Organisation Overview
The Department of Planning, Transport and Infrastructure (DPTI) serves the South
Australian community by enabling the safe and efficient movement of people and
freight across the state and facilitating development of the State’s infrastructure, in
accordance with South Australia’s Strategic Plan and the State Infrastructure Plan.
Transport Services Division
The Transport Services Division of DPTI manages and improves transport
infrastructure and traffic control so that it is safe and secure, meets community
expectations, makes a positive contribution to the economy and has minimal impact
on the environment.
Role Overview
The Senior Transport Safety Compliance Officer (Marine) is accountable to the
Team Leader, Compliance Unit for:
 a multi modal range of activities associated with the conduct of vessel
inspections, in accordance with Agency guidelines
 ensuring that vessels are safe and comply with legislative requirements
 enforcement and deterrent action where vessels are operating in breach of
relevant legislation, in accordance with Agency policies, procedures and
guidelines
 may be required to undertake compliance duties in other regulatory fields,
including heavy vehicle and passenger transport
which contributes to the operational safety of all vessels and vehicles on roads and
waterways in South Australia, protection of the community, the environment and the
State’s transport system.
Key Outcomes
1.
Contribute to the Agency’s compliance and enforcement objectives
relating to the recreational and commercial marine transport by:
a)
undertaking a range of activities associated with the conduct of vessel
inspections, in accordance with Agency guidelines and relevant
legislation, Design Rules and Codes of Practice, to assess safe operation
and ensure that all vessels are seaworthy and comply with survey and
other specifications
 checking transport safety compliance with legislation at random and
fixed checking sites
 establishing liability for causing or permitting offences

 interviewing offenders and witnesses and compiling records of
interview
b)
collaborating with Marine Investigators to plan, coordinate and undertake
timely, effective and efficient investigations into reported vessel incidents
and accidents and provide specialist advice and assistance to SAPOL
members at accident sites
c)
liaising with Surveyors and Qualifications officers to identify specific
structural integrity and marine safety and operation standards that require
rigorous inspection on board commercial vessels
d)
undertaking enforcement and deterrent action in relation to a broad range
of vessels operating in breach of relevant legislation and guidelines, in
accordance with Agency policies, procedures and guidelines including:
 issuing verbal and formal warnings, expiation notices
 reporting offences where an expiation notice or formal warning is not
appropriate
 inspecting
commercial vessels for crewing and qualification
requirements, vessel integrity, and operation and safety equipment
 providing a list of defects to owners of items requiring rectification and
monitoring that repairs and replacements are undertaken as required
 issuing directions for vessels to go inshore and ashore when required
 providing verbal directions for the control and management of vessel
traffic on water and at boat ramps
 conducting follow up investigations with responsible entities who may
be implicated
 conducting audits in relation to boat code requirements with vessel
dealers, owners and operators
e)
providing information to customers on a range of survey matters,
including the interpretation of legislation, standards and policies to ensure
that the required safety outcomes of the regulation system are achieved
f)
undertaking on the water vessel inspections and periodic programmed
intensive vessel inspections in consultation with the registered vessel
owner to determine actual vessel length; and declared vessel length to
ensure appropriate registration fee has been paid and no fraud
perpetrated
g)
undertaking PIRSA compliance activities as stipulated by the Service
Level Agreement including ensuring undersized fish and crabs are not
kept after being caught, ensuring there is no fishing undertaken in marine
parks, reserves and other protected areas and checking breaches
relating too certain fish species
h)
undertaking a range of activities relating to prosecution, including:
 obtaining and organising evidence for prosecutions including collating
and analysing data to prepare accurate reports of a high standard
 locating defendants and debtors in order to serve summonses and
court documents
i)
undertaking inspection functions relating to all modes of transport
compliance and education activities encompassing Heavy Vehicles and
Passenger Transport.

