KINGSTON AND ARTHUR’S VALE HISTORIC AREA  CALL FOR EXPRESSIONS OF INTEREST, NO. 23/10
SUPPLY OF A REMOTE SENSING SURVEY OF THE 1856-1900S SECTION OF THE CEMETERY AT KINGSTON,
NORFOLK ISLAND
(prepared to meet ss5.1.3 and 5.3 of the Procurement of Goods & Services guidelines,
Norfolk Island Administration, 2004)
Introduction
Expressions of interest are sought for undertaking a remote sensing survey of an area within the graveyard located in
the Cemetery Reserve at Kingston, Norfolk Island. The site is within the Kingston & Arthur’s Vale Historic Area
(KAVHA), one of the 11 sites that together form the “Australian Convict Sites World Heritage Property”.
The graveyard is an area within the Cemetery Reserve that is enclosed by a timber picket fence, and covers
approximately one hectare in size. The area to be surveyed covers about a quarter of the graveyard and contains
graves dating between 1856 and the early 20 th century, some of which are marked. The number of unmarked graves is
not known, but is thought to be in the vicinity of 150. The area is of high local, national and international cultural
significance.

Services to be provided
The purpose of the survey is to allow for unmarked graves to be located and marked on a plan. This is to assist in
locating future grave sites and prevent the unintended excavation of unmarked graves. It will allow best future use of the
available space within the existing graveyard area.
The survey area is to be investigated using an appropriate form of non-destructive remote sensing survey in accordance
with accepted protocols for such work.
No graves, gravesites, grave markers or the graveyard in general is to be disturbed or damaged. All survey operations
will be conducted in a manner which is sensitive to the community, cultural and religious values of the site.
Any survey lines or grids are to be removed and no visible marks are to remain after the survey.
The survey area is partly loamy clay and partly lime sand, slopes from the north to the south, and is about 10-20 metres
behind a coastal dune. The precise survey area is to be determined on-site in consultation with the Sexton.
It is recognised that soil type and profile, and historical environmental changes, may make identification of every
individual unmarked grave difficult, in which case identification of more general disturbed areas that may potentially
contain unmarked graves is to be considered and recommendations made for further investigation, as appropriate.
