Criteria for assessing economic conditions
The economic condition of foreign students or Italian students resident abroad is defined through the Foreign Equivalent Economic Situation Index (foreign ISEE), calculated as the sum of income enjoyed abroad and 20 percent of the assets possessed abroad.
The foreign ISEE is calculated according to the composition of the family nucleus and the income and assets possessed, relating to 2014.
The ISEE is equal to the ratio between the ISE of the family nucleus and the scale of equivalence parameter calculated with reference to the specific composition of the family:

ISR – Income Situation Index: the difference between the total net income of the members of the family nucleus and the expenses/allowances referring to the applicable nucleus
ISP - Asset Situation Index: the sum of the properties and assets owned by each member of the family nucleus (net of applicable deductions)
N – Scale of equivalence parameter: calculated according to the specific composition of the family nucleus (number of members and any applicable increases)
Criteria for assessing foreign income and assets not included in the tax returns submitted in Italy: a) foreign income: assessed according to the average EUR exchange rate for the year of reference, defined by decree of the Ministry of Finance; b) foreign real estate owned on 31 December 2014: only buildings are assessed, based on a conventional value of 500 EUR per square metre; c) other foreign assets: assessed according to the average EUR exchange rate for the year of reference, defined by decree of the Ministry of Finance;

the “Independent student ” status does not consider the situation of the family, but the new family nucleus, for students in the following conditions (all conditions must be met): a) residence away from the original family home, for at least two years prior to the date of submission of the application, in accommodation that is not owned by a member of the family;
b) the student must demonstrate appropriate income from employment of at least €6,500.00 per annum, for at least the past two years,
