The Construction of AL-Karak Dam

The Employer, the Jordan Valley Authority (JVA) of the Ministry of Water and Irrigation
through the Government Tenders Department (GTD) invites only Joint Ventures of Jordanian
and International Contractors experienced in the field of Dam’s Construction, completion and
maintenance. Jordanian Contractors shall be classified by the Government Tender Department.
(GTD) as First Grade in the field of Roads specialized in all the following specializations:
1- Roads Construction Specialization.
2- Concrete Works Specialization/ Bridge, Intersections, Culverts, Retaining Walls,
Tunnels, and Construction Maintenance for heavy and special purpose concrete
mixes.
3- Earth Works (Excavation and Mining) Specialization/Excavation and fill works for the
road bodies, earth fill Dams, and mats execution.
1. DESCRIPTION OF WORKS:
Karak dam is a cyclopean, massive and reinforced concrete gravity dam with the following
geometric characteristics:

- Main Spillway and lateral Walls.
- Fuse Emergency Spillway.
-Bottom Outlet.
-Grouting Curtain.
-Intake Works.
- Electrical Works.
- Instrumentation Works.
-Access Roads.

2. The last date to purchase Tender Documents and qualification Documents is 12:00 hours,
Jordan Local Time Sun Dec 1st , 2013.
3. A site visit will be on Wednesday Dec 4th,2013,whereas the assembly will be at the Ministry
of Water and Irrigation offices at 8:30 a.m to be followed by prebid meeting on Thursday Dec 5
th ,2013.
All Tenderers intending to submit a proposal are required to attend and participate in the
prebid meeting. Modifications to the Tender Documents resulting from the pre bid meeting will
be provided to all Tenderes by an addendum.
4. Last Date of Inquiries is Monday Dec 23th, 2013.

5. Tender Guarantee shall be submitted in a separate envelope to the name of H.E. Minister of
Water and Irrigation in addition to his post in amount of 180000 JD, and to be valid for 90 days.
6. Tender Document shall be purchased by an authorized representative of the firm in
accordance to an authorization letter at a non-refundable cost of 1000 JD.
The Jordanian Contractors, partner in the Joint venture whom applicable to participate in this
tender can purchase the tender documents from GTD offices provided that he must submit
Declaration to form Joint Venture Agreement .
Payment for all documents shall be made in cash to the Government Tenders Department.
Copies of the Tender Documents can be obtained from the Government Tender Department at
the Ministry of Public Works & Housing, 8th Circle, King Abdullah II Street, Amman-Jordan
From Sunday Nov 17 th 2013.
7. The value of works, which must be undertaken by the Jordanian Contractors, shall be
between 40% - 45% of the total Contract Value mentioned in the Bill of Quantities.
8. The Qualification Documents, the Tender Documents, the Supporting Documentation and
Financial Offer shall be delivered in duplicate in two sealed envelopes one for the Qualification
Documents, Supporting , and one for the Financial Offer addressed to the following address:

9. The Documents to be submitted are:
A valid application to qualify shall comprise the following:
9.1 Two complete sets (one Original and one Copy) together with one soft copy of qualification
documents dated, stamped and signed by the authorized Person and completed in accordance
with the instructions consist of:Two complete set of all supporting documentation.
Delegated authority of signatory to both the qualification and the Tender Documents.
A declaration of a Joint Venture Agreement between the Jordanian and the International
Contractor as per Appendix B.
9.2 Two copies (one Original and one Copy) together with one soft copy of the financial offer
(priced bill of quantities) dated, stamped and signed by the authorized Person.
10.The Qualification Documents, the Tender Documents, the Supporting Documentation and
Financial Offer must be deposited in the Tender Box at the GTD offices not later than 12:00
hours, Jordan local time, on Monday Jan 6 th, 2014. The package shall bear the Tender Number.
The Application to Qualify will be opened at 13:00 hours on the same date mentioned above, in
the presence of the public and will be transmitted live at GTD website, hence the financial offers
will remain unopened in this session.
11. Only Joint Ventures who obtain the highest marks, provided that their score should not be
less than 75% will be considered as qualified Joint Ventures and their financial offers will be
opened.
11. The awarding will be made to the lowest substantially responsive Tender.
12. The Employer has the right to cancel the Tender without bearing any financial or legal
obligations.
13.All purchased Tenders Documents must be stamped and submitted with the Application to
Qualify and the Financial Offer, the Central Tenders Committee has the right to reject Offers if
these documents are not submitted as requested.
