SURVEILLANCE CHECK LIST BATTERY SHOP Name of Organisation: Name of QCM: Name of Shop i/c: Scope of approval: Location: Name & Designation of Inspecting Officer: Date of Inspection: S/N ITEMS OF INSPECTION SAT/UNSAT 1. a) GENERAL Check that separate servicing facility exists for lead-acid and Ni-Cd battery(Shops to be separate) b) Check for proper ventilation so that possibility of cross contamination is not existing . c) Check that buildings and rooms used for servicing batteries are well lit , cool and capable of exhausting all the gases & fumes present during servicing and charging operations. d) Check that the floor surface is of a material which is impervious to acid & alkali, has a nonslip qualities and to washed down easily (e.g. dustless concrete, bituminous compound, tiling etc.). e) Check that the door(s) of opens outwards. DGCA STD.DOC/CL/16 REMARKS the charging room 1 MAY, 1999 2. WATER SUPPLY (a) Check that atleast one tap in each room is connected to a mains fresh water supply. b) Check availab Check availability of sinks, draining boards and a warm water supply in case of lead acid battery. 3. LIGHTING (a) Check that the level of lighting within the charging rooms is sufficient to enable the level of the electrolyte in individual cells of the batteries to be easily determined without additional lighting. (b) Check that all electrical fittings are of sparkless design. 4. ENVIRONMENTAL TEMPERATURE Check that the temperature of battery shop is maintained at a consistent with specified limitations. 5. CHARGING BOARDS & BENCHES (a) Check for proper mounting of charging boards ( charging boards should be mounted directly above the rear of the benches so that the necessity for long connecting cables is avoided). (b) Check that battery connecting cables have proper insulation and free ends are fitted with suitable connectors. (c) Check the height of the battery charging benches so that the need for personnel to lean over batteries is kept to a minimum, lifting strain is minimised and a more effective visual inspection of the batteries can be made. (d) Check that the surfaces of the battery charging benches are acid & alkali resistive and are provided with suitable grids. DGCA STD.DOC/CL/16 2 MAY, 1999 6. POWER SUPPLY Check that the charging rooms are provided with proper power supply. 7. STORAGE Check that proper segregation of serviceable and unserviceable batteries are being maintained. 8. ELECTROLYTES (a) Check whether manufacturer's instructions are being followed while handling and storage of electrolyte materials. (b) Check whether proper containers, mixing vessels, mixing rods etc. are being used while breaking down of electrolytes. (c) Check for proper storage of de-mineralised and distilled water. 9. NEUTRALISING AGENTS Check that proper neutralising agents are avilable. Neutralising agents for L/A battery are:- (a) (i) Saturated solution of bicarbonate of soda, (ii) Ammonia powder, Borax powder (b) Neutralising agents for alkaline battery are:(i) Boric acid solution, (ii)Boric acid crystals or powder. (c) Also check that adequate quantity of saw dust is available. (d) Check that the containers of saw dust and neutralising agents are clearly marked with their contents and use and are kept in readily accessible positions. DGCA STD.DOC/CL/16 3 MAY, 1999 10. OBSERVANCE PRECAUTIONS (a) Check availability of proper safety equipments such as fire extinguishers, buckets of sand/ water etc. (b) Check that persons engaged in maintenance of battery are well aware of the safety precautions to be observed in the shop. (c) Check that persons of the battery shop is well conversant with the appropriate procedures in case of the following circumstances:- OF SAFETY (i) Electrical Shock (ii) Fire (iii)Spillage of electrolyte on floor/ skins/ eyes etc. 11. SERVICING (a) Check that servicing of the batteries are being carried out in accordance with the instructions contained in the manufacturer's maintenance manual. (b) In addition to the general engineering hand tools, check that the following special tools/ test equipments are also available: 12. AND TEST EQUIPMENTS Hydrometers Thermometers Capacity test set Leakage tester(for lead acid battery) Filler pumps Calibrated test equipments: Insulation resistence tester Universal test meter Digital voltmeter EQUIPMENTS Check availability of the following equipments: Appropriate torque wrench, goggles, rubber gloves, DGCA STD.DOC/CL/16 4 MAY, 1999 gum boots, rubber aprons, first aid kits etc. 13. LITERATURES (a) Check availability instructions manual. (b) Check availability of up-to-date approved procedure sheets according to the scope of approval (e.g. Procedure sheets for initial charge, routine charge, capacity check, boost / trickle charge, insulation test, leak test etc.) 14. QUALIFICATION OF PERSONALS of up-to-date CMM./ Check that personals engaged in the battery shop are holding appropriate approvals and their qualification and experience meets DGCA requirements. 15.
