Bidder Questions:
Section
1.1
Task lighting. What type of lighting do you want? The trend is towards
LED lights because they last several years, and use less power. Do you
want them to be dimmable?
Answer: LED lights are acceptable. Dimmable or high low option is
sufficient.
1.2
Are you looking for a radiant heat panel or a forced air heater?
Answer: No preference.
1.3
Why does one monitor need to be on a stand?
Answer: It is not actually part of the CAD and can be in a separate
location.
1.4
Does movable mean back and forth or up and down? Does it hold just 3
keyboards or do you have mice, and a phone also?
Answer: Moveable, back and forth and up and down. Two keyboards
need to be on the tray, with mice and the third keyboard can be in a
separate location with that stand alone monitor. The stand alone
monitor has a keypad which needs to be on the keyboard with the
other two keyboards.

The specification of 27” to 42” does not meet the requirements set forth by
the national ergonomic standard (ANSI / HFES 100-2007). Does Santa
Rosa intend to meet this standard?
Answer: No City response.

Please clarify Laminate Panel Dividers. Will there be any acoustical rating
to meet?
Answer: See Addendum No. 1

Where do we need to remove the old stations to?
Answer: See Addendum No. 1
General
I see no requirement for grounding of the stations, and no requirement for
seismic. Do you need either one?
Answer: No City response.
How many bid books do you need?
Answer: The City requires an original signed bid submitted on the City’s
IFB form and one set of submittals that may be easily reproduced on a
standard copying machine.
At the pre-bid meeting you said the CAD computers were larger then a normal
computer. Can you provide us with a model number or dimensions so we can
make sure it will fit?
Answer: CPU (3) Each, Dimensions: 17 1/2" h X 17 1/2" long X 7" wide
Do you want locking doors on the (2) 30”H cabinets?
Answer: No.
Who is responsible for drilling the holes in the floor to allow the cables to enter
the furniture?
Answer: The City will provide electrical connections to the consoles
through the raised floor. The contractor is responsible for drilling holes
through the raised floor for data cables.
Are laminate dividers required at the ends of each workstation in addition to in
between each workstation?
Answer: No.
Is there a trailer height loading dock available?
Answer: No.
Will there be a staging area available for pre assembly or must all assembly be
done in the main dispatch room?
Answer: Yes, there is an assembly room available. The room will be
available to the contractor beginning on Monday, April 26, 2010.
Is there an elevator available for moving the furniture in and out or must the stairs
be used?
Answer: There is an elevator in the building.
Section 1.2 calls for heating and cooling, are you looking for actual cooling as in
air conditioning that would lower the temperature or as in a fan of some type that
would circulate the air making the operator seem cooler?
Answer: A fan to circulate the air.
Section 1.5 asks for slat wall mounted to the panels. Normally slat walls are
attached to the panels behind the workstation. In this case there are two
concerns; one is that if there is slat wall set up behind the station what ever is
attached to the slat wall would be ripped off because of the height adjustable
console. Two, if the first wasn’t enough; the slat wall would be behind all the
monitors and would not be easily accessible. While slat wall sounds like a great
idea in this case it would be nothing but problems, we propose that section 1.5
be deleted in its entirety.

Section 1.11 is asking for Laminate panel dividers. Hard laminate panel dividers
will offer no sound absorption at all, although they are easy to clean, it won’t help
with the sound between the dispatchers at all. It seems like a waste of money to
have hard panels that absorb no sound when there are perfectly good walls of
the building that do the same thing…absorb no sound. Fabric panels offer sound
absorption and more privacy and are less expensive. In reality how often is
somebody going to clean the vertical hard laminate surfaces behind all the
consoles? Fabric panels are less expensive and sound absorbing is Santa Rosa
willing to accept fabric panels or only the hard laminate panels?
Answer: See Addendum No. 1
Section 4.7 breaks down the installation schedule, this is a very busy schedule.
Would Santa Rosa be willing to add at least two days to each of the tear down
and new installation days?
Answer: See Addendum No. 1
Will Santa Rosa consider knocking down the existing furniture themselves to help
speed up the move in process and also a side effect would be helping keep costs
down for the city?
Answer: See Addendum No. 1
The existing workstations plan has the workstations going past the pillar about
two feet, the proposed plan has the workstations even with the pillar. Do we have
to stay even with the pillar or are we able to extend the workstations the extra
space?
Answer: The new consoles may extend a maximum of two feet beyond the
pillar.
Do you require a contractors license if the only electrical will plug via standard
3-prong plug into a standard wall outlet?
Answer: Based on correspondence form the Contractors State License
Board (Attachment “B” to the IFB), it is the City’s understanding that
bidders are not required to maintain a California contractors license if their
consoles power plugs into a standard electrical outlet.
Losses from Natural Causes: “All loss or damage arising out of the nature of
the work, or from the action of the elements, or from floods or overflows, or from
groundwater, or from any unusual obstruction or difficulty, or any other natural or
existing circumstance either known or unforseen, which may be encountered in
this prosecution of work, shall be sustained and borne by the contractor at his
own cost and expense. ”Please provide further clarification. Is this statement
making reference to the loss and damage of the console furniture or the
contractor’s installation equipment and tools?
Answer: Any loss or damage during prosecution of the work shall be
borne by the contractor at their own expense.
General Provisions, Competency of Contractors: “No bid will be accepted
from orcontract awarded to a contractor who is not licensed in accordance with
the law, who does not hold a license qualifying him to perform work under this
contract.” It is our understanding from attachement “B”, that since Evans
consoles does not provide hardwired services our installation process will
not make it part of the structure, and therefore no contractor’s licence is
required. Please confirm.
Answer: Based on correspondence form the Contractors State License

