1 MINUTES OF A REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF AIRPORT DRIVE, MISSOURI A regular meeting of the Board of Trustees of the Village of Airport Drive, Missouri was held March 26, 2015 at the Village Municipal Building. Chairman Paul Surgi called the Board of Trustees to order at 7:07 p.m. Members present were Mark Rains, Franklin Stine, Larry Allison, and James Paul. Village Clerk, Sue Hirshey was present to take the minutes. Deputy Village Clerk, Janie Liles, Village Attorney, Chuck Brown, Village Engineer, Jerald Norton, Sergeant Melissa Roughton, and Deputy Paul Soole were also present. All present gave the Pledge of Allegiance. Attorney Brown gave the invocation. MINUTES Minutes of the Board of Trustees Meeting held on February 26, 2015 and Special Meeting on March 12, 2015 were discussed. Trustee Allison motioned to approve the minutes previously provided. Trustee Paul seconded the motion. Motion passed unanimously. LATE FEES FOR OUTSIDE SEWER USERS Attorney Brown advised clerk to apply late fees to the sewer customers outside the Village. The Village had previously not applied late fees to Fountain Road Village Park and The House Inc. accounts. TREASURERS REPORT Clerk Hirshey presented the Treasurers Report: Board was provided Balance Sheet by Fund, Cash Receipts Control Report, Combined Check Register; Accounts Payable Control Report, Payroll Calculation Report, Current Statement of Revenues and Expenses, Recap of Sales Tax Year to Date, Open Building Permits in Process and Open Variance/Zoning Deposits. Trustee Allison motioned to approve the Treasurers report and to pay bills. Trustee Rains seconded the motion. Motion passed unanimously. The sewer bill for 5806 Elm Street was discussed due to six months of non-payment. Trustee Rains motioned to have Attorney Brown file a Special Tax Bill on the property for the unpaid balance of $248.53 plus filing and attorney’s fees. Trustee Allison seconded the motion. Motion passed unanimously. LIFT STATION PUMPS Trustee Surgi asked if any Trustees wished to look into the possibility of incorporating gravity lines into the sanitary sewer system. Trustees asked Engineer Norton to look at shorter routes for the lines, but agreed to continue to use current system. Trustee Surgi instructed clerk to request Enviroline to return to install pump on Central Avenue. Trustee Stine suggested investigating warranties. STREET SIGNS Trust Surgi asked for discussion of the Children at Play street signs for Fountain Estates. Trust Paul motioned to purchase three Children at Play street signs for Fountain Estates. Trustee Allison seconded the motions. Motion passed unanimously. PETITIONS AND COMPLAINTS Don Cronk, HFA and Associates, appeared before the Board to answer questions regarding the plans and building permits for the Wal Mart Neighborhood Market and fuel kiosk. Engineer Norton had approved the development plans and final Plat. Harley Harry, Building and Electrical Inspector for the City of Oronogo, shared his observations of the building plans. Attorney Brown noted an addition to the original plans, a covered area of the parking lot for 2/12/2016 2 customers to pick up groceries ordered on line and delivered to customer’s cars, and said all plans comply with the Village Code. Trustee Rains motioned to approve Building Permits 593 and 595 for the Market and fuel kiosk, the sewer permit, and sign permits. Trustee Allison seconded the motion. Surgi, yea; Rains, yea; Allison, yea; Stine, yea; Paul, nay. Motion passed. Cathy Comer, R&S Memorial Decorations, was on the agenda to ask the Board about signage, but didn’t attend meeting. Attorney Brown stated her request wasn’t advisable. Stacie Jones, JT’s Burgers and Wings, was on the agenda to ask the Board about several small signs for the Grand Opening, but didn’t attend. Trustee Rains had spoken to her before the meeting and suggested they rent a portable sign or that four to seven small signs would be allowed. MOWING BIDS The Village received two bids for mowing the Village property. The first bid received was from Peavler Mowing, owned by Alvin Peavler. Mr. Peavler bid $80.00 to mow the yard at the municipal building and the two entrances to Tabor Woods, but didn’t carry Liability Insurance. Chris Gideon, owner of Mowed Over, bid $85.00 for the three areas and did have Liability Insurance. Trustee Paul motioned to accept the bid from Mowed Over. Trustee Stine seconded the motion. Motion passed unanimously. ATTORNEY REPORT Attorney Brown shared letter sent to House, Inc., to encourage their residents to cease entering upon or traveling over private property in the Village. Attorney Brown had been in negotiation with the Jasper County Sheriff’s Office regarding the 2015 Contract for law enforcement services