Comment: Aware ecological work being undertaken but no significant progress with respect to amending application Recycling Area Reduce volume of unprocessed and processed material to 20,000 tonnes as required by condition 15 of ESS/25/08/CHL. Check heights and levels of screening bunds to show compliance with submitted drawings. Complete installations of gabions around inert processing area away from hedgerow. Clear any materials that have fallen off stockpiles outside the limits/boundaries of the site Comment: There remains no operator for the recycling facility, there has been no progress on site since last visit Inspection results summary: Access road Some standing water in places on the access road. Junction lining has warn away at entrance. Quarry & processing area A full revised working and reclamation scheme is outstanding; an interim scheme has been submitted. Topsoil stripped in accordance with this interim restoration. Hollow on restoration phases to be infilled and then topsoil to respread over this restored phase. Last area of subsoil to be stripped when weather permits. No extraction taking place during visit maintenance work being undertaken. Stripping of soils and overburden being undertaken in logical progressive manner. New sections of conveyor have been purchased that can be pushed into place such that they can follow the face more quickly. Restoration Phases 1, 2, 3, 4, 5 and 6 are restored and 7 in progress, but these areas have not been restored in accordance with the approved Restoration Masterplan levels, particularly on the eastern edges of these phases as they should be sloping towards the edge of the lake, in certain areas the land has been restored to agriculture when it will be in the lake as approved. Hedge planting and woodland was required on phases 4, 5 and 6 to form field boundaries this planting has not been undertaken. 2 ECC has been advised by Hanson over the last few years that the lake may not be possible due to water availability, but in the last 12 months, further research had indicated that a lake may be possible after all. An application to amend the restoration scheme should be progressed as a matter of urgency to rectify the current breach of planning control or enforcement action will be considered. Phases 4 to 6 in crop. Recycling Area No operator on site, but site very full about ½ of storage/processing area filled with unprocessed inerts, remainder stockpiles of sorted material. Reject tarmac has now been stored by Hanson in the recycling area. The western bund has not been slackened to 1:10 and does not conform to revised submitted plans. No change from last visit The other screening bunds have not been reprofiled or topsoiled and the outer slopes are not 1:3 and the height would appear higher than that approved, the levels should be checked. A gap has been created in the screening bund on the west side this gap should be in filled. No change from last visit. The area of recycled and virgin materials for sale is very dispersed contained bays would be more efficient. Hanson committed in the Statement Of Common Ground for the NCAAP EIP to make an application by Summer 2011 and to date there has been limited pre-app discussions. Recycling Area Reshape screening bunds to conform with approved plans. Reduce volume of unprocessed and processed material to 20,000 tonnes as required by condition 15 and reduce stockpiles to 5m high as required by condition 20 of ESS/25/08/CHL. NB: The actions noted in this report are required in order to ensure adequate progress is made and to avoid potential enforcement action against a breach of planning control. 4
