CLASS TITLE:
PUBLIC WORKS SUPERVISOR, LANDFILL
CLASS SUMMARY: This is a supervisory position involved in the planning, direction,
analysis, management and coordination of an assigned division. Supervisor is directly
accountable for implementing City, departmental and division goals and objectives into specific
outcomes in the areas of service delivery, programs and policy through the effective and efficient
utilization of the City’s human, financial and other resources.
DISTINGUISHING CHARACTERISTICS OF THIS CLASS:
 Has technical expertise in a specific field, typically evidenced by a required degree,
license or certification; supervises or provides authoritative advice to technically oriented
staff; required to possess some technical competencies outside of field or primary
expertise.
 Represents division or functional area on specific issues before external/internal
customers; defuses potentially troublesome issues related to department policies and
procedures; manages relationships with significant external constituencies; resolves
significant problems and gathers external feedback through facilitating group processes.
 Manages budget(s) of substantial consequence to the City. Under the direction of the
Public Works Superintendent exercises discretion in allocating financial resources,
including budget adjustments; fiscal management typically includes diverse
responsibilities for contract management, dealing with multiple funding sources and
complying with numerous specialized funding sources and complying with numerous
specialized funding source requirements; develops and implements fiscal management
strategies to maximize resource utilization and achieve efficiencies.
 Provides recommendations for strategic development of significant programs;
implements programs by developing procedures and processes, and by managing
resources to achieve program objectives targeted by senior decision makers.

BASIC FUNCTION:
Under the direction of the Public Works Operations Superintendent, plan, coordinate,
direct, supervise the day-to-day operations and maintenance activities of the City’s Tausick Way
and Sudbury Road Landfill. Basic functions include scalehouse operation, transfer site, spray
farm operation, household hazardous waste, lands, and equipment utilized in solid waste
disposal; assure compliance of division operations with Federal, State and local laws, rules and
regulations; train, supervise/monitor and evaluate the performance of assigned staff.
REPRESENTATIVE DUTIES:
Plan, coordinate, direct and supervise the day-to-day operations and maintenance
activities of the City operational Sudbury Road landfill and the (closed) Tausick Way
landfill site, scalehouse operations, transfer site and household hazardous waste facilities
overseeing hazardous waste screening, collection and disposal of hazardous waste; ensure
high quality customer service to all external and internal customers is practiced and
achieved. E
Supervise, train, motivate, and evaluate the performance of assigned staff; prioritize and
assign work; make recommendations on employment, discipline and other action as
appropriate; schedule and assign special projects, such as weed spraying, equipment
repair and building maintenance. E
Accurately estimate time, materials, tools/equipment and personnel required to complete
work projects; coordinate material ordering, replacement parts and services needed to
conduct the function of the landfill and hazardous waste programs; make decisions or
recommendations regarding the priority of needs and how they can be best satisfied. E
Prepare division preliminary budget; approve and monitor expenditures within budget;
develop and prepare division objectives and long range management goals and objectives
for division future and growth; prepare estimates for planned landfill management to
allow for acquisition of funds and/or bid comparisons; participate in annual rate setting
process; oversee the collection of funds and the proper deposit of scale house monies and
cash transfers. E
Manage the allocation of equipment and staffing resources to various repair and
construction projects; set priorities for dealing with emergencies/unanticipated needs. E
Maintain a current understanding of the landfill operation industry, equipment, tools,
methods, techniques, and terminology. E
Review landfill groundwater monitoring data, methane monitoring data, leachate

monitoring data, air quality data, weather monitoring station data; assure City compliance
with applicable federal and state requirements, laws, rules and regulations; prepare and
comply with storm water permit, landfill permit, air quality permit, household hazardous
waste permit spill prevention/control and countermeasure permit completing required
quarterly and annual reports, quarterly and annual reports to regulatory agencies;
implement State approved plans and permits for the disposal of solid waste at the City’s
Landfill. E
Communicate with contractors, landfill and groundwater consultants, engineering
consultants, and Federal, State, county and city agencies to receive and provide
information related to daily work activities. E
Read and interpret blueprints, maps, GIS, and survey (grades) stakes for landfill
construction and operation. Read, interpret, and understand various blueprints, maps,

Coordinate with the City Fire Department on fire fighting equipment, safety protocol, and
staffing for fires in the pit or other Landfill areas. E
Inspect work in progress including scale house operation safety, trenching, proper
handling and disposal of hazardous materials such as asbestos and medical wastes; assure
projects are completed in compliance with codes, specifications, standards, work orders
and time schedules; manage and supervise responses to customer service and billing
issues in coordination with Finance Division. E
Prepare training programs for assigned landfill and hazardous waste staff including safety
policies and procedures, operation and general maintenance of equipment. E
Prepare and maintain a variety of records, such as employee work sheets, leave requests
work and purchase orders, payroll and others; develop equipment specifications,
recommendations for equipment replacement; submit to appropriate personnel and
department as required. E
Assure compliance with State, Federal, local and department rules, regulations and laws;
enforce City codes related to health and safety; assure training in hazardous waste
collection and transportation is accomplished to assure the safety of the public and
employees; instruct and supervise subordinates in relevant safety practices on the job and
at safety meetings; conducts accident and injury investigations to find causes; initiates
corrective measures to help prevent future accidents and injuries. E
Maintain communications with contractors, landfill and groundwater consultants,
engineering consultants other Federal, State, an local government agencies to receive and
provide information related to work activities. E

Interact with internal and external customers as needed to resolve issues and concerns in
an effective and timely manner. E
Investigate and report on equipment accidents; obtain facts, analyze evidence, and make
decisions or take actions to correct problems; work with the Equipment Pool Division to
ensure the repair and maintenance of assigned equipment. E
Inspect and schedule the repair of assigned equipment and vehicles; coordinate the
assignment and use of the division's fleet of autos, trucks and equipment; oversees the
aggregate inventory of equipment and supplies. E
Coordinate and/or assist with engineers and purchasing authorities in writing
specifications for required materials and equipment; makes recommendations regarding
the surplusing of equipment. E
Represent department/functional area on a variety of issues with external constituencies;
defuses potentially troublesome issues related to department policies and procedures;
manages relationships with significant external constituencies; resolves significant
problems and gathers external feedback through facilitating group processes. E
Coordinate, integrates, and provides leadership for both standing and ad hoc teams

EDUCATION AND EXPERIENCE:
Any combination of: Graduation from high school or equivalent GED and seven (7)
years experience in solid waste management/disposal or a related field with increasingly
responsible direct lead or supervisory experience. Graduation from an accredited college or
university with either an AA/AS/BA/BS degree in natural sciences or environmental
management or other closely related field with at least two (2) years in a lead capacity in
sanitation, environment, solid waste, hazardous materials, and toxic waste management may be
substituted on a year for year basis for the minimum experience requirement.
LICENSES AND OTHER REQUIREMENTS:
Valid State Class B Commercial Driver’s license; valid Washington State Landfill
Managers Certification; valid pesticide applicators license; valid Hazardous Waste Certification
CPR/First Aid Certification.

Toxic smoke and gases or other poisonous substances; fumes from vehicle and equipment
operation; potential exposure to hazardous chemicals; working around and with machinery
