JOB PURPOSE To provide clinical leadership to the Paediatric Endocrinology National Managed Clinical Network (NMCN). The post holder will work alongside the Network Manager and other Network Office staff to enable the NMCN to achieve the following aims: To support and enable the delivery of high quality care to children and young people with endocrine disorders in Scotland through effective continuous quality improvement. To be patient centred and deliver seamless care between organisations and professional groups involved in endocrine care To promote equity of services for all children and adults with endocrine disorders wherever they live in Scotland 3. DIMENSIONS The Scottish Paediatric Endocrinology Group (SPEG) National Managed Clinical Network (NMCN) extends to all 14 NHS Boards and is structured to support and enable local multidisciplinary teams to deliver evidence based treatment to children with endocrine disorders as locally as possible with support from a range of specialists with specific expertise and training. The Lead Clinician role within the Network will rotate with the postholder taking on the role for a fixed period of 2 years. The post is a flexible commitment of up to two programmed activities (PA’s) to reflect NMCN requirements. The employing NHS Board of the Lead Clinician will be recompensed financially for the sessional commitment of the Lead Clinician if evidence of back fill is provided. 4. ROLE OF THE NATIONAL MANAGED CLINICAL NETWORK FOR PAEDIATRIC ENDOCRINOLOGY With a focus on children and young people, the NMCN will support the provision of national standards of evidence based, professionally developed and agreed specialist care for individuals with endocrine disorders regardless of where they live and regional/local variations in how it is delivered. This care will be delivered as locally as possible through the establishment of networked care arrangements between Regional Specialist Centres and District General Hospitals across regions and pan Scotland where appropriate. The NMCN will support the service in improving standards of clinical care through the establishment of continuous quality improvement systems and processes. The Network is based on the core principles set out in the Management Executive Letter “Formation of National Managed Clinical Networks” MEL (1999) 10, further revised and updated in 2007 in Health Department Letter, HDL (2007) 21 and CEL (2012) 30 Key Network Aims: To promote service delivery at the most local point of contact supported by agreed clinical standards and service model. To facilitate effective service interfaces and support good practice in multidisciplinary and interagency working both in establishment of an NMCN and the service delivery associated with it. To facilitate the various strands of user involvement in service delivery and future planning of services (including detailed Patient Focus and Public Involvement Framework) as indicated in serial SGHSC guidance and other associated MCN best practice documentation. The role of the Executive Group: To advise National Services Division (NSD), Regional Planning Groups and SGHSC on service delivery and ongoing priorities for paediatric endocrine services across Scotland To co-ordinate comparative clinical audit within the Network and facilitate uni-professional and multi-professional appraisal of performance against quality standards To recommend to NSD, NHS Boards, Regional Planning Groups and SGHSC action required to address any quality improvement issues To produce an annual report on the work of the Paediatric Endocrinology NMCN The post holder will be supported by a Network Manager and administrative support to take forward the implementation of agreed priorities. 5. KEY RESULT AREAS Effective Clinical Leadership in: the development and delivery of a strategic vision for the network, involving key stakeholders. development of patient centred endocrine services and improvement of patient experience across Scotland in line with national policy, standards and clinical evidence base. effective multidisciplinary/multiprofessional working within the NMCN across Scotland, ensuring clarity of roles and responsibilities. provision of guidance and advice to the Network on relevant clinical matters. supporting the Network Manager in carrying out his/her work of co-ordinating and administering the Network promoting the work and achievements of the NMCN, engaging appropriately with relevant stakeholders through the development and delivery of an effective communication strategy. Governance Enable the development, implementation and review of systematic quality improvement within an agreed quality framework leading to the delivery of a safe, effective, patient centred service. Ensure that all potential clinical governance issues are raised timeously with local Clinical Leads, NSD and relevant NHS Board Medical Directors, and thereafter to monitor within the network that any such concerns are adequately addressed. Ensure the development and delivery of a clear and comprehensive work programme for the NMCN taking account of local, regional and national priorities. Ensure that the NMCN meets NSD performance management requirements. Education Maximise the educational, training and learning potential of the NMCN for all stakeholders; clinicians, patients, carers and managers. Planning Lead across traditional organisational and professional boundaries, working collaboratively with all relevant parties to achieve key strategic plans/objectives to drive forward service improvement. Ensure that NMCN activity is fully integrated into local, regional and national planning processes. 6. ASSIGNMENT AND REVIEW OF WORK The post holder will be accountable to their employing NHS Board. The host NHS Board of the Network (which may not be the employing authority of the Lead Clinician) is accountable to NSD for the performance of the Network and for the funds allocated for its administrative support. Personal terms and conditions and personal development objectives will be agreed in discussion with the Medical/Clinical Director of the post holder’s host Board, and will be jointly reviewed at least annually. 7. COMMUNICATIONS AND WORKING RELATIONSHIPS The postholder will develop effective professional working relationships with NSD, Network colleagues and a wide range of clinical and other colleagues across NHS Boards and other organisations and external individuals, groups and bodies. Communication Establish and maintain effective communication and visible network arrangements that can be evidenced by effective relationships and joint working across and between the NMCN and stakeholders including patient/carers, NHS and other voluntary and statutory agencies involved in endocrinology services. Methods of communication will include face to face meetings, telephone and email contact as well as formal reporting to NSD in keeping with requirements set out in the service level agreement. 8. MOST CHALLENGING PART OF THE JOB The most challenging parts of the job will be to: Deliver a programme of strategic change, leading across traditional professional and geographical boundaries to gain commitment from individuals and service providers to deliver against agreed objectives. Ensure that NMCN objectives and priorities are effectively aligned with regional and local service delivery priorities and NHS Scotland policy and direction. Manage workload effectively, especially when there are competing clinical service delivery commitments. 9. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST Healthcare professional registered with a relevant professional body, with extensive skills and experience in the provision of specialist endocrine care Proven experience of leading effectively in a clinical setting, preferably across traditional professional and geographical boundaries Evidence of working collaboratively with multi-disciplinary groups to deliver agreed objectives Knowledge and experience of NHS Scotland structure and policy Demonstrable commitment to improving care through development of MCNs Experience of working with senior management in affecting the development of strategy Experience in leading, managing and implementing change Ability to negotiate and influence at all levels Experience in audit, research and training Commitment to and evidence of continuous professional development Flexibility and enthusiasm for working in a developing organisational structure
