Throughout her 28+ year career, Mrs. Hicks has had various project management
responsibilities, including preliminary design, applications for funds, subsurface investigations, geotechnical engineering, civil design, bidding and negotiating services,
construction engineering, inspection, staking, and project closeout, as well as overall
assistance with any issues that may arise. Since 1989, Mrs. Hicks has served as the
Principal Engineer in responsible charge for design and construction engineering on all
Projects for which the Firm is Engineer of Record. Mrs. Hicks has been the Professional
Engineer responsible for the design of concrete and asphaltic mixtures as well as
materials testing for soils, concrete, asphaltic mixtures, and aggregate for more than 20
years. Mrs. Hicks’ experience includes design, field inspection and testing of
construction projects that include materials such as cast-in place and pre-cast concrete,
masonry, timber, steel, asphaltic mixtures, Portland cement concrete, and soil cement.

Mrs. Hicks serves as the Client Manager/Project Lead for New Mexico Junior College.
Mrs. Hicks is responsible for all client and subcontractor contract negotiations, budgeting,
safety, quality control/quality assurance, critical path timeline management, staffing, and
regulatory compliance. Pettigrew & Associates, P.A. provides New Mexico Junior
College comprehensive civil engineering, surveying, and materials testing on an as
needed basis. Services include preliminary studies and surveys, land and construction
surveys, Environmental Site Assessments, comprehensive design, and construction
management, including construction inspection, concrete and asphalt mix design review,
construction quality control, and construction materials testing. Completed construction
projects included a variety of services.

City of Hobbs On-Call Professional Engineering Services | Hobbs, NM; 2004 to

Mrs. Hicks serves as the Client Manager/Project Lead for the City of Hobbs On Call
Professional Engineering Services. Mrs. Hicks is responsible for all client and
subcontractor contract negotiations, budgeting, safety, quality control/quality assurance,

Associates has provided continuous on-call services to the City of Hobbs since 2004. For

Mosaic Potash Drainage Study | Carlsbad, NM; 2011
Mosaic Potash is in the process of preparing a Design-Build package for the
reconstruction of their railroad through the plant site. Pettigrew was contracted to
prepare the Preliminary Site Drainage Analysis including proposed drainage
improvements. This project involves an approximately 23,000 acres. As Principal
Engineer, Mrs. Hicks is responsible for direction, control and supervision of the work.
Pettigrew & Associates will also provide construction administration and engineering for
the site grading and drainage portion of the project.
NMJC Entrance Left Turn Lane | Hobbs, NM; 2011
Pettigrew & Associates developed a traffic volume study in order to provide New Mexico
Junior College with a left turn access from NM18 north bound. The project entails
calculations to determine queue storage capacity, civil site design, construction
administration and engineering and periodic field review. As Principal Engineer, Mrs.
Hicks is responsible for direction, control and supervision of the work.
Turner Street Pavement Investigation | Hobbs, NM; 2011
Pettigrew & Associates has been contracted by the City of Hobbs to perform the Turner
Street Pavement Investigation. This project is a 4.5 mile phase that connects Downtown
Hobbs to State Highway 18. The roadway cross-section varies in width from five lanes
with a center turn lane to two lanes. The investigation focus includes NMDOT design
standards and analysis in accordance with AASHTO Pavement Design Guide and
economic viability. As Geotechnical Engineer, Mrs. Hicks is responsible for the
engineering analysis and report.
State Road 18 Beautification & Trail Project | Hobbs, NM; 2001 -2011
Pettigrew & Associates, P.A. served as the civil engineer on this important project in Lea
County. The S.R. 18 Trail will ultimately serve as a link from a residential/commercial
area of Hobbs to the following places: Lea County Events Center, New Mexico Junior
College, Zia Park and Black Gold Casino, Lea Regional Hospital, and a path to connect
to the University of the Southwest and the Ocotillo Golf Course. Located adjacent to the
Lovington/Hobbs Highway, the trail welcomes travelers from surrounding areas with its
beauty and will provide a pleasant walking/biking environment for the locals. The City of
Hobbs is currently in the process of extending the trail from the Millen Drive south to
Grimes Street. The complete project will provide a six mile trail for walking, biking, or
jogging. As Principal Engineer, Mrs. Hicks is responsible for direction, control and
supervision of the design and construction engineering. The scope of work included:

Silverado Real Estate, LLC. O’Reilly’s Auto Parts | Lovington, NM; 2011
Silverado Real Estate, LLC contracted Pettigrew & Associates to perform Surveying and
Engineering services for a new O’Reilly’s Auto Parts Store in Lovington, NM. Scope of
Work includes Boundary and Topographic Surveys, Geotechnical Investigation,
Environmental Assessment, and Civil Design. As Principal and Geotechnical Engineer,
Mrs. Hicks over-sees all aspects of the Civil Design and the Subsurface Investigation for
the development.

Nor-Lea Hospital District Outpatient Center Expansion | Lovington, NM; 2011
Nor-Lea General Hospital in Lovington, NM recently completed a $15 million expansion
project to house an Outpatient Care Center. As Principal Engineer, Mrs. Hicks was
responsible for direction, control and supervision of the work. The project involved
approximately 35,000 square feet of new and renovated space including a central
registration, wound care center, rehabilitation center, sleep center, specialty clinic,
chemotherapy center, cardiology/neurology clinic, new lab facility, MRI suite, and a new
dining and conference center. Pettigrew & Associates provided civil site design, utility
design, storm water design, Storm Water Pollution Prevention Plan, construction staking,
construction administration and engineering, periodic field review for preparation of
construction progress estimates, steel inspection, and construction materials testing for
the hospital.
Choose Life Church Youth Programs Building | Hobbs, NM; 2011
As Principal Engineer, Mrs. Hicks was responsible for direction, control and supervision
of the preliminary site drainage study and grading and drainage plans for proposed
construction of a youth building and a new worship center at Choose Life Church. The
purpose of the study was to determine finished floor elevations for the proposed
buildings. The site is located in adjacent to a major drainage relief channel.
Public Safety Complex/City of Hobbs Fire Station # 4 | Hobbs, NM; 2011
As a sub consultant to Teske Architects, Pettigrew & Associates provided a subsurface
investigation, preparation of construction documents and a Storm Water Pollution
Prevention Plan for site design of the centralized public safety complex and Fire Station.
As Principal and Geotechnical Engineer, Mrs. Hicks over-sees all aspects of the Design
and Construction Engineering as well as the Subsurface Investigation for the project.
New Mettie Jordan Elementary School | Eunice, NM; 2011
The New Mettie Jordan Replacement Elementary School project consists of the design
and construction of a new single-story, 76,978 square foot elementary school located on
the existing school property. The project will be designed to be harmonious with the
surrounding architecture of both the natural and built environments. The design consists
of two classroom wings unified by a centrally located administration. The layout of the
building provides open areas around the structure for use as outdoor classrooms, play
areas, pedestrian circulation, and semi-public gathering areas. Pettigrew & Associates
was contracted by Eunice Public Schools to provide a geotechnical investigation. As
Geotechnical Engineer, Mrs. Hicks was responsible for performing geotechnical analysis
for recommendations regarding pavement typical section, site grading, building
foundation design, and native soil suitability. In addition, Pettigrew provided surveying
services including establishment of horizontal and vertical control, boundary and
topographic surveys, subsurface utility exploration, and preparation of vacation plats.
Eunice Vocational Schools | Eunice, NM; 2010
Mrs. Hicks served as the Geotechnical Engineer for this proposed development which
includes the construction of a 20,000 square foot, single story building. Mrs. Hicks was
responsible for performing geotechnical analysis for recommendations regarding
pavement typical section, site grading, building foundation design, and native soil
suitability.

