When sending student information to ODE please use the following process:

To send any file with confidential information to ODE, please use the Secure File Transfer

application.

1.

Open web browser and go to https://district.ode.state.or.us/apps/xfers/default.aspx

2.

Using the ODE E-mail List, find name of person(s) to receive the file and highlight the name (- or - type in the e-mail address you wish to send to if not on the list);

3.

Click the Select button to add name to the Recipients listing. The e-mail address of the

4.

Enter your e-mail address where it asks Who is sending the file?

5.

Locate your file to send.

 A) Click the Browse button and in the Choose File window highlight the file name

7.

Click the Send File button.

Upon receipt of the file it will be stored in a secure place and the recipient will automatically receive an e-mail telling them where the file is located. As soon as the file is received, the message will be received in their Inbox. The recipient will then access the files through the

Exclusion Day – February 20, 2013

Schools and children’s facilities must send home children whose exclusion orders are not canceled by the time class starts on this date.

There are no exceptions to exclusion on this date.

Head lice is not considered a disease condition by the Oregon Health Division, and the state does not require exclusion. Each district shall make its own rule on how to deal with head lice; district policy may include exclusion.

NOTE: Current preferred response as supported by American Pediatrics Assoc. and the Harvard School of Public Heath is that students are NOT excluded for nits (head lice only hop from head to head once they have hatched). Students are excluded for live lice and may return to school when they are free of live lice .

Medical Training – Mandated for School Staff

Medication administration is required annually for all non-licensed staff who administer medications to students. ORS 339.869 and OAR 581-021-0037

Epinephrine & Glucagon training are required for all non-licensed staff that may be required to perform these tasks. ORS 433.800 & Oregon Health Division

Blood borne pathogen training is an OSHA requirement.

Medically Fragile Students

“Medically fragile “means a student requiring intensive and prolonged health care as a result of a catastrophic medical event or congenital condition and typically means a student with extreme medical needs that require specific procedures to be provided or available during the school day in order for the student to attend school. School districts must provide health care related services to a medically fragile student if the services are supportive services the child needs to receive during the school day to attend school and benefit from her education.

Bright-Line Rule for medically fragile students: excludes medical services which can only be delivered by a physician from the health care-related services that are the responsibility of a school district under IDEA as a related service. Districts must provide such services that can be performed by non-physicians. See Irving Indep. School District vs Tatro 55 IDELR

District vs Garret F., 29 IDELR 966 (US 1999).

Marijuana – Medical License

ODE supports removal of student for possession of marijuana even if the student has a medical marijuana license. No one is allowed to possess or use illegal drugs on school grounds or at school-related functions. See Eugene SD special education complaint number
