policy____________________________ BOARD OF MANAGERS PORTER COUNTY EDUCATION SERVICES PROGRAM 2260.03/Page 1 of 6 GENERAL ADMINISTRATION OF PROGRAMS The following are the established General Administration of Program standards and procedures of the Interlocal required by Federal and State regulation for the provision of special education. A. Parent Community Participation The Interlocal provides for participation and consultation with parents of students in special education and other community members. B. Special Education Program Personnel The Interlocal: 1. employs a licensed director of special education to administer and supervise its special education program; 2. requires that all personnel are appropriately licensed or certified to provide services for which they are employed or contracted in accordance with standards established by the State Board of Education; 3. has in writing: 4. a. the minimum qualifications required for individuals to be employed as paraprofessionals or interpreters; b. job descriptions for paraprofessionals and interpreters employed; c. documentation of training provided to paraprofessionals and interpreters; provides paraprofessionals with pre-service and in-service training that includes: a. the role of the paraprofessionals related to the role of the licensed person providing supervision or direction; b. the specific skills necessary to carry out the assigned responsibilities; policy____________________________ BOARD OF MANAGERS PORTER COUNTY EDUCATION SERVICES C. PROGRAM 2260.03/Page 2 of 6 c. information on the specific special needs and characteristics of the students with whom the paraprofessional will be working; d. information on special education procedures including the confidentiality of personal information on all students. School Calendar The Interlocal: D. 1. requires that the school calendar of the school corporation providing the special education program will be followed when the calendars of the providing school corporation and the corporation of legal residence differ; 2. requires that unless otherwise provided in the comprehensive plan, the school corporation of legal residence is responsible to provide for transportation necessary to enable students to attend school on days when the providing school corporation is in attendance but the corporation of legal residence is not in attendance. Facilities The Interlocal: 1. provides instructional space for students enrolled in special education that is consistent with the students’ needs as specified in the students’ individualized education programs and the components of the educational program to be provided, including related services; 2. facilitates instructional space for students enrolled in special education in accordance with the following: a. the per student instructional space for students enrolled in full-time, part-time, or resource special education programs is not less than the per student instructional space for general education students of the same chronological age in the same building; policy____________________________ BOARD OF MANAGERS PORTER COUNTY EDUCATION SERVICES E. PROGRAM 2260.03/Page 3 of 6 b. the general space and instructional environment for students in full-time, part-time, or resource special education programs is comparable to the general space and instructional resource environment of the general education students in the same building; c. additional per student instructional space is provided for students whose disabilities require it due to special equipment, assistive devices, or curricular needs. 3. locates classrooms for students through the second grade level in the first story above grade, except when the school building has sprinkler system throughout; 4. requires that each participating school corporation include in its disaster plan, provisions for warning and evacuating students whose disabilities require special warning or evacuation procedures; 5. requires that each public school building have a space for speech, language, and hearing therapy that has adequate lighting and ventilation and is located away from excessive noise. Instructional Curricular, Materials, Equipment, and Assistive Devices The Interlocal: 1. has a written basic sequential program of instruction or curriculum (i.e., State standards) for full-time special education programs that specifies for age or level the awareness, knowledge, and skills to be addressed and reflects this curricula or sequential program in the individualized education programs; 2. provides its students instructional materials comparable to those provided to nondisabled students, including the following: a. textbooks that are up-to-date in sufficient number and have required modifications for students with disabilities; b. classroom supplies; policy____________________________ BOARD OF MANAGERS PORTER COUNTY EDUCATION SERVICES c. 3. PROGRAM 2260.03/Page 4 of 6 supplemental materials; provides instructional equipment and augmentative or assistive technology devices and assistive technology or services if necessary for a student with unique special needs to participate in the educational program on parity with other students identified as disabled; Such equipment and devices shall be specified in the individualized education program either as special education, related services, or as supplementary aids and services that enable the student with a disability to be educated in general education classes. 4. provides the following when assistive technology devices and/or assistive technology services are required for a student to receive a free, appropriate, public education: a. Evaluates the needs of a student, including a functional evaluation of the student in the student’s customary environment. b. Purchases, leases, or otherwise provides for the acquisition of assistive technology devices by a student. c. Selects, designs, fits, customizes, adapts, applies, retains, repairs, or replaces assistive technology devices. d. Coordinates and uses other therapies, interventions, or services with assistive devices, such as those associated with existing education plans and programs. e. Trains or provides technical assistance for professionals (including individuals providing education services), employers, or other individuals who provide services to, employ, or are otherwise substantially involved in the major life functions of a student. f. PROGRAM 2260.03/Page 5 of 6 is responsible for maintenance and repair of all its equipment devices. Transportation The Interlocal: G. 1. is responsible for ensuring that the public school corporation of legal residence provides transportation for students identified as disabled as specified in the students’ individualized education programs; 2. is responsible for ensuring that the public school corporation transports students with disabilities with nondisabled students when possible as determined by the case conference committee; 3. places a written student-specific justification in the student’s educational record whenever a disabled student’s transit time exceeds the transit time of nondisabled students of comparable age in the resident school corporation; 4. provides transportation at no cost to parents. Administration of Medication 1. The Interlocal’s policy regarding the administration of medication is as follows: a. No medication shall be administered without the written and dated consent of the parent. b. Written consent is valid only for the period specified on the consent form, and in no case longer than the current school or program year. c. a physician’s prescription, a copy of the original prescription, or the pharmacy label provided by the parent must be on file with the Interlocal. d. The medication shall be maintained in a secure location. e. The medication shall be administered in accordance with the physician’s prescription. policy____________________________ BOARD OF MANAGERS PORTER COUNTY EDUCATION SERVICES H. PROGRAM 2260.03/Page 6 of 6 f. The parent may, upon request, obtain a copy of the written policy. g. If the medication is to be terminated prior to the date on the prescription, the written and dated consent or withdrawal of consent of the parent is required. h. The person authorized to administer medication is specified by the Executive Director. i. Documents any special training provided to persons authorized to administer medication. State Wide and District Wide Mandated Assessments 1. A student with a disability will participate in state and local assessments, with appropriate accommodations in testing materials and procedures, unless the student’s case conference committee determines: a. it is not appropriate for the student to participate in all or part of the assessments; and b. an alternative assessment will be used to assess the student’s achievement. 2. Testing accommodations for state assessment programs are subject to the program manual issued each year by the Department of Education. 3. The student’s case conference committee shall determine, in advance, which appropriate accommodations the student needs in order for the assessment to reflect the student’s skills and knowledge base and shall document the accommodations in the student’s individualized education program. 4.