Carlsbad Municipal School Sports Complex | Carlsbad, NM; 2010
In her capacity as Principal Engineer, Mrs. Hicks was responsible for direction, control
and supervision of the drainage study for the Carlsbad Municipal Schools. The project
consisted of preparation of a digital topographic base map for construction documents,
on-the-ground surveys, preparation of contour maps, identification of flow line and invert
elevations of existing drainage facilities. Construction Documents Preparation included
grading plans and designs of new drainage structures including drop inlets, slotted
drains, storm water piping, drainage basins, detention basins, and outlet structures. The
Carlsbad Municipal Schools’ vision of this initiative was to design and construct a state of
the art sports complex for the youth of Carlsbad, New Mexico. The centrally located
complex provides a safe, secure facility, housing softball, baseball, soccer and football
fields, which greatly compliments the community’s strong support and participation in
organized youth sports.
Lea County Fairgrounds Master Plan and Assessment | Lovington, NM; 2010
In 2010, Lea County commissioned a master plan and needs assessment for the Lea
County Fairgrounds in Lovington, New Mexico. The purpose of the study was to assess
the condition of the existing facilities, analyze and project demand for the facilities in the
future, prepare a phased (prioritized) master plan to meet the future needs, and to project
costs to assist in identifying funding sources for capital improvements. Mrs. Hicks served
as Principal Engineer for the project team, responsible for direction, control and
supervision of the analysis of future demand projections for the Fairgrounds infrastructure
(drainage, parking, and utilities), as well as project costs.
SPS 115/230 kV Dbl Ckt Seven Rivers - Eagle Creek | Eddy County, NM; 2010
As Geotechnical Engineer, Mrs. Hicks was responsible for performing geotechnical
analysis and recommendations for foundation design for the structures from Seven Rivers
Substation to the Eagle Creek Substation in Eddy County. Professional Surveying services
for the 34 mile route included an alignment survey, Right of Way acquisition, and design
and construction survey and mapping. Approximately 10 miles of additional secondary
route was added to the project through re-routes for environmental and landowner
considerations.
Lea County Sheriff’s Department | Lea County, NM; 2010
The Lea County Law Enforcement Facility consists of two buildings totaling 31,093
square feet, type II‐ B construction, housing ‘B’ and ‘S1’ occupancies. Major components
of this project include site work, storm drainage and sewer systems, parking lots, curb
and gutter, detention basins, landscaping, utilities, foundations, steel framing, masonry,
metal panels, aluminum storefront and glazing, roofing, drywall and finishes, doors and
hardware, mechanical systems, plumbing systems, electrical systems, fire protection, and
alarm systems and security and access systems. Pettigrew was contracted by Lea
County to perform the Subsurface Investigation for this project. As Principal Engineer
and Geotechnical Engineer, Mrs. Hicks was responsible for engineering analysis and
recommendations for foundations and pavement design. Pettigrew & Associates
provided pre-construction topographic and boundary survey, construction staking, quality
assurance construction inspection, and materials testing. Pettigrew & Associates
provided inspection services for Lea County during the construction of the Sheriff’s
Department.
Capitan Family Dollar | Capitan, NM; 2010
Capitan, New Mexico is located in the southern Rocky Mountains. This site provided
several challenges for grading, drainage, and access to a substantially sloped site which
drained to an existing NMDOT Right of Way. Pettigrew & Associates conducted a variety
of engineering services for the Family Dollar store in Capitan, NM, including NMDOT Site
Threshold Analysis, preparation of driveway permit, traffic control plan, construction
documents and construction administration. The construction documents included Civil
Site and Civil Control Plans along with Grading and Draining Plans and Civil Utility Plans.
Mrs. Hicks was responsible for direction, control, and supervision of the work.
Hobbs Municipal Schools Warehouse/Maintenance Facility | Hobbs, NM; 2010
Hobbs Municipal Schools constructed two single story metal buildings, 13,000 square
feet, on approximately 3+/- acres of land to serve as a maintenance facility and storage.
As a sub consultant to Teske Architects, Pettigrew & Associates provided geotechnical
and civil site engineering. As Geotechnical Engineer, Mrs. Hicks performed geotechnical
analysis for recommendations regarding pavement typical section, site grading, building
foundation design, and native soil suitability. In addition Mrs. Hicks, as Principal
Engineer was responsible for direction, control and supervision of the engineering work
associated with preparation of the design and construction drawings, technical
specifications and a Storm Water Pollution Prevention Plan.

