BRACEBOROUGH & WILSTHORPE PARISH COUNCIL – Serial No 154/14 Minutes of the Parish Council Meeting held on Monday 7TH July 2014 at St Faiths Church, Wilsthorpe at 19.30pm. Present-Cllrs. D Kentish, B Odell, J Shorrock, Mrs S Burgoin, Clerk-Ms R H Woolley, C.Cllr M Trollope-Bellew Public: 2 - Geoff Burgoin, Ambrose Kingston Public Forum commence Mr Burgoin was pleased to see a reactive speed sign at Wilsthorpe. Parish Council meeting commence 19:35 067/14 CHAIRMAN’S REMARKS- Cllr Kentish opened the meeting. He thanked Ambrose Kingston for arranging a contractor to cut the verges at various danger points within the Parish. 068/14 APOLOGIES FOR ABSENCE – D.Cllr Channell & Cllr Morriss, their apologies were accepted. 069/14 DECLARATIONS OF INTEREST - None 070/14 MINUTES OF THE LAST MEETING It was proposed by Cllr. Mrs Burgoin and seconded by Cllr Odell that the minutes of the last meeting held on Monday 9th June 2014 be accepted. It was agreed that the Chairman Cllr Kentish sign them as a correct record. All Agreed. 071/14 CLERKS REPORT 1. 057/14 (1) Solar Farm, Greatford – no information to date; have sent an email asking for an update from the applicant. Action Clerk. 2. 057/14 (2) The Elms, repair of verge –Kevin Brumfield contacting contractors. Monitor 3. 057/14 (3) Soakaway & pull-in opposite the Hall – Kevin Brumfield to investigate. Monitor. 4. 057/14 (4) Road Safety Partnership, traffic calming signs – The scheme has been approved and signs should be available to purchase in the very near future. Action Clerk. 5. 057/14 (5) The clerk has reported the lack of verge cutting to both authorities & maps have been received showing who is responsible for areas within the villages. No Action. 6. 061/14 (a.1) The clerk has reported the lack of verges being cut along the highways to C.Cllr Davies. Awaiting response. 7. 061/14 (a.11) Grants available for Parish Council to take over responsibility for grass cutting. There will be none from the District as they do not cut any grass in either. The County Council will not pay for the cutting of the verges along the roads outside the villages but along the highways inside pays £294/ha for 7 cuts. This year equals £190, commences April, LCC need to be informed by December, payment is usually increased by 1-2% per year. Parish Council need to have insurance. All Councillors present felt that this was worth further investigation. 8. 061/14 (c) C.Cllr Trollope-Bellew reported the damage outside Autumn Cottage, Wilsthorpe on 10.06.14 by telephone. Cllrs Kentish & Odell signed cheques 350/1. c) Additional – None 073/14 PLANNING a) Late Items –S14/1327 Mrs Sheehan, Copper Horse Cottage, Braceborough-Erection of 1.8m fence. Approved 30.06.14 074/14 HIGHWAYS a) Cllr Kentish gave a report on the Neighbourhood Police Panel Meeting held at South Witham. The big issue was speed management. A reactive speed sign had been placed along Spa Road, Braceborough last week and was now at Wilsthorpe. He understood that LCC had received £5.5million pounds to help with highways repairs. C.Cllr Trollope-Bellew informed the meeting that the County Council had also placed £5.8million to the scheme. b) Cllr Mrs Burgoin reported that a motor home had been parked by the Chipping Dump on a number of occasions. C.Cllr Trollope-Bellew had reported it to LCC Highways. Monitor. 075/14 Village Concerns a) Parish Plan/Development Statement – It was reported that all the questionnaires had been received and the Councillors were ready to proceed with the next stage. Action PCllrs. b) Proposed level crossing closure at Greatford & Tallington Railway Crossing plus footpath from Casewick to Barholm. A question & answer session took place. It was proposed that the Parish Council objects as following:Tallington Level Crossing – To both routes suggested, only the original northern route (not included) would solve the problem. Red Route – too steep, unsuitable for disabled access, HGV’s turning into the village off the bridge, vehicular access onto Searson Close, noise, Visual impact, difficult in windy, ice & snow conditions, loss of amenities. Page 19 BRACEBOROUGH & WILSTHORPE PARISH COUNCIL – Serial No 154/14 Blue Route – It is understood that properties will have to be demolished which is unacceptable and against LCC recommendation. It was agreed to write to Tallington PC informing them of concerns/write letter to Network Rail. Action Clerk. Casewick to Barholm Footpath Concern was expressed that if this was closed people would still use the old route over the railway and therefore should remain open. It was agreed that the Parish Council would object to both options. Action Clerk Greatford (Banthorpe) Level Crossing Closure of Crossing – It was agreed that Councillors did not wish to see this closed but there were two other routes available. Diversion of footpath (McMillan Way). It was agreed that the logical solution would be for it to follow the bridleway onto the Carlby/Greatford Road and then rejoin at the Cocked Hat. There would be very little difference in mileage. All agreed. It was also proposed that a footbridge could be built over the crossing. Underpass for pedestrian access, concern about expense. Action Clerk c) Additional – I. Clerk reported that Cllr Morriss had painted the bench at Braceborough and when the weather had improved would do Wilsthorpe. Action PM II. Cllr Shorrock reported that the defibrillator would be placed in Wilsthorpe Church behind the curtain; they were awaiting a cover but did not require connection to electric supply. Additional – None. 077/14 REPORTS FROM OUTSIDE BODIES . C.Cllr Trollope-Bellew reported:I. Lincolnshire County Council would be expected to make savings of £90 million next year, which meant about 500 redundancies. II. Caroline Walker from Peterborough Hospital Trust attended a LCC Health Security Committee meeting. Still problems at City Hospital. It is still hoped to sell part of Stamford Hospital and reinvest the money by improving facilities on the site. III. A trial is taking place at Stamford Fire station with a combined Fire/Ambulance hub. It is hoped to improve response time in the south which is very poor.
