GUIDELINES FOR SPECIAL EDUCATION CHILD STUDY TEAMS Roles and Responsibilities: Building Level: Identify core Child Study Team members. Designate a team member who will set the meeting agenda, maintain a calendar of referrals, ESR’s, IEP’s, tracking timelines/activities. Designate a team member who will take minutes from each meeting. NOTE: Caution needs to be taken in what information is shared in written format. Designate a team member to complete the electronic OCR tracking form for data collection. Establish a consistent time each month during Child Study to review 60 day-hence due process updates/action due documents. Establish a process for referrals to be received by the Child Study Team (including parent referrals). ALL REFERRALS (including parent referrals) SHOULD BE RECEIVED BY THE BUILDING ADMINISTRATOR who will forward the form to the psychologist assigned to the Child Study Team. Upon review by the psychologist, the referral will either go back to the principal for additional information or to the team member responsible for setting the meeting agenda. Two documented pre-referral interventions that are eight (8) weeks each in duration must be included per area of concern. Data from these interventions must also be submitted with the Pupil Performance Review Form. The principal will establish a list of staff to be the Administrative Designee when he/she is not available. Psychologists: Provide leadership and participate in building CST meeting. Facilitate the establishment and maintaining child study team guidelines and procedures. Assure that Child Study teams meet regularly. Assist teams with determination of appropriate pre-referral interventions that include baseline and data collection, assure a minimum of 8 consecutive weeks duration of intervention per each area of concern. Receive and review new referrals from building principal, including parent referrals to assure that all components are completed and meet district CST Standards. Coordinate with compliance assistants and resource personnel within buildings regarding Due Process issues. Serve as a resource to the Special Education team members and building administrators in the area of Special Education due process. Compliance Assistants: Distribute action due 60 day-hence lists to each building child study team, principal, and psychologist once per month. Turn in updated Action Due lists to Patty Romine once per month. Attend Child Study a minimum of once per month to review action due documents and updates. Send out completed Notice of Evaluation, Notice of Team Meeting, Notice of Proposed Services, and IEP documents as requested by Case Managers. Conduct reminder calls (2nd contact) to parents for meetings (IEP/ESR/Evaluation Planning) as requested by case managers. Review and make changes as needed on CAMPUS-MARSS reporting to coincide with appropriate: Federal Setting Service Dates of service, IEP meeting, ESR date Enrollment Date/Split Enrollments Notify Child Study team of new students with IEP’s. Assure building secretaries have enrolled students and set special education flags. The special education flag is established with a locked IEP. When a student enrolls with an out of district IEP and it has been determined by the IEP team to be in compliance, create a Page 1 of an IEP, including start and end dates (75 days hence), and services. Deliver current IEP files to building when student transfers occur or when placement changes. Contact previous districts to retrieve current IEP’s/ESR’s. Coordinate with psychologists/speech pathologists Shared Time student enrollment data collection/reporting and provide this information to Patty Romine as soon as student is identified. Review completed due process documents for compliance. Resource Person: Attend Child Study meetings once per month to review action due/updates and action due documents. Review OCR data reports with principal once per month. Receive action due lists once per month at weekly resource meetings. Assist with coordinating compliance assistants with psychologists. Serve as a resource to the Child Study Team and administrator in the area of special education due process.
