Tender forms and BOQ can be downloaded after three days of press advertisement from SDAs website www.sda.org.pk The
following documents shall accompany the bidding documents:
a) Photocopy of registration with Pakistan Engineering Council valid up to 31/12/2014.
b) Photocopy of National Identity Card.
c) Cost of Tender Form / Documents as mentioned above payable through Demand Draft or Pay Order (non-refundable) in
the name of Sarhad Development Authority, Peshawar.
d) The person whose name exists in Form-H / (Partnership Deed) will only be entitled to sign the Tender Form, BOQ and
all other contract documents. No proxy will be allowed to participate in the bidding.
e) The 2% Earnest Money as mentioned against the work shall be received in the shape of Call Deposit from a Scheduled
Bank in the name of Sarhad Development Authority, Peshawar which shall accompany the tender documents.
f) The Bids less than 10% below the Engineers Estimate will not be considered and rejected as notified by the Finance
Department Notification No. SO (FR)/FD/9-7-2011-Vol-II, dated 03/1/2014. The bidders who offer bid of up to 10%
below the Engineers Estimate shall be required to submit bank guarantee / deposit at call from Scheduled Bank in Khyber
Pakhtunkhwa, for an amount equal to the difference between estimated cost and the tendered evaluated cost, within three
working days of evaluation of the bid. In case of failure by depositing the additional sum by the due date, the 2% earnest
money already deposited by him will be forfeited in favor of Sarhad Development Authority & the 2nd lowest bidder (&
so on), will be considered for bid and the defaulting bidders will be recommended for black listing in addition to
forfeiture of their earnest money.
g) Bidding shall be done on “Item rate system”. Bidders should fill their own rates / amount in the blank columns against
each item of the BOQ. In case no rate is filled against any item, the same will have to be executed by the contractor at his
own cost as per specification. Further first 2 decimal digits will be considered for evaluation.
h) The bidders are required to quote their/his total bid cost both in “Figures and Word” in the bid form of the bidding
documents. The bids offered by bidders in percentage (above/below) i.e. other than item rates on MRS or in terms of
above / below on the offered item rates are not acceptable and such bids will be rejected.
i) The bidders are required to send their bids in duplicate in separate envelopes clearly marked as Original and Duplicate.
The original shall be sent to the Director (P&I) Sarhad Development Authority Peshawar and the Duplicate to the
General Manager (Projects) Sarhad Development Authority Peshawar.
j) Sealed bids sent through registered mail courier should reach up to 12:00 Noon on 12th March, 2014. Bids will be
opened at 2:00 p.m on 12th March, 2014, in presence of tender committee, consultant and bidders who choose to attend
the opening. The delay in delivery of the Tender Documents will be the responsibility of the bidders.
k) Pre-bid meeting will be held with intending bidders who so even care to be present on 4th March, 2014 at 12:00 Noon in
the office of undersigned.
l) In case Bids of two or more bidder are found equal after evaluation, the lowest bidder shall be decided through toss
amongst them.
m) Tender and copy of Call Deposits received through fax or by hand will not be acceptable.
n) The Competent authority reserves the right to reject anyone or all the tenders without assigning any reason.
Any other information can be obtained from the office of undersigned of on any working day during office hours before
submission of the bids.
