International Association of Economic and Social Councils and Similar Institutions (AICESIS) SUMMARY OF THE DECISIONS TAKEN BY THE BOARD Rabat, 10-11 December 2014 1 International Association of Economic and Social Councils and Similar Institutions (AICESIS) SUMMARY OF THE DECISIONS OF THE BOARD Rabat, 10-11 December 2014 Presidency: Mr. Evgeny VELIKHOV (Russia) The Board meeting brought together around 40 people and 14 Councils were represented, as well as the ILO and the Moroccan ESEC as observers. The ESC of Romania was not present and was therefore represented by the SER of Netherlands. The list of participants is in the appendix. The Board members highly appreciated the quality of the welcoming and the organization of this meeting and deeply thanked the ESEC of Morocco for all its efforts and hospitality. 1/ Agenda The draft Agenda was adopted without any amendments. 2/ Main Working Theme Following the presentation by the Rapporteur General, Mr. I. DISKIN (CC of Russia), of the amended version of the drafted report on “National human capital and new sources of national competitiveness” and after a debate, the Board decided that the document will be presented, discussed and finalized during a working meeting, open to all members, to be held in Moscow (Russia) on 19th and 20th February 2015. In compliance with the standard procedure, a new version, revised following the outcomes of this working session, will be forwarded to all members. 3/ Report on the 3rd AICESIS Summer School The Board acknowledged with deep satisfaction the successful outcome of the third edition of the AICESIS Summer School organized in September 2014 in Nalchik (Republic of Kabardino-Balkaria) by the Russian CC. The Board agreed on launching the 4th edition. The Board, aims at ensuring a continental rotation for the next edition and organizing the event in Africa. It acknowledged that the Algerian CNES is, and the ESEC of Senegal could be, willing to host this 4th edition. Other AICESIS members which did not attend the Board could be interested as well. The Board therefore mandated the SG to start the process, take the appropriate contacts with members and notably analyze how to: 2 - ensure a continental diversification of the hosting countries, - consider the temporal regularity such event should be organized, - check the financing arrangements, - and ensure the renewal and expansion of participants. On this basis, a proposal will be submitted to the General Assembly (GA) in Moscow. 4/ Next AICESIS SG profile Following the presentation of the introductory note by the SG and a deep discussion, the Board took the following decisions: - the Board unanimously retained scenario 1, featuring the independence of the Secretariat, currently based in Brussels. - The financial status of the future SG (to be chosen between the current unpaid regime – with some relatively symbolic compensation - and the employment status at “market price”) will be defined on a later stage. - The submitted job description was accepted. On this basis, a vacancy announcement for the post as well as a description of the recruitment process will be submitted to the next Board and GA to be held in Moscow. Furthermore, this issue being closely connected to the future of AICESIS, the CNES of Algeria recalled the decision taken by the Board in Rome (February 2014) to organize an International Symposium to be held in Algiers on the future of AICESIS. On that occasion, the Board in Rome had requested that “given the delicate and controversial nature of such topic, the Board agreed that this event will be prepared in the most unifying spirit possible; a draft program will be submitted at the next Board meeting”. Accordingly, the Board asked the SG to draft, in close collaboration with the CNES, specific terms of reference and submit them before the end of January 2015. 5/ 2015 AICESIS MDGs Awards The Board acknowledged the improvements made in the setting-up of the 2015 AICESIS MDGs Awards, which will be given in the context of the International Meeting and the GA in Moscow. The General Secretariat will start consultations to compose the jury. The application of the Guinean ESC has already taken into consideration. 6/ Exchanges of experiences: Fight against economic crime: Following the presentation delivered by Mr. M. DAU (CNEL of Italy), the Board asked all members, who had not previously done so, to fulfill the questionnaire, received in October 2014, and to return it as soon as possible. The Rapporteur, Mr. TOCCO, will then prepare a draft final report summarized the different contributions received, pointing out the role of ESCs-SIs, and the exchange of experiences for the next Board and the GA meetings (September 2015). The adoption of this final report will terminate the work on this topic. Fight against poverty Following the presentation made by Mr. WU Jizhong (Chinese ESC) and a deep discussion, the Board agreed that the Chinese ESC will produce a draft final summary report to be used 3 for next sessions of the Board and the General Assembly (September 2015). This summary will be based on the several new contributions obtained, clearly highlighting both the role of ESCs-SIs and the exchange of experiences and referring as much as needed to the past achievements of AICESIS in this field (i.e. Summary Reports of the