Our Mission Statement
To enhance the quality of life of Military Families of South-western Ontario
Our Vision Statement
Capable and connected Military Families
Message from the Military Family Resource Centre Executive Director
As this newsletter goes to print the Centre has not yet received its funding allocation for the
coming fiscal year. Despite some uncertainty on funding levels our Board of Directors remain
confident that we will be able to maintain our current level of service throughout the area for the
coming year.
This year the LMFRC will be fielding a fundraising team in the Forest City Road Race on 27 April.
Please refer to the information below if you would like to support the Centre by making a donation
through our team.
The LMFRC Board of Directors will have completed their next strategic planning session on 22
March but they are always willing to receive feedback from the many military families that they
represent. The Board and staff are currently working to improve our service in support of Class A
Reserve families and we hope to “re-invigorate” the Family Support Groups across our area in an
effort to do so. We see military family connections as a key part of our overall family support
network and we will continue to work on that approach as well.

Message from the Outreach Program Coordinator
The Outreach Services Offices are gearing up for another busy Spring. Donna and Renee work
hard all year long to plan and implement programs that we all hope are beneficial to you and your
families.
There are many great programs coming up over the next few months and I hope that you will be
able to participate. These programs are all advertised in this Newsletter and on our Website.
Here in London, we all appreciate the work that Donna and Renee are doing in the outlying
areas. Being a staff of one, it’s not always easy to put together and implement the programs that
they are offering. If you appreciate the work of the staff in our Outreach Offices, please feel free
to let us know, let them know. If you have suggestions for improvement or programs, we would
welcome those comments also.
Spring is just around the corner and I hope that you and your family will soon be enjoying the
warmer weather.

valuable today than ever. Although the London Military Family Resource Centre receives core
funding for mandated services, these funds do not always meet our total annual funding
requirements. Please note that donations can be designated to support families in a specific area
(London, Hamilton or Windsor). Donations can be made to:
“London Military Family Resource Centre”

Emergency & Respite Child Care
Emergency Child Care is provided when the CF family needs an immediate caregiver and there is
no time to implement their Family Care Plan. The first 72 hours of child care are covered through
this service with further financial assistance available, depending on gross family income, for up
to four more days.
Respite Child Care
Respite Child Care is considered under certain circumstances, and when approved by the
London MFRC Executive Director, families may be eligible for up to 72 hours of respite child care.
Is It Time to Re-Visit Your Family Care Plan (FCP)?
If you become ill while your partner is deployed or on duty, where would you turn? Who would
care for your children in an emergency? A Family Care Plan (FCP) is essential for every military
family. CF members are responsible for ensuring that they have a FCP (DAOD 5044-1) in place.
It ensures that members have arranged for child care should they need to be absent for duty
reasons. Fill out your FCP Declaration and return it to your unit. Talk about it with your spouse.
Make sure you update it regularly. If you require help to develop a plan, contact us. Don’t delay,
prepare your plan today!

New to the Canadian Armed Forces?
Military Family Resource Centres have for many years been a resource to assist families to deal
with military life, whether it be the day-to-day struggles or the issues that families face during a
deployment. Support to military families during the Basic Training process can be as important
as any other facet of military life. Basic Training is where it all begins and this is where the
support should also begin. Due to the fact that over the past year, these new families have been
contacting the London Military Family Resource Centre for support, we have recently put together
a manual, “Where it All Begins” – A Guide for New Canadian Armed Forces Families. Our staff
are now involved in meeting new families at Enrolment Ceremonies and briefing them on the
resources that we have available to them. We hope that these new families will connect with our
staff and other families to share experiences and support each other. You can check out the
manual on our website home page –
http://www.familyforce.ca/sites/London/EN/Pages/default.aspx
Family Information Line
1-800-866-4546
The early 1990’s saw itself punctuated by growing support for Canadian military families and the
unique lifestyle challenges that affected their lives. In response to this movement, the Canadian
Forces (CF) founded the Military Family Services Program, which was designed to provide
families with coordinated and consistent services through Canadian/Military Family Resource
Centres (C/MFRCs) located within each community and managed and funded by Director Military
Family Services (DMFS).
Subsequent to the creation of this program, Director Military Family Services founded the Mission
Information Line (MIL) to bolster the existing support available for families during peacekeeping
operations. Established as a national 1-800 number designed to complement local Military
Family Resource Centres, the MIL featured a bilingual, 24-hour message box system that offered
detailed reports about CF missions and operations from around the world, as well as a
confidential counselling and information service that families could call to discuss their concerns
and to obtain information and referrals.
In the eighteen years since its inception, the MIL has evolved to meet the changing needs of
military families, and as the nature of CF deployments has changed over the years from
peacekeeping to combat operations and disaster relief missions, so has the MIL by enhancing its
services to help families cope with new kinds of deployment stress.
Today the MIL has expanded and transformed into the Family Information Line (FIL), a dynamic,
full-service program that offers information, support and referral services to all CF families,
irrespective of whether a family’s loved one is deployed or not .

“You alone can do it – but you don’t have to do it alone.”
Although only the individual can take the actions to bring change into his/her life, there are times
when it’s too much to rely solely on personal resources. There is a unique strength in group
membership which can help a person to mobilize his/her energies and attain a sense of wellbeing.

“CFOne Card”
The “CFOne Card” is the one card you need to access programs and services delivered
by Canadian Forces Morale and Welfare Services (CFMWS). At this time, only the
member and immediate family are eligible and a definition of “eligibility” can be found on
the website.
The “CFOne Card” consolidates the functions of several cards into a single card. It
easily and accurately confirms your membership within the Canadian military community
of one million strong and provides you with access to both the CANEX Rewards
Program (the program that rewards you for shopping at CANEX) and the CF
Appreciation Program (the official discount program of the Canadian Armed Forces
community).
In the future, it will also be the one card to support membership to PSP sports, fitness
and recreation programs and services at Bases and Wings across the country. In
addition, the “CFOne Card” will provide membership and confirm access to messes and
specialty interest activities such as golf, curling and sailing clubs.

Volunteers
“Volunteering leads to personal growth and development, and to community engagement, both of
which are key Military Family Services Program goals.” (Parameters for Practice, 2004) At the
London Military Family Resource Centre and our Outreach Services Offices, volunteers are the
heart of everything we do.
Volunteer
The volunteer is one with
a heart so sincere.
No task too large, no
task too small, who will
help with anything at all.
Who will be there in the
morning light, or help in
the dark of night.
The Volunteer, our extra
hand, on whose future
our children stand.
Never anyone so dear
as an MFRC Volunteer.
The staff of London Military Family Resource Centre
acknowledges and supports the vital role of volunteers in
achieving the organization’s purpose and mission.
Volunteers are welcomed and treated as valued and
integral members of the organization. If you would like to
offer your time to assist with programs and events in
your area, please contact either Joan, Donna or Renee
for more information.
The contributions of volunteers are consistently
acknowledged with formal and informal methods of
recognition.

You will find as you look back upon your life, that the moments that stand out, are the
moments when you have done things for others.
