Regional Refuse Disposal District #1 O&M COMMITTEE MEETING 03/11/2013 Present: RRDD#1 Board Members – Beadle, Gabelmann, Schaufler RRDD#1 Administrator – James H. Hart ======================================================================================== 1. Called to order at 7:30 PM. 2. Hart briefed the committee on the generator; it will be located on the west end of the storage building and the 57’ of pavement excavated for conduit over to the garage. Given the code restrictions on the propane tank location and other considerations, this seemed the most logical location in spite of the trenching necessary. Estimated cost $6,400. 3. The Contractor/Landlord sticker proposal was discussed at length. The proposal is that facility users would be asked at time of sticker issuance if they bring in waste from a third-party in the District on a frequency greater than once per month. If so, they would be required to buy the Contractor/Landlord sticker which would be a different color and shape from the standard sticker. The standard $80 sticker pays about 75% of the trash disposal fee for a family of two on an annual basis. The C/L sticker would cost more and address the greater use of the subsidized disposal costs at the transfer station. There was discussion of having a landlord buy an $80 sticker for each dwelling unit. Since the contractor will most probably be going over the scale and paying additional fees (see next item) this seemed fair. Other factors changed the committee’s perspective and the consensus was to recommend that the Board adopt the C/L Sticker at an annual fee of $160.00. The proposed fee is twice the annual sticker and it was noted that contractor’s will go over the scale for additional fees. The number of landlords that weekly bring in tenants refuse was estimated to be small. Large loads of MSW still will be sent to the bulky waste area for scaling and additional fees. 4. Scale operations: Hart proposed that a “composite” rate of $40/ton be approved for MSW, landfill waste and oversized furniture/rugs. For FY 11/12 the fees that were collected for these waste categories yielded a composite of approximately $32.50 so this is an increase. The composite rate will cut down on the number of times a vehicle will have to go over the scale and users will be instructed to keep their recyclable cardboard, metal and other items on their vehicle to come back across the scale. The latter will provide an incentive for better separation since they won’t be paying on these items. During the June training period for the scale weight testing will be done on the wood waste and clean shingles so that an appropriate tonnage rate can be determined to equal our current per yard fees. This is for outof-district contractors or homeowners who do not have a sticker. A $15.00 one-day pass is charged and appropriate information gathered so that the origin may be verified. This is an infrequent occurrence, probably once per month. 5. Hart distributed a copy of the bylaws that had proposed changes. These will be discussed at a future meeting. 6.