conferences held in Brazzaville in May 2013 on "Food Security" and in Seoul in November 2014 on “Social Protection Floors”). The adoption of the final report will terminate the work on this topic. Choice of a new topic Following the presentation by Mr. I. DISKIN (Russian CC) suggesting as a new theme for the exchange of experiences “The relationship between civil society organizations and ESCs-SIs” and showing the corresponding draft questionnaire, an intense debate started. Due to the significant concerns raised by most of participants concerning the unsuitability of the proposed theme considered as too distant from both ESCs and AICESIS’s core business, the Board decided not to adopt such theme as it was presented. Although a final decision has not yet been taken, other subjects such as "The relations between the ESCs / SIs and national civil society" or "The role of ESCs in the fight against poverty-related inequalities" were deemed preferable. 7/ Partnerships with UNESCO and ECOSOC Following the introductory note guidelines presented by the SG, the Board agreed on restarting contacts on one hand with UNESCO, in order to prepare a partnership agreement, and on the other hand with UNDESA, in order to rekindle the cooperation agreement signed in 2009. 8/ Renewal of the Presidency, the Board and the USG The Board acknowledged that September 2015 will mark the end of the mandates for the Presidency, the current Board members and the Deputy Secretaries General, and therefore decided to launch the procedures concerning their appointment or renewal. 9/ New applications for membership The Board adopted the following proposals: - Republica Srpska: Following the mandate given by the GA, the Board finalized the membership process of the ESC of Republika Srpska - one of the two entities of Bosnia and Herzegovina - as an associate member. - Albania: The Board, duly informed, welcomed the application of the National Labor Council as an active member. Consequently, these two institutions will be invited to attend the GA in Moscow in order to have the opportunity to present their respective features. 10/ Partnership with the ILO – Perspectives The Board noted with deep satisfaction the successful outcomes of the conference held in Seoul (20-21 November 2014) on "The role of Economic and Social Councils and Similar Social Dialogue Institutions in promoting Social Protection Floors for All”", organized in partnership with the ILO and the CDES of Korea, with the adoption of the Seoul Declaration. The Board took this opportunity to invite the ESCs, which did not attend the event in Seoul to sign the Declaration and confirmed the engagements AICESIS has been committed to. 4 Furthermore, the Board was informed on the organization of the Academy of Social Dialogue, held in September 2014 at the ILO International Training Centre (ITC) in Turin (Italy) and on the involvement of AICESIS in this context. Concerning future cooperation perspectives with the ILO, the Board acknowledged the presentation of Mrs. OKUMURA, ILO representative, and the ILO proposal concerning the organization of a new joint conference on “The role of ESCs and social dialogue in labor conditions compliance to ILO standards for decent work” (topic to be precised). The Board instructed the General Secretariat to start and carry out further reflection and consult the ILO and all interested members in order to finalize this new cooperation at its best. 11/ ECOSOC and ILO Working Groups for 2015 The Board launched both ILO and ECOSOC working groups following the usual methodology. The Algerian CNES will lead the ECOSOC group and the SG will consult members in order to identify a leader for the ILO group. Furthermore, the ESC of Guinea will participate in both groups, whereas the ESEC of Senegal will join the ILO group. 12/ AICESIS Agenda for 2015 The Board was informed of the AICESIS activities planned so far: - 19-20 February 2015 (Moscow, Russia) : open working group meeting on the main theme “National Human Capital and new resources of national competitiveness” - Date (before the end of September 2015) and venue to be determined: International AICESIS-ILO joint Conference on “The role of ESCs and social dialogue in labor conditions compliance to ILO standards for decent work” (topic to be determined) - Date to be determined (Algiers, Algeria): International Symposium on AICESIS future - 17-18 September (Moscow, Russia): International Meeting and General Assembly ending the Russian Presidency - February 2016 (Brazzaville, Congo): AICESIS Board meeting, linked to the UCESA GA. On this occasion, an event of common interest will be jointly organized by AICESIS, UCESA and the ESC of Congo. 13 / Miscellaneous The Board was informed on the contacts taken with the representative of the Dutch SER, Mr. R. STOLK, to implement the supervision of AICESIS financial accounts. In the framework of an “open book policy”, three main guidelines have emerged at this stage: - - To simplify the presentation of the accounts in accordance with the Dutch practice, To reflect on a more accurate and comparative analysis of members’ in-kind contributions (joint meetings organization, hosting statutory meetings, translation, etc.) To transmit in due time in future the draft financial report to the SER representative for comments and recommendations.
