Sharnford Parish Council A meeting of the Parish Council was held on the 18.03.10 at 7.45pm at the Evergreen Hall. Chair Members Apologies 10/023 10/024 10/025 10/026 10/027 10/028 10/029 10/030 10/031 10/032 10/033 10/034 Mr D Gibbons, M Scott (Clerk), Mrs E Jones, Mr C Attard Mr G Dale, Mr J Feast, Mrs S Scott (DC) Mrs L Bigley, Mrs A Owen Buckley, Mr E White (DC) Minutes – The minutes of the meeting held on the 18.02.10 were confirmed and signed following some additional remarks regarding the Youth Club Business Plan Declarations – None Matters arising from the previous minutes Burial Site – (Oct 09) Discussion took place with regard to two quotes received for the completion of the car park and paths. Further investigation to take place. (Nov 09) It was agreed to go ahead with the quote received from JD Excavations. The order is to be placed shortly. (Jan 10) Mr Fullford has arranged for a drainage ditch to be dug along the west side of the burial site. It has been found that the soak away was not sufficient. Additional work to be carried out for which the Parish Council will pay half the costs. JD Excavations have started work on the car park and pathways on the site. (Feb 10) Work continues on the site with slight delays due to the weather. (March 10) Brief discussion took place with the fencing adjacent to the gate. Discussions to take place with the Contractor. Youth Club – (June 09) Martin Taylor and Rod Freer from BDC and the Youth Club meet prior to the Parish Council meeting to discuss potential funding requirements. Discussion took place regarding general issues such as provision for the >13, and potential loss of hiring that could take place at the Evergreen Hall. (July 09) The Youth Club has written to BDC about obtaining the Youth Club building and land. (Sept 09) Ernie White is to find out the progress on this issue. (Oct 09) BDC have written to the Youth Club asking for a Business Plan detailing who will be in control also detailing all financial matters. A meeting @ the Youth Club with Cllr. Scott & the Youth Champion did not take place as planned on the 13.11.09 (Jan 10) Meeting to be arranged to discuss a Business Plan. BDC are looking for a joint venture between SPC & the Youth Club. (Feb 10) The Business Plan was reviewed and it was agreed to send it to BDC after some minor changes have been done. (March 10) The Business Plan has been received by BDC and will probably be considered by Cabinet in May. Park View - A working committee has been formed to look at ways of improving the play equipment (Jan 10) A potential grant (from DSF) of £2,125 is available for the purchase of play equipment. (Feb 10) A suggestion was made to do the refurbishments in two phases, firstly a general repair / repaint of the current equipment and secondly look at new equipment, which may be designed by the working committee. (March 10) – A general outline was given on proposed repairs / improvements to the surfaces and swings, cost in the region of £2K2. It was decided to go ahead with the work on the swings whilst waiting for written quotes for the replacement surface. Additional potential grants are also being sought. Conkers After School Club – Discussion took place with regard to providing limited funding. Further information to be sought on the location of the Club. Planning Matters. – A date to discuss the Anaerobic Digester at LCC has yet to be confirmed (Possible date 22.04.10). A member from the SPC will attend to raise our objections. Circulation. A map highlighting ‘blocked drains’ is in the process of being sent to the Environmental Protection Group A query was raised on the small increase on the forth coming Council Tax, this is due to a decrease in the number of properties that are in band D. Street Lights on Poors Meadow still is not working. The Contractors have now been out twice, but still not repaired. The new path on Poors Meadow has now been finished. Councillor Scott more detail Cllr. Scott gave an update on the Youth Club situation as far as BDC is concerned. In addition information was presented on the Council Tax increases from BDC of 2.4% and LCC of 2.5% (the police & Fire Services 3%). Member’s allowances are being cut saving £20K and site visit allowance and licensing cut out completely. Attendance - All Councillors attending were present for the whole of the meeting.
