The Graduate Council met at 3:00 p.m. on April 28, 2014, in McCain Library, Room 203 with
Dr. Bonnie Nicholson, Chair of the Graduate Council, presiding.
The following voting members were present: Dr. Janie Butts, Ms. Robin Carr, Dr. Dana Fennell,
Dr. Monika Gehlawat, Dr. Faquing Huang, Dr. Jerome Kolbo, Dr. James Lambers, Dr. Bonnie
Nicholson, Dr. Ras Pandey, Dr. Douglas Rust, Dr. Jake Schaefer, Dr. Kyna Shelley and Dr. Mike
Wittmann.
The following voting members were represented by proxies to constitute a quorum: Dr. Janie
Butts for Dr. Cynthia Chatham, Dr. Jerome Kolbo for Dr. Scott Piland, Dr. Mike Wittmann for
Dr. Bret Becton, Dr. Ravic Ringlaben for Dr. Hollie Filce, and Dr. Ken Swope for Dr. Kyle

The following non-voting members were present: Dr. Jeannie Gillespie for Dr. Steven Moser,

Call to Order
Dr. Nicholson called the meeting to order at 3:00 p.m.

Adoption of Agenda
Dr. Nicholson presented the agenda for approval. Dr. Ringlaben moved and Ms. Carr
seconded a motion to approve the agenda. The motion passed.
3.0
Approval of Minutes
Dr. Nicholson presented the March 24, 2014 minutes for approval. Dr. Rust moved and
Dr. Lambers seconded a motion to approve the March 24, 2014 minutes. The motion
passed.

Master of Business Administration
Dr. Nicholson presented the request to modify MBA 610, MBA 620, MBA 650
and MBA 660. Dr. Rust moved and Dr. Ringlaben seconded a motion to
accept these courses as a group. The motion passed. Dr. Lambers moved and
Dr. Swope seconded a motion to approve the modifications of MBA 610,
MBA 620, MBA 650 and MBA 660. The motion passed.
Dr. Nicholson presented the request to modify the MBA program. Dr. Ringlaben
moved and Ms. Carr seconded a motion to approve the modification of the MBA
program. The motion passed.

Dr. Nicholson presented the request to add LIS 645. Dr. Ringlaben moved and

Dr. Ringlaben seconded a motion to approve the addition of LIS 652. The motion
passed.
Dr. Nicholson presented the request to modify LIS 667. Dr. Lambers moved and
Dr. Ringlaben seconded a motion to approve the modification of LIS 667.

Department of Curriculum, Instruction and Special Education
Dr. Nicholson informed Council of the department’s request to modify the plan
codes for MAT (Biology, English, Math, Physics, Chemistry Social Studies,
Speech and Business) to SECEDARMAT Secondary Education (Alternate Route)
MAT.

Dr. Nicholson informed Council of the department’s request to modify the
prerequisites and corequisites for MLS 502, MLS 502L, MLS 504, MLS 504L,
MLS 506, MLS 506l, and MLS 515.
School of Social Work
Dr. Nicholson presented the request to modify SWK 626, SWK 627, SWK 641,
and SWK 642. Dr. Wittman moved and Dr. Kolbo seconded a motion to approve
the modifications of SWK 626, SWK 627, SWK 641, and SWK 642.
The motion passed.
Dr. Nicholson presented the request to modify SWK 659, SWK 661, and
SWK 662. Dr. Wittman moved and Dr. Lambers seconded a motion to approve
the modifications of SWK 659, SWK 661,and SWK 662. The motion passed.