Contribute to meeting the Section’s obligation in respect to community
education, public relations and the encouragement of industry selfregulation by:
a)
participating in, and contributing to the development, implementation and
evaluation of, customised, specialised and community based education
programs and media campaigns that relate to vessel seaworthiness and
compliance
b)
addressing identified client groups and the general public in relation to
vessel seaworthiness and compliance matters
c)
participating in the development, delivery and evaluation of public exhibits
and promotional material for vessel seaworthiness and transport safety
compliance
d)
liaising with strategic partner organisations on transport safety
compliance matters including providing specialist technical advice and
information to the general public, other areas of DPTI, SAPOL, Safework
SA and Local and State Government agencies.
e)
conducting licence examinations for motor boat operator’s licences and
special permits, supervising written and practical tests, preparing
appropriate documentation, collecting associated fees and performing
required accounting functions.
Facilitate the effective and efficient management of the Compliance Unit
by:
a)
responding to major transport emergencies and hazardous material spill
situations within State waters, including directing and coordinating initial
site attendance and the utilisation of broad range of oil spill equipment
b)
monitoring EPA legislation and enforcing Marine Pollution Convention
(MARPOL) pollution requirements pursuant to the Harbors and
Navigation Act and Regulations as appropriate
c)
liaising with the Team Leader, Compliance Unit to identify and provide
staff support including:
 assisting in the mentoring, development and training of Transport
Safety Compliance Officers
 providing site supervision of small teams in the field as required
d)
providing transport safety compliance training, particularly in relation to
the Harbors & Navigation Act, and assistance with complex recreational
and commercial vessel inspections
e)
assessing aquatic activity information and river and coast locations to
provide recommendations to the Regional Coordinator on the safety
precautions required for aquatic activity licences
f)
providing a range of services, as specified in Memorandum of
Understandings, for strategic partner organisations including enacting
cross-authorisation powers, as required
g)
coordinating and advising on the removal, maintenance, design and
placement of appropriate boat safety related signage
h)
removing or tagging shipping and boating navigation hazards
i)
undertaking the appropriate application and interpretation of Agency
procedures, processes and policies

j)
controlling and ensuring the timely and efficient maintenance and
availability of vessel and oil spill equipment
k)
providing assistance in reviewing operational processes and procedures,
marine survey standards and Codes of Practice, identifying areas for
improvement, implementing continuous improvement initiatives and
maintaining quality systems
l)
participating in section forums, meetings and working parties, as required
m)
actively participating in unit, section and corporate risk management
processes and strategic planning activities.

Special Conditions

This role has been classified as a position of trust. The incumbent is subject to a
satisfactory criminal history/record check in line with departmental policies and
procedures.

The location is either: Walkley Heights, Berri, Goolwa, Kadina, Port Lincoln or
Murray Bridge.

Operational responsiveness necessitates work around the State. Occasional
intrastate travel and work outside of normal hours, at weekends and public
holidays will be required.
A current class “C” driver’s licence is required.


Normal hours of duty will be 150 hours to be worked over a four (4) week period
including 75% of available weekends and six (6) public holidays for which a
penalty loading of 18.4%.

Must wear Agency uniform when required.
Must be able to enter into confined spaces for the purpose of vessel inspections.

Essential Selection Criteria
Qualifications / Licences
a)
Certificate IV In Government (Statutory Compliance) or equivalent
b)
Coxswain Certificate of Competency, or Certificate of Competency –
Recreational Boating Licence.

Person Capabilities
a)
Demonstrated high level of investigative, interview and compliance skills
including the ability to critically analyse issues, interpret complex legislation,
commercial vessel survey, crewing and qualification requirements; provide
sound advice and write reports in a clear, concise, logical and legally
acceptable manner.
b)
Proven high level of experience with the enforcement of legislation and
application of inspection, education and enforcement procedures and practices.
c)
Proven experience in providing leadership and coordination to small teams
engaged in field operations and compliance activities including planning and
coordinating work activities to ensure satisfaction of organisational goals and
efficiently and effectively managing operational and administrative
documentation.
d)
High level interpersonal and written and verbal communication skills to consult
and negotiate with a range of stakeholders, deal tactfully and impartially with
conflict, develop and present educative information to groups and maintain a
high level of personal integrity and credibility.
e)
Demonstrated high level knowledge of the Harbors and Navigation Act and
Regulations, the Protection of Marine Waters Act, Fisheries Management Act
(2007) and Environment Protection Act.
f)
Understanding of the Road Traffic Act, Interstate Road Transport Act, Motor
Vehicles Act, Passenger Transport Act, Australian Road Rules, Highways Act,
Australian Design Rules and relevant Codes of Practice and associated
regulations.
g)
Demonstrated commitment to the principles and practices of Equal
Employment Opportunity, Customer Service and Ethical Conduct, and an
understanding of, experience in, and ability to manage to the spirit and
principles of the Premier’s Safety Commitment and the legislative requirements
of the Occupational Health Safety and Welfare Act, utilising AS/NZS
ISO31000:2009 Risk Management, or to an equivalent set of standards.
