JOB DESCRIPTION Associate Manager, Solid Waste and Recycling Cambridge Area Facilities Maintenance Operations University Operations Services Harvard University Reports to: Manager, Landscape Services Purpose: To provide Cambridge, Allston, and Longwood faculties and departments with integrated solid waste management service that is prompt, reliable, safe, legally compliant, environmentally responsible, and cost-effective, and to consult to other members of the University community. Duties include: 1. Administer master solid waste and recycling contracts for Cambridge and Allston campuses. Monitor contractors' day-to-day performance to ensure high standards are met. 2. Plan, negotiate, and administer annual budget for solid waste and recycling charges to 255 buildings distributed among 49 faculties and departments. Assess charges based on execution of biannual bag count. 3. Design, implement, and oversee rubbish, recycling, and composting containment and removal operations to meet customers' needs. 4. Monitor integrated solid waste operations at over four hundred buildings across two square mile campus. 5. Supervise recycling collection and management of transfer station. Maintain vehicles and make necessary alterations to ensure safety and efficiency for optimal recycling performance. 6. Coordinate refuse removal operations among building management, custodial, landscape services, trades, and solid waste personnel. 7. Provide special services for Commencement, clean-outs, move-ins, and other special events. 8. Monitor campus operations to ensure compliance with state and city disposal bans and recycling mandates, file waste audits and annual reports for 49 faculties and service departments of the University. 9. Keep in contact with state and local solid waste officials and be apprised of all legislation with respect to integrated solid waste management. 10. Represent the University's and Department's interests with City offices, business organizations, and citizen groups regarding solid waste, recycling, and composting. 11. Communicate recycling specifications, refuse service calendar, and new legislation impacting refuse practices (e.g., fluorescent lamps, batteries, bans on food waste in sewage) via mailings, e-mail, VINE, and other means of communication. 12. Oversee payment of contractors' invoices and debits to other University departments and service units. 13. Oversee collection of charges for services rendered to appropriate University departments. Supervisory duties: 1. Hire, train, evaluate, monitor, and manage three full-time drivers using three trash and recycling collection vehicles, maintaining six collection schedules over seven days a week. 2. Hire, train, evaluate, monitor, and manage students and casual campus-wide recycling collection drivers. Requirements: Bachelor's degree, with graduate training in engineering, urban planning, or equivalent. At least five years' experience in managing integrated solid waste operations. Excellent verbal and written communications skills. Expert knowledge of industry trends and standard operating practices, as well as federal, state, and local legislation regarding solid waste, recycling, and composting. Experience and expertise dealing and negotiating with multiple customers, service area teams, and contractors in competitive environment with low tolerance for poor performance. Familiarity with University billing systems, interest groups, Harvard campus, and personnel strongly desirable. Proven ability to manage, motivate, and lead students, faculty, staff, and employees who must work independently toward a common goal.
