East Tennessee State University Health Sciences Campus/ Clinical Education Center Snow Removal Plan January 2009 East Tennessee State University Health Sciences Campus and Clinical Education Center Snow Removal Plan January 2009 Snow and ice removal on all streets, sidewalks, and steps on the Health Sciences Campus and Clinical Education Center are the responsibility of the Facility Management Office and its designated contractors. In order to facilitate safe movement of traffic and pedestrians on campus during inclement weather, the following plan of action will be indicated as outlined in the plan. NOTIFICATION: The Associate Vice President of the Facilities Management Office is to provide input as outlined in the “Inclement Weather Policy”. While decisions are being made on closing, the Facilities Management Office will put into action the snow removal process as outlined in this document. The Associate Vice President of the Facilities Management Office and the Director of Facilities Operations will jointly and continuously monitor the weather reports for advance warning of coming winter weathers. The Associate Vice President will have final responsibility for initiation of the plan. The assistance of campus security is requested. When a winter storm commences during the night and the officer in charge foresees that there is going to be a need for snow removal, he should contact the Director and advise him of the situation. Preferably this should be done by 4:00 a.m. in order for the Associate Director to have time to implement the plan. Once the decision for implementation has been made, the Associate Director will contact the maintenance personnel and the appropriate snow removal contractors. Responsibilities and Duties: Building and Sidewalk Snow Removal When notified by the Director, the Associate Director will notify the appropriate employees and arrange for work to commence by 5:00 a.m. The employees will meet at Building #119 by 5:00 a.m. before proceeding to their individual work sites. The work will commence from the main building entrance to the sidewalk. The main sidewalk from each building to the parking lot will be cleared first. Additional sidewalks and building entrances will be cleared after the main entrance is cleared. The work will be repeated until the snow stops. Salt will be applied to all areas subject to icing. Following is the designated work pattern and responsible employees: Building Responsible Employee 1. Clear East entrance 2. Clear West entrance 3. The contractors will be required to commence work by 5:00 a.m. and immediately scrape and salt all streets (4th Street, Maple Ave and Clinical Education Center). Once the streets have been scraped, the contractor will scrape and salt the parking lots. If snow is continuing to fall, work will continue as necessary. The contractor is also responsible for clearing the snow from the parking lots as cars are moved. The initial clearing in the parking lots is for driveways in the lots. As cars clear out, these crews will double back and proceed to completely remove snow from the parking areas. The sidewalks will be salted as necessary. Facilities Management employees will proceed with snow removal until their efforts overlap the contractors work. The work will continue as long as the snow or ice continues to fall. The priority for the sidewalk snow removal will be as follows: 1. 2. 3. 4. 5. 6.
