I hope your registrations are going well and you are gearing up for Opening Day. Just a reminder, remember as you prepare for the upcoming season Little League is a program to service the youth of America. We, as Little League volunteers are dedicated to helping children become good and decent citizens. As a non-profit youth program, we the volunteers inspire the children to reach their goals in life. We teach the values of teamwork, sportsmanship and fair play. No other youth program can claim to do so. No other youth program is recognized by the U.S. Government as is Little League. Every year since July 16th, 1964 when President Lyndon Johnson signed into Legislation as a Federal Charter, we celebrate “ Little League Week” around the World the 2nd week of June each year. Once again, no other youth program has been so honored by the Federal Government. We, as Little League volunteers should be proud that we belong to such a special program for kids. We also “ must” always keep SAFETY in mind for the children, the number one priority of Little League. So, as you submit your Safety Plans to Williamsport this year and years to come, please be sure that your Managers, Coaches, League Personnel, Parents and any other League volunteers FOLLOW these Safety Procedures that they have the best interest of the children in mind. We in District 2, Stress the importance of all the Little League Organizations philosophies. The “most” important aspects that are promoted by Little League and NJ District 2 are Safety, followed by having Fun, and Playing Fair. These concepts are implemented through the teachings of the Volunteers that give their time to the youth involved. To ensure this, NJ DISTRICT 2 will continue to conduct and provide communications through informative meetings to all League personnel. Updated rules & regulations for both the Regular Season and Tournament Play will be distributed. NJ DISTRICT 2, will continue its Sound Leadership, so that all Volunteers understands his or her role in the constant development of each child in the Little League program. Mike Basile NJ District 2, DA Little League Baseball & Softball NEW JERSEY DISTRICT 2 ASAP and Safety To all the District 2 League Safety Officers & Presidents: Now that the 2011 season has come to a close, it is never too early to prepare for the upcoming 2012 season. All returning and newly appointed Safety Officers should start compiling and preparing data for their 2012 ASAP Plans. As a District we hit another milestone in 2011. We completed a 7th consecutive year that District 2 has been 100% compliant with their ASAP participation. In addition to our compliance, we were “#1” in NJ and NY to be compliant with our plans as a District. I encourage you to keep up with this effort in being compliant and the success of the 100% ASAP Approval Rate. All Leagues are required to have their ASAP Plan submitted by March 1st and approved by April 1st. If these criteria are not met the league will not be eligible to host a district tournament. There is an incentive plan for the District 2 Leagues that was implemented in 2009 and will continue for 2012. The incentive is that the League that has their ASAP Plan "submitted and approved 1st” by Williamsport will have its $275.00 District 2 Fee waved. It is never too early to get started and make every effort continue the success that District 2 has obtained. The DA and the District Safety Officer will visit and walk the Host Site with the League President, to determine that ALL Safety Requirements have been met. In addition, the Location Requirements must be accessible for all teams and that each site must have a sufficient amount of Volunteers for all committees and duties that are required. The DA and his or her appointed Assistants will direct the tournaments and not delegated to the local League. The Host Presidents will assume the role as Game Directors unless otherwise appointed by the DA. Assignments will be made by the DA. The DA along with the ADA Staff will be assigned to supervise (As Tournament Directors) play up to and including the final game of that level Tournament. When unable to make a clear decision on a rule, the District Official will contact the DA, if not at the site for further assistance. The DA, ADA or President/Game Director will then call Eastern Regional Headquarters for a decision, by DA approval. A minimum of four (4) adults is required to work and line the field prior to the game and in case of rain to resume the game. These adults must remain at the field and be prepare to do as such. A working snack stand must be in effect at all times during Tournament Play. To facilitate the game, a Game Director, Official Scorekeeper (appointed by the DA) and an Announcer are required. The District Administrator will approve all Tournament Umpires (male or female) by League President and District Staff Recommendations. All prospective Umpires must attend a District Umpires Clinic to work District Tournament Games. The clinic will cover: 1. LITTLE LEAGUE rules, regulations and interpretations in Baseball and Softball 2. Mechanics of a two-man system 3. Philosophy, mental approach and attitude toward LL BASEBALL and SOFTBALL 4.
