Response report to Bondi Beach precinct motions form November meeting and presented to Feb 2010 meeting MOTION 1 That the Bondi Beach Precinct Committee urges Council to examine urgently the resources it makes available to monitor and enforce the various regulations through the Municipality, and to seriously consider significantly increasing the number of Rangers and extending their hours of operation. Response Motion was referred to Divisional Manager, Compliance.The current budget as adopted by Council for 2009-2010 includes a range of measures to manage compliance issues such as parking rangers. Requests for increased resources are normally considered prior to the development of the budget later in the year. While increases to budgets can sometimes be considered this is done in light of available and expected income and other high priority needs. Increased resources allowed for a blitz on dogs during January 2010. MOTION 2 Bondi Beach Precinct Committee strongly urges Council to instruct its Rangers to monitor closely the compliance of Bondi Basin businesses (hours of operation, outdoor seating) and (especially those engaged in sale of food and alcohol) with Council’s conditions and Consent etc. with a view to minimising the impact on local residents, and to reducing the incidence of drunkenness, littering and other anti-social activity during the 2009-2010. Response Motion was referred to Divisional Manager, Compliance. Council regularly monitors outdoor seating , inspects food premises and deals with complaints relating to non compliance with development consents. MOTION 3 That Bondi Beach Precinct strongly urges Waverley Councillors to vote together in support of the Community and to endorse unanimously the report from Council’s Planning Department recommending that the NSW Department of Planning reject outright Toga’s proposal for the Hakoah + 3 adjoining sites. Response Motion was referred to the General Manager and to the Director, Planning for noting. MOTION 4 That Bondi Beach Precinct reaffirms its opposition to the proposed redevelopment at the Noah’s Backpackers. The revised plans do not reduce the main impacts of this development on the Bondi Beach area. It remains: a. Too big. b. Too bulky. c. Heritage impacting. d. Too much excavations. e. Traffic and noise impacts. f. View loss. g. Amenity impacts of proposal use. Bondi Beach Precinct calls on Waverley council to refuse this application. Response Motion was referred to the Divisional Manager, Development Assessment for noting. MOTION 5 That the Precinct request Council to report immediately on the current situation and advise urgently as follows: 1. Request Council records be amended to record the true facts ( for at least 2 years now there have been several complaints – Bondi Breakers Body Corporate, Bondi Breakers residents, newly renovated Motel opposite the Bondi Breakers to name some- evidence of which can be produced if necessary. 2. Although Jan Hyde has monitored the situation for some three weeks and has given the report to Council the residents are not qualified as Pollution Engineers. Council should sit down with Hurricanes to help solve the daily problem. It is not the intention to harm Hurricanes but to be positive and solve the emission problem. 3. “Seeing is believing” Council needs to witness the smoke emissions and view the emissions whilst operational at peak times so that emission regulations can be put in place. The residents were advised in 2008 that Hurricanes were trialling a system at their Darling Harbour Restaurant but the residents have since been informed that this was not successful. 4. Bondi Beach is one of the best beaches in the world and is affected by the emissions drifting in a westerly wind across the beach. Surely this is not good enough. Response Motion was referred to the Divisional Manager, Compliance. The Community Consultation Coordinator also sought clarification on the first line in point 1 above and was advised by the Convenor of the Bondi Beach precinct that the precinct felt that there had been a series of complaints in the past re Hurricanes that were not acknowledged in Council’s earlier reply to this issue. The CCC advised that when Council replied ‘that only one resident had lodged the relevant paperwork’, Council was referring to the history of that particular complaint not the history of this issue over the past two years. The Convenor also advised that a letter updating the current situation with Hurricanes has been received from Council and will be tabled at the February 2010 precinct meeting. MOTION 6 Propose that Council re-combine Bondi Beach Precinct from its current trial of small entities in order to: (a) Re-enfranchise residents assigned to inactive precincts. (b) Provide regular representative meetings for issues concerning Bondi Beach including but not limited to: 1. Campbell Parade traffic and pedestrian safety; 2. Waverley events in Pavilion and on the beach. 3. Residential safety and public health eg. Trash and rubbish pick up. 4. Pedestrian safety for approaches to and from public transport primary and secondary schools and tourist buses. 5. Development applications impacting on Bondi Beach basin. Response Motion was referred to Director, Recreation Community Planning & Partnerships (RCPP) and Divisional Manager (RCPP) for noting and consideration when review of the 2009 changes to the Precinct boundaries takes place in early 2010. MOTION 7 Bondi Beach Precinct requests that Rubbish Bins be re-instated on the Beach. It was suggested that an officer come to the next meeting to present the results of the preliminary trial. Response Motion was referred to Divisional Manger, Resource Recovery and Public Place Cleansing and to the Divisional Manager, Bondi and Beaches. Environmental services are currently conducting a four week audit of litter at the beach and park and the outcome of the audit and the report is due in April 2010.
