possible a forward strategy upon the failed formal vote;
 considering the resolution BT 27/1998 delegating the decision for the follow-up
after the negative result of a first formal vote or UAP;
 having considered the comments made during the first formal vote or UAP which
'do' or 'do not' lead to fundamental changes in the draft standard;