Prevailing Wage Provision: Does Evans need to provide Union Labor?
Answer: The contractor or their subcontractor is required to pay their
crafts personnel at the prevailing wage rate for Modular Furniture Installer
(Carpenter). The current prevailing rate for modular Furniture installer may
be obtained from the State of California Department of industrial Relations
website at the following address:

There is no requirement that the contractors or subcontractors crafts
personnel be affiliated with a labor organization.
Will the City of Santa Rosa accept a certified check as bid security in lieu of a bid
bond? If so, what is the check return time-frame after the RFP is awarded?
Answer: A 10% Bid Guaranty in the form of a cashiers or certified check is
acceptable. The bid guaranty will be returned when the contract is awarded
by City Council.
Is the 5th monitor (on a stand) a touch screen monitor? If not why does it need to
be on a stand? If so is a “touch screen” monitor arm with “lockdown” feature
acceptable?
Answer: The fifth monitor is not a touch screen. The monitor sits on the
desktop and will use the existing monitor stand.
What is the function of the laminate panel dividers?
Answer: See Addendum No. 1
Will the City provide a detailed equipment list indicating what equipment will be
housed at each workstation? Ie quantity & size of the CPUs, monitors, phone,
radio select/unselect CIE, Genovation keypad, number of mice & keyboards,
arbitrator/kvm switch etc?
Answer:
Each monitor is approximately 16" X 15" there are 5
Each keyboard is 19" long 7" wide
Genevation Keypad is 6 1/2 " long X 4" wide X 1" deep
Each CPU (3) 17 1/2" h X 17 1/2" long X 7" wide
Radio (sits on the console) 16 1/2 " deep (add 2" for cables in back) X 14
1/2" wide X 4 1/2" H
3 Mice
Dictaphone (fits under console and connects to radio box) 10" long X 7" h
X 5 1/2" wide
Are work surface located convenience outlets desirable for plugging in dispatcher
personal items such as cell phone charges? If so how many per station?
Are usb or other types of convenience data keystones desirable for plugging
keyboards, mice and or inserting flash drives at the work surface level? If so how
many and what type?
Answer: Additional work surface power outlets or data cable plug-ins are
not required.
Are there any rack rail mounted equipment requirements? If so advise RU’s,
location (above or below work surface) and description of equipment.
Answer: No.
Is a 2 day dismantle/removal and a 2 day installation (instead of 1 day each)
acceptable?
Answer: See Addendum No. 1
Is either an ACAD (.dwg) file of the dispatch room or a completely dimensioned
room sketch available?
Answer: No.
Does the following verbiage on page 3 “Bid items No. 1:5 ________ calendar
days after receipt of the City’s Notice to Proceed” refer to number of working
days until delivery?
Answer: Enter the number of calendar days required to deliver the bid
items. The City may elect to change the installation schedule listed in the
IFB if an earlier delivery date is offered by the successful bidder.
Is a loading dock available? If so, what size?
Answer: No.
Can the loading dock or delivery area accommodate a 53’ trailer?
Answer: The parking area in front to the Public Safety Building may
possibly accommodate a 53 ft. trailer and truck. Bidders are responsible for
verifying the existing conditions at the delivery location.
Is an area available to set furniture before it is installed? If so, what size is the
area?
Answer: Yes, there is an assembly room available. The room size is
roughly equivalent to the communications center.
Is an elevator available to get furniture to & from the second floor? If so, what
size is the elevator? If not, how many stairs to the second floor?
Answer: There is an elevator in the building. Elevator: 2000 lb load.
Doors are 3' w X 7' h. Interior is 50" deep and 66 1/2" wide, that is w/hand
rails.
What are the receiving hours?
Answer: The Public Safety Building is staffed 24 x 7 x 365. Receiving hours
will be scheduled with the City’s Project Manager.
What are the dismantle/installation hours?
Answer: The City will dismantle the existing work stations. See Addendum
No. 1. The facility will be available to the contractor during the entire
installation period listed in the IFB.
