OFFICIAL MINUTES OF THE REGULAR SCHEDULED
COUNCIL MEETING
July 13, 2015

Mayor Snow called the meeting to order at 7:30 p.m.
INVOCATION:

APPROVAL OF MINUTES:
The minutes of the June 8, 2015 Regular Council Meeting was accepted as written.
Motion: Council Member Palmer Burchstead made the motion to accept as written

OLD BUSINESS:
1. SANITATION: No Issues
2. CHANGE OF GOVERNMENT: Clerk Gowan has been in contact with the
Attorney and he is making sure the wording is correct on the ordinances. Once we do
the reading of the ordinance then Mr. Henry Lay, Director of Spartanburg County
Election will get involved for the final steps.
COUNCIL COMMITTEE REPORTS AND DEPARTMENT REPORTS:
1. STREETLIGHTS, STONES (ENGRAVING): No update.
2. ENFORCEMENT OFFICER REPORT: The subdivision Reidville Crossing is at
its max. All lots have been sold, contractors are still building and I have been
checking the sub-contractors for business license. A local business is doing better at
keeping the impound cars and cars for sale separated. The lot is looking better and
out of view from the road. I will be checking on some property that is not in
compliance with our Land Use Ordinance.
3. BENCHES FOR MAIN STREET: A meeting with the Planning Commission will
be held Monday, August 3, 2015 at 6:30 pm. To discuss the style and quantity of
benches to be placed on Main St; bicycle racks for the Main St. Plaza.
NEW BUSINESS:
1. NEW STATE LAW REGARDING THE AGENDA: Any changes to the agenda must
be made and reposted within 24 hours of the meeting.
2. ROAD BARRICADES AND SAFTEY SIGNS: Mayor Snow stated that he would like
to purchase some new barricades for the parades and festivals to block the roads.
Council Member Gregg Gowan made the motion to purchase 4 barricades, with the AFrame post. Second: Council Member Palmer Burchstead

FINANCIAL REPORT:
The financial report beginning June 1, 2015 and ending June 30, 2015 was read and approved as
written.

CITIZEN AGENDA: Clerk Gowan said that the yard of Town Hall looks really good after all
the maintenance that was done on the pecan trees and bushes. .
