Section 5.23, Page 1 UTHSCSA School of Nursing Faculty/Staff Handbook Chapter 5: Curriculum Related Information Section 5.23 Clinical Placements for Nursing Students From Other Institutions Effective: Sept 2014 Revised/Reviewed: Sept 2014 Responsibility: Associate Dean for Academic Affairs Page/s 1-2 CLINICAL PLACEMENTS FOR NURSING STUDENTS FROM OTHER INSTITUTIONS POLICY AND PROCEDURE With increasing security, privacy, and liability regulations in health care, the following guidelines have been established for clinical placements for students from other institutions. An affiliation agreement (e.g. contract, memorandum of understanding, memorandum of agreement) must be in place for University and Student Liability Insurance to be in effect. Negotiations for clinical placements for nursing students from other schools must include contractual arrangements and timely renewal of the affiliation agreement. The guidelines for clinical placements include the following: 1. Define the roles and responsibilities of those involved in a clinical placement using the suggested guidelines published by the Texas State Board of Nursing. 2. Ensure the safety of those involved in a clinical placement. 3. Respect the confidentiality and privacy of those involved in a clinical placement. 4. Support students undertaking clinical placements. 5. Facilitate achievement of placement learning objectives. 6. Establish necessary administrative and operational arrangements and requirements, including: • administration and governance • insurance and indemnity • pre-placement conditions for students • applicable employment and workplace policies and procedures. All clinical agreements for the School of Nursing are signed by the Associate Dean for Academic Affairs. The Clinical Liaison, reporting to the Associate Dean for Academic Affairs, negotiates all clinical placements for the School of Nursing (SON). 1. Requests for clinical placements must be in written form (email or paper) to the Clinical Liaison and include the name of the faculty assigned as preceptor to the student and approval of the Department Chair. 2. The following documents must be submitted to the Clinical Liaison: a. A copy of the institution’s current affiliation agreement with the HSC SON, or a copy of the institution’s template for initiation of an agreement. b. The contact information of the legal/business person at the institution who will assist with a new affiliation agreement. c. The course syllabus outlining clinical course requirements. d. The contact information for the faculty from the other institution supervising the student. e. The student’s proof of a clear criminal background check. f. The student immunization records to include i. Hepatitis B Alone or Hepatitis A&B Combo Vaccine ii. Diphtheria-Tetanus (Td) or Diphtheria-Tetanus-Acellular Pertussis (TdaP) iii. Meningococcal conjugate vaccine quadrivalent (MCV4) iv. Measles-Mumps-Rubella v. Varicella (Chicken Pox) vi. Annual TB skin tests or TB evaluation vii. Flu g. Proof of medical and liability insurance. h. Proof of HIPAA (if working with patients) and/or FERPA training (if working with students). Section 5.23, Page 2 3. The Office for Academic Affairs at the SON coordinates the submission for legal review of all affiliation agreements/contracts with the University Legal Affairs Office. Agreements/contracts for clinical placements may vary in length of term but may not exceed 5 years and certain stipulations for the student placements may be in effect. a. Legal review may be a lengthy process so initiation of contract requests should take place the semester prior to anticipated need. b. The Clinical Liaison will notify the Faculty and Department Chair when the contract has been approved, or if any changes are necessary. c. Copies of executed agreements/contracts will be maintained in the Office for Academic Affairs. 4. The department’s administrator will assist the student in obtaining the Educational Identification Card (badge) as required by the HSC Handbook of Operating Procedures Policy 8.7.10.
