of a consortium for Internet Access.
All proposals should be received by February 20, 2015 at 2:00 p.m.