NMJC Pannell Library | Hobbs, NM; 2009
The 30,000 square foot library was renovated to create a more open, inviting, student
friendly space. Fixed stack books shelves were replaced with space saving mobile units.
Pettigrew performed the design survey of the existing building, including modeling of the
existing roof heights and parapets in the area of the proposed construction, geotechnical
investigation and civil site design as a sub consultant to the architect. As Principal
Engineer, Mrs. Hicks was responsible for direction, control and supervision of all aspects
of the Civil Design. In addition, as Geotechnical Engineer, Mrs. Hicks performed
geotechnical analysis for recommendations regarding site grading, building foundation
design, and native soil suitability for the renovations.
NMJC Equine Instructional Facility | Hobbs, NM; 2009
The proposed Equine Instructional Facility encompasses approximately 13.3 acres with
three major building elements:
Main Arena Building - 125,000 square feet, seating for approximately 2,500
to 3,000 people, and warm-up area
Indoor horse pen - approximately 40,000 square feet that will house 150
horses
Educational Spaces including a large lab, public space, classrooms, and
office.
As Principal Engineer, Mrs. Hicks was responsible for direction, control and supervision
of all aspects of the preliminary studies for infrastructure, drainage, soil conditions, and
traffic. Conceptual working drawings and probable cost estimates for on-site and offsite
development were prepared in accordance with PSFA specifications. This project was
programmed as a certified LEED Silver project. Conceptual drawings included water
harvesting utilizing cisterns. Upon completion of the conceptual drawings and probable
cost ($19 million), NMJC requested that the architects/engineers perform value
engineering to reduce the projected budget to approximately $12 million. Pettigrew &
Associates performed value engineering for site development. The project was not
placed on the GEO bond and is currently on hold.
P. R. Leyva Middle School Auditorium | Carlsbad, NM; 2009
Proposed construction for this project included a single story restroom and dressing
annex, and ADA access ramps at entries. Pettigrew & Associates performed a
subsurface investigation for the proposed construction. As Geotechnical Engineer, Mrs.
Hicks performed geotechnical analysis for recommendations regarding site grading,
building foundation design, and native soil suitability for the renovations.
NMJC Workforce Training Center | Hobbs, NM; 2008
Construction was completed in 2008 for a new 14,000 sq. ft. workforce training center on
the campus of NMJC just off Millen Drive across from Zia Park and Black Gold Casino.
The center blends a state-of-the-industry workforce training focus with NMJC’s existing
Continuing Education, video conferencing, transportation, and online learning programs,
as well as the Small Business Development Center. Pettigrew & Associates provided
professional engineering and surveying services for site work, including utilities, concrete
and asphalt paving, utility main extensions, and landscape. Specific tasks included
Topographic Surveys for Design, Geotechnical Investigation, Civil Design, Utility Design
for Trunk Line Extension, Construction Administration and Engineering, Construction
Materials Testing, Construction Staking. As Principal Engineer, Mrs. Hicks was
responsible for direction, control, and supervision of all aspects of the Civil Design. In
addition, as Geotechnical Engineer, Mrs. Hicks performed geotechnical analysis for
recommendations regarding site grading, building foundation design, and native soil
suitability for the new construction.