in the Village. Sheriff Kaiser agreed to lower the fuel cost from $2.95 per gallon to $2.50, and in the future use the previous year’s actual fuel cost for the next year’s contract. CW&W had paid $3535.00 to Attorney Brown for repairs to Central Avenue, and payment was forwarded to the Village. Due to Judge Nicholas’ vacation in March, Attorney Brown anticipated a very busy court schedule in April. CLERK’S REPORT Tammy Anderson from Missouri State Agency for Surplus Property, has sent new invoice for one storm shelter for the Village Municipal Building. Board decided not to accept shelter. Gil Stevens, Keller Williams Realty, reports O’Reilly Auto Parts Store is not purchasing lot by Harp’s. Their study showed the proposed store would decrease sales at Webb City store 28 % to 30% and there were concerns with signage in the C-3PD complex. Residents of Fountain Estates reported a black trail on the road left by the Republic Services truck on March 2nd. Trevor Tilley, route supervisor for Republic Services assured Janie the truck’s hydraulic fluid is biodegradable, but would check into the problem. On March 16, Jonathan, the route driver, said the fluid had been overfilled. Problem should be corrected. On March 23, Jonathan came to office to verify if any customers had reported problems. Missy informed him there was still fluid leaking from their truck. Republic’s route supervisor Trevor Tilly came to office, reported Republic will have the stains on the streets power washed this week. Clerk for the City of Oronogo concerned whether their current building inspector will be able to keep up once Wal-Mart Neighborhood Market construction begins. Oronogo has several residential homes currently under construction. 2/12/2016 3 Region M Solid Waste Management will hold a district meeting and lunch on April 8th, 2015 at 10:30 am at the Carthage Water & Electric Company, 627 W. Centennial, Carthage. Trustee Frank Stine will attend. Proposal from Enviroline for $5382.50, for new pump on Central Ave. and trip charges. Board wanted more information before accepting bid. Incomplete 2015 Business Licenses: Butcher’s Block and Little Shop of Ordinance. Clerk Hirshey thanked the Trustees for allowing her to attend the Spring Institute in Columbia, March 9th – 12th. The seminars were very informative and the chance to network with other clerks in our area was a great experience. Clerk’s raise covers insurance costs after working 162.55 hours per pay period, this pay period fell short since there was only 160 hours worked. Following the Municipal Election on Tuesday, April 7, 2015, a Special Meeting will be held. Trustee Rains motioned to hold Special Meeting on Thursday, April 9, 2015 at 7 p.m. to install any new officers. Trustee Stine seconded the motion. Motion passed unanimously. COUNCIL BILLS An ordinance vacating an existing sanitary sewer easement across a portion of lot One in WalMart’s First Addition and accepting the sanitary easement as reflected in the approved development plans was discussed. Ordinance 09-15 was adopted. An ordinance accepting the Jasper County Sheriff’s Office contract for police service effective April 1, 2015 was discussed. The council bill posted had an effective date of April 15, 2015. Trustee Rains motioned to have the first reading of Amended Council Bill 10-15, to reflect a start date of April 1, 2015, by title only. Trustee Allison seconded the motion. ROUNDABOUT PATROL Resident Stuart Houston questioned whether Jasper County Sheriff’s Officers should park on the red concrete area inside the roundabout. The Board will discuss with Sgt. Roughton. STORM SHELTER The bid received from Asbell Excavating and Trucking to move and install a storm shelter at the Village Municipal Building was $43,470.00. Trustee Rains motioned to forego accepting a storm shelter from the Missouri State Agency for Surplus Property. Trustee Paul seconded the motion. Motion passed unanimously. The Board instructed the clerk to look at cost of smaller storm shelter, with a capacity of approximately 4-6 people. 2/12/2016 4 OTHER BUSINESS The Board discussed proposed O’Reilly Auto Parts Store. Trustee Rains reminded clerk all new businesses in the Village should receive a plant from the Board of Trustees. Quotes for note pads were submitted by Litho Printing and The UPS Store. Trustee Rains motioned to order 250 note pads from The UPS Store. Trustee Allison seconded the motion. Motion passed unanimously. CLOSED SESSION FOR PERSONNEL Trustee Rains motioned to go into Closed Session to discuss personnel at 8:14 pm. Trustee Stine seconded the motion. Special Meeting after Municipal Election will be April 9th at 7 p.m. Board of Trustee Work Session and Regular Meetings, April 23, 2015, at 6:30 p.m. and 7:00 p.m. respectively.