Department of Systems Leadership and Health Outcomes
Dr. Nicholson presented the request to add NSG 854. Dr. Butts moved and
Dr. Lambers seconded a motion to approve the addition of NSG 854.
The motion passed.
Dr. Nicholson presented the request to add NSG 854L. Dr. Wittmann moved and
Dr. Ringlaben seconded a motion to approve the addition of NSG 854L.
The motion passed.
Dr. Nicholson presented the request to add a new program in Nursing (BSN-DNP
Leadership in Nursing). Dr. Butts moved and Dr. Lambers seconded a motion to
approve the addition of a new program in Nursing (BSN-DNP Leadership in
Nursing). The motion passed.
Dr. Nicholson presented the request the request to suspend the Nursing
(Nurse Executive) MSN program. Dr. Butts moved and Dr. Lambers seconded a
motion to approve the suspension of the Nursing (Nurse Executive) MSN
program. The motion passed.
Dr. Nicholson presented the request the request to suspend the Nursing
Executive certificate program. Dr. Butts moved and Ms. Carr seconded a
motion to approve the suspension of the Nursing Executive certificate program.
The motion passed.
Department of Advanced Practice
Dr. Nicholson presented the request to untable the modifications of the plans of
study for the RN-MSN (PMHNP), RN-MSN (FNP), and RN-MSN (AGNP)
programs. Dr. Ringlaben moved and Dr. Kolbo seconded a motion to
untable the modifications of the plans of study for the RN-MSN (PMHNP),
RN-MSN (FNP), and RN-MSN (AGNP) programs. The motion passed.
Dr. Nicholson informed Council the department wishes to withdraw these
proposals for consideration.
Dr. Nicholson presented the request to add a new emphasis area (RN-MSN
Family Nurse Practitioner) MSN. Dr. Wittmann moved and Ms. Carr seconded a
motion to approve the addition of a new emphasis area (RN-MSN Family Nurse
Practitioner) MSN. The motion passed.
Dr. Nicholson presented the request to add a new emphasis area (RN-MSN
Adult Gerontology Primary Care Nurse Practitioner) MSN. Dr. Butts moved
and Dr. Lambers seconded a motion to approve the addition of a new emphasis
area (RN-MSN Adult Gerontology Primary Care Nurse Practitioner) MSN.
The motion passed.
Dr. Nicholson presented the request to add a new emphasis area (RN-MSN
Psychiatric Mental Health Nurse Practitioner) MSN. Dr. Lambers moved
and Dr. Gelhawat seconded a motion to approve the addition of a new emphasis
area (RN-MSN Psychiatric Mental Health Nurse Practitioner) MSN.
The motion passed.
Dr. Nicholson presented the request to add NSG 637. Dr. Lambers moved and
Dr. Ringlaben seconded a motion to approve the addition of NSG 637.
The motion passed.
Dr. Nicholson presented the request to add NSG 637L. Dr. Butts moved and
Dr. Lambers seconded a motion to approve the addition of NSG 637L.
The motion passed.
Dr. Nicholson presented the request to add a certificate program in Family
Psychiatric Mental Health Nurse Practitioner. Dr. Schaefer moved and
Dr. Lambers seconded a motion to approve the addition of a certificate program
in Family Psychiatric Mental Health Nurse Practitioner. The motion passed.

Department of Marine Science
Dr. Nicholson presented the request to modify the admission criteria for the
Hydrographic Science Master’s Degree and the Ph.D. in Marine Science. Dr.
Lambers moved and Ms. Carr seconded a motion to approve the modification of
the admission criteria for the Hydrographic Science Master’s Degree and the
Ph.D. in Marine Science. The motion passed.
Department of Geography and Geology
Dr. Nicholson presented the request to add GHY 523. Dr. Lambers moved and
Dr. Wittmann seconded a motion to approve the addition of GHY 523.
The motion passed.
Dr. Nicholson presented the request to modify the requirements for the
Geographic Information Technology (GIT) certificate program. Dr. Lambers
moved and Dr. Wittmann seconded a motion to approve the modification of
the requirements for the Geographic Information Technology (GIT) certificate
program. The motion passed.
5.0
Officers Report
5.1 Chair – Dr. Bonnie Nicholson
Dr. Nicholson reported the Resolution for Dr. Siltanen has been framed and
presented to Dr. Ryan and the Graduate School. Special thanks to Dr. Easterling
and the Provost’s office for printing and framing of the resolution. A second
framed copy was delivered to Dr. Hosman. She also reported there has been no
word on the proposal to rename the McCain Conference room. Dr. Nicholson
encouraged Council members to actively participate in the Strategic Planning
Committee Process. Survey to be distributed soon and due May 23. Dr. Nicholson
is to remain on Strategic Planning Committee pending re-election to the Council,
otherwise a new member will not nominated to serve.

Credentials Committee – Dr. Monika Gehlawat
Dr. Nicholson submitted the Credentials reports for April 2014 for approval.
The reports were approved. (see attached). Dr. Gehlawat reported the Council
agreed to allow department chairs to send late applications for credentials review
up to the June 13 deadline. These applications will be reviewed by those members
of the credentials committee who are on campus in the summer and will be
approved by the Dean of the Graduate School. In lieu of the Graduate Council's
vote, the Dean's approval of the credentials report will suffice until the Council
reconvenes in September.
The Council will not approve any candidate who is ABD until proof of degree has
been provided by the department chair.

Election Committee – Ms. Robin Carr
Ms. Carr reported the Elections Committee is currently holding graduate
elections. Results will be given in the next report.
6.4
Policies and Procedures Committee – Dr. James Lambers
Dr. Lambers reported the council approved a change to the registration
requirements for GTAs. The new policy, subsequently approved by the Provost,
is that GTAs must register for a minimum of 9 credit hours of graduate-level
coursework during fall and spring, and may register for up to 4 additional credit
hours which may be undergraduate or graduate level.
An update of a proposed policy change was given regarding a waiver of the
standardized test requirement for applicants who already have master's degrees,
but was not voted on due to concerns over the language in the proposal. This
issue was tabled for further discussion in Fall 2014.