City of Hobbs North Grimes Roadway Improvement | Hobbs, NM; 2008
Pettigrew & Associates provided design and construction engineering services for the North
Grimes Roadway Improvement Project. As Principal Engineer, Mrs. Hicks was
responsible for direction, control and supervision of the design and construction
engineering. The scope of work entailed Preparation of Project Construction Documents,
which included contract documents, technical specifications, special provisions, quantity
tables, special details, and bid tabulation; engineering review and verification of
construction plans and quantities. Preconstruction Surveying included establishment of
alignment for centerline, stationing, and elevation correlation to construction plans.
Construction Engineering Services (Resident Construction Representation) included
construction observation; field engineering as necessary; and construction documentation
for pay estimates, change orders, request for information and material submittal review, etc.
Construction Staking included cross sections for excavation, staking curb and gutter, fillets,
valley gutters and drive pads; drainage structures – drop inlets, junction boxes, manholes,
fire hydrants, water manholes, valve boxes, and drainage pipe; cut off wall and keystone
wall; light bases; signalization; and Project Right of Way. Pettigrew & Associates also
provided materials engineering for a pavement investigation and structural section design,
as well as construction materials testing for soils, aggregate, Superpave mixtures, and
concrete.
NMJC Central Plant Addition
NMJC Electrical Distribution Line | Hobbs, NM; 2008
Pettigrew & Associates performed a subsurface investigation and subsurface utility
engineering for the approximately 1,000 sq. ft expansion of the existing central plant and
new electrical distribution line supplying power to the central plant, library and
administration buildings. As Geotechnical Engineer, Mrs. Hicks was responsible for
performing geotechnical analysis for recommendations regarding site grading, building
foundation design, and native soil suitability.
Bel-Aire Shopping Center Improvement Impact Drainage Study | Hobbs, NM; 2008
Pettigrew & Associates performed a Drainage Study to determine the impact of a
proposed 26,000 square feet commercial building and eight duplexes located on the
eastern side of the shopping center. Digital terrain modeling was used in conjunction
with HEC RAS to perform hydraulic analysis. As Principal Engineer, Mrs. Hicks was
responsible for direction, control and supervision of the drainage analysis and study.
Lovington Aquatic Facility | Lovington, NM; 2008
Pettigrew & Associates provided topographic survey, civil design, and construction
inspection and construction surveying services for the Lovington Aquatic Facility. As
Principal Engineer, Mrs. Hicks was responsible for direction, control and supervision of
the design and construction engineering. The scope of work included complete
topographic survey to establish location of existing features and grades in the proposed
area of the facility as well as civil design including access roads, drainage structures to
address existing drainage ditch, parking facilities, utilities, and general civil engineering
services.

Colorado Energy Management Hobbs Generating Station - 550MW Power Plant,
| Lea County, NM; 2008
Xcel Energy selected Colorado Energy Management to permit, construct, and operate a
new gas fired power plant in Lea County, New Mexico in order to fulfill the area’s growing
power needs. Pettigrew & Associates provided the 160-acre site ALTA and topographic
survey for design coupled with a geotechnical investigation consisting of nine original
bore holes at 50' depth and an additional 14 geotechnical boreholes. In addition, Right of
Way and design surveys were performed for over 10 miles of offsite water lines, gas
lines, access roads, etc., and construction layout surveys for the facility. Materials testing
included soil resistivity testing and other construction materials testing for construction
and permitting. As Geotechnical Engineer, Mrs. Hicks was responsible for performing
geotechnical analysis for recommendations regarding pavement typical section, site
grading, building foundation design, and native soil suitability. As Principal Engineer,
Mrs. Hicks was responsible for direction, control, and supervision of all materials testing
for the project.
Homestead Estates | Hobbs, NM; 2008
The Homestead Estates comprises 258 acres with a spread of 937 lots between Bender
Boulevard and the Seminole Highway. The lots are designed to support single and multifamily homes. As Principal Engineer, Mrs. Hicks was responsible for direction, control
and supervision of the project. As Geotechnical Engineer, Mrs. Hicks was responsible for
performing geotechnical analysis for recommendations regarding pavement typical
section, site grading, building foundation design, and native soil suitability.

