12 months, full-time starting in QII.2015 (with possibility
of extension)
1.
Background
The United Nations Development Programme (UNDP), in collaboration with the
Asian Development Bank (ADB), is supporting the Ministry of Agriculture and Rural
Development (MARD) in Vietnam in implementing the project “Promoting Climate
Resilient Infrastructure in Northern Mountain Provinces of Vietnam”. The objective
of this project is to increase the resilience, and reduce the vulnerability of local,
critical infrastructure in the Northern Mountain Provinces of Vietnam from the
adverse impacts of climate change and to create a policy framework conducive to
promoting resilient development. In order to achieve this objective, four outcomes
will be delivered:

Outcome 1 – Climate Change Adaptation is integrated into policy, strategy and
planning that relates to rural infrastructure – specifically irrigation, rural water
and rural roads;
Outcome 2 – Enhanced capacity to adapt/climate-proof rural infrastructure
investments and provincial/local area planning;
Outcome 3 – Effective climate-resilient measures mainstreamed into the
MARD rural infrastructure programs;
Outcome 4 – Lessons learnt and best practices from Outcomes 1, 2 and 3 are
disseminated to stakeholders and development partners.
The four selected demonstration sub-projects that relate specifically to Outcome 3
are:
1. Upgrading the rural road from 108 Road to Muong E in Thuan Chau District
(in Son La Province);
2. Upgrading the irrigation system and landslide protection embankment in Tham
Mon Commune, Thuan Chau district (in Son La Province);
3. Cau river protection embankment in Thanh Mai and Cao Ky Communes, Cho
Moi District (in Bac Kan Province), and;
4. Upgrading rural roads Linh Nham-Deo Nhau and Van Han market in Dong Hy
district (in Thai Nguyen Province).
To facilitate the achievement of these outcomes the CPMU is recruiting 01 highly
qualified English-Vietnamese Interpreter/ Project Support Officer to provide skilled
support to the UNDP in interpretation, translation and administration.

Job Description
Interpretation/ Translation
 Interpret English-Vietnamese meetings, discussions and etc. in relation to
project activities (including field trips to the northern mountain provinces);
 Translate English-Vietnamese reports, documents, presentations, emails etc.
and any other relevant sources as assigned by the National Project Coordinator
and/ or National Project Director;
 Assist international experts to seek/ search relevant documents/ information;
 Draft/ translate other project documents including correspondences, minutes of
meeting, etc.

 Implement other activities related to interpretation/ translation as requested by
the National Project Coordinator and/ or National Project Director.
Note: It is expected that translation work accounts for 70% of total time,
interpretation 20%, admin and other support 10%.
Administration Support
 Support to establish
correspondence;
systems

manage
outgoing and
incoming
 Support the National Project Coordinator and/ or National Project Director to
develop project management plans/ reports;
 Collaborate with Administration and Account staff to copy and disseminate
project documents;
 Assist in logistical activities, specifically training, workshops and field trips;
 Carry out other relevant administrative tasks as requested by the National
Project Coordinator and/ or National Project Director.

Skills and Qualifications required
 A University degree in English, environmental science or civil engineering
(corresponding to Grade 7.0 or above);
 Fluent in English and Vietnamese 04 skills (listening, speaking, reading and
writing);
 At least 03 years of experience in translation/ interpretation/ administration,
preferably ODA or grant projects;
 Demonstrated experience in interpretation for infrastructure/climate change/
environment projects;
 Strong computer skills specifically in Word, Excel, PowerPoint, Outlook, etc;
 Strong internet and communication skills;
 Demonstrated ability to work as part of a professional team;
 Demonstrated ability to meet deadlines, work under time pressure and
willingness to work in the field on project sites and project events;
 Good understanding of Government and UN procedures, specifically MARD
and UNDP Vietnam - preferred.

Recruitment Process
 Shortlisting at least 03 best candidates;
 A writing test in 45 - 60 minutes;
 An interview in 20 - 30 minutes.

Remuneration
Remuneration is based on the cost-norms of UNDP Vietnam (UN-EU Guidelines for
Financing of Local Costs in Development Cooperation with Vietnam).
