INTRODUCTION
1.1
This procedure outlines the process for Time and Expense (T & E) projects
performed by Aztec Communications, Ltd.
1.2
T & E projects only require Aztec Communications to provide qualified
technicians. There is no supervisory responsibility involved with T & E projects.

SCOPE OF TIME AND EXPENSE PROJECTS
3.1
Aztec supplies Technicians at or above requested skill levels to customers to
perform equipment, cable and wiring installations. The scope of the project is
defined by the customer and in most projects has limited definition.
3.2
The Customer informs the Aztec Account Manager the number and Skill Level(s)
of Technicians that are required. In many cases, Aztec has a pool of technicians
assigned to a specific customer. With pools, the Customer selects from the pool
the technicians for an upcoming project. In those situations, the AM is not
concerned with the Skill level only the specific technicians.
3.3
Technician Skill Levels are defined by SBC.
3.4
Skill levels of Aztec technicians are established through tests, training, experience
and evaluation of work performed. (See Procedures on Training)
RESPONSIBILITY ON TIME AND EXPENSE PROJECTS
4.1
Customer – supervisory responsibility lies with the customer. Direction and
instruction to accomplish the project lies with the customer.

Technician capability is defined by Skill Level.
Customers provide a Site supervisor to manage the daily work or project
designs, drawings or specifications. If no Site Supervisor is provided, the
Technician(s) will have the required skills to read, interpret and install
from the site specifications provided.
Account Manager – documents customer requests and information on the Time
and Expense Work Request form. The information could be general work to be
performed or as limited as the number and required skill levels of technician(s).

4.2.1
The Account Manager determines if established pricing arrangements
have been established, determines if the pricing is current, or if no pricing
arrangements are establishes, works with the Department Manager to
establish Technician pricing.
4.2.2
From the customer requirements and technician availability, determines if
Aztec will be able to meet the Customer requirements.
4.2.3
Based upon the information provided by the Customer, the Account
Manager assigns the technician(s).
4.2.4
The AM discusses with Lead Technician and/or Technician(s) the known
scope of the project and any special instructions.
4.2.5
After the project has started, the Account Manager contacts the Customer
to confirm the Technician(s) meet the requirements and that the customer
is satisfied with the Crew. If satisfied, weekly contact is made to monitor
progress and documented on the Time & Expense Work Request form. If
not satisfied, the AM determine why and makes any necessary adjustment.
4.2.5
The Time & Expense Work Request is maintained on the Account
Managers computer.
4.3
Technicians – under the direct supervision of the Customer, completes the
established project. Time sheets along with expense information are maintained
by the Technician(s) and provided to the AM on a weekly basis.
4.4
Accounting – prepares invoices based upon established Technician pricing and
approved Time Sheets with expenses.
TESTING
5.1
During the course of a T & E project, Technicians could perform various tests at
the request of the Customer. The Technician qualified to perform the required
test(s) will conduct these tests.
5.2
Results are recorded on Test Record form and submitted to the Site Supervisor for
approval.
5.3
A copy of the Test Record is retained in the Aztec project file.