Carlsbad Caverns Repair & Rehabilitate Sewer System | Carlsbad, NM; 2007
Pettigrew & Associates provided geotechnical engineering/observation services for the
construction o f the new sewer collection system. Responsibilities included observation
and documentation of geologic formations for the installation of stanchions to support the
line. In addition, Pettigrew provided construction surveying and materials testing support
for this important project. Pettigrew provided to the National Park service the original
topographic design survey for this project in 2002. As Principal Engineer and

Southwind Capital, LLC Windscape Apartments | Hobbs, NM; 2007
Southwind Capital, LLC engaged Pettigrew & Associates to provide professional
engineering and surveying services on a Class A, 202-unit multi-family housing
development in Hobbs, NM. The project was the community’s first significant multi-family
investment in the market in 20+ years. The project included construction of 10 multi-story
buildings, 202 units, a clubhouse, a pool, and a parking area, as well as a 41’ wide minor
collector roadway, Central Drive. Services included Coordination of Development through
Municipal Process, Preparation of an ALTA/ACSM Land Title Survey, Preparation of
Summary Subdivision Plat and Legal Descriptions, Preparation of Annexation Plat,
Preparation of Access Easements, Topographic Survey for Design, Geotechnical
Investigation, Traffic Impact Analysis, Drainage Analysis, Civil Site Design Including
Grading and Drainage, On-Site and Off-Site Utilities, Roadway Design, Periodic Field
Review for Preparation of Construction Progress Estimates, Construction Staking,
Construction Materials Testing, and Project Close-out Documentation. In addition, most
recently Pettigrew completed a Letter of Map Revision to the Federal Emergency
Management Agency including hydraulic and hydrologic computations in support of the
map revision. As Principal Engineer, Mrs. Hicks was responsible for all municipal
coordination, preliminary studies, design and construction engineering and materials testing
for the new complex.
Waste Isolation Pilot Plant (WIPP) | Carlsbad, NM; 2003-2006
Explosion Isolation Walls Intake and Exhaust Drifts – Panel Closures 1, 2, and 3
As an independent consulting engineering and testing firm, Pettigrew & Associates
provided the Quality Management System for construction of the Panel Closure System
for Panels 1,2, and 3. As Principal Engineer in direct responsible charge, Mrs. Hicks
was responsible for all contract negotiations, budgeting, safety, /quality assurance, critical
path timeline management, staffing, and regulatory compliance for this project. The
scope of the work included:
Development and implementation of the Work Plan
Development and implementation the Quality Control Plan
Development and implementation of Job Hazard Analysis
Design review of masonry unit mix and mortar mix
Daily inspection of construction of the Explosion Wall including placement of
masonry units and mortar, quality of workmanship including lay-up configuration,
board time for mortar, mortar joint spacing, and header placement.
Daily testing of mortar and masonry units

Zia Park Racetrack and Casino | Hobbs, NM; 2005
Completed in 2005, the entertainment casino and thoroughbred-racing complex design
incorporated a program that included a horseracing clubhouse, an entertainment venue,
and lodging. Zia Park is one of the nation’s first racetrack/casino entertainment
destinations to be integrated from project commencement. Zia Partners, LLC contracted
Pettigrew & Associates, P.A. to provide land surveys, environmental and engineering
reports for 640 acres, oversight for environmental cleanup, design, and construction
management services. As the Civil Engineer of Record, Pettigrew provided site grading
and drainage, utility design, roadway and parking facilities, and offsite utility extension
design.
Construction Management Services included preparation of the Storm Water Pollution
Prevention Plan, quality assurance materials testing, construction inspection (including
structural steel and fireproofing), and construction staking for the 312-acre site.
Additionally, Pettigrew & Associates provided civil design services, construction
management services, and Right of Way services for approximately 2,560 linear feet of
12” water main and 2,560 linear feet of 12” sewer main along the south boundary of
Millen Drive to tie into the City of Hobbs utility mains. As Principal Engineer, Mrs. Hicks
was responsible for direction, control, and supervision of the design and construction
engineering. In addition, as Geotechnical Engineer, Mrs. Hicks performed geotechnical
analysis for recommendations regarding site grading, building foundation design, and
native soil suitability for the new construction.
