1 Introduced by the Council President at the 2 Jacksonville Historic Preservation Commission: request of the 3 ORDINANCE 2013-803 4 5 AN ORDINANCE REGARDING 6 PRESERVATION), ORDINANCE CODE; DESIGNATING THE 7 STRUCTURE 8 OWNED BY THE 937 MAIN STREET LLC, REAL ESTATE 9 NUMBER LOCATED AT 074386-0000, CHAPTER 937 IN 307 NORTH COUNCIL (HISTORIC MAIN STREET, DISTRICT 7, 10 JACKSONVILLE, FLORIDA, AS A LANDMARK STRUCTURE; 11 DIRECTING THE ZONING ADMINISTRATOR TO ENTER THE 12 LANDMARK 13 DIRECTING THE CHIEF OF LEGISLATIVE SERVICES TO 14 NOTIFY EACH APPLICANT, THE PROPERTY OWNER AND 15 THE 16 DESIGNATION AND TO CAUSE SAID DESIGNATION TO BE 17 RECORDED IN THE PUBLIC RECORDS OF DUVAL COUNTY, 18 FLORIDA; PROVIDING AN EFFECTIVE DATE. DESIGNATION PROPERTY ON THE APPRAISER OF ZONING THE ATLAS; LANDMARK 19 20 WHEREAS, the Jacksonville City Council (the “Council”) 21 promulgated Chapter 307 (Historic Preservation), Ordinance Code, to 22 facilitate the designation of landmarks and landmark sites, where 23 appropriate; and 24 WHEREAS, the structure to be designated by this ordinance is a 25 building complex consisting of a three-story showroom constructed 26 in 1911 and 1912; a three-story warehouse addition constructed in 27 1926 and a one-story masonry garage constructed in 1911 located 937 28 North Main Street, Real Estate Number 074386-0000 (the “Subject 29 Property”), in Council District 7; and 1 WHEREAS, the Subject Property was the original location of the 2 Claude 3 Subject Property for nearly 75 years; and 4 Nolan Cadillac Dealership, which remained active on the WHEREAS, the three-story showroom portion of Subject Property 5 was 6 Jacksonville architect Henry John Klutho, who is also known for his 7 design of the Cohen Brothers Department Store, which was later 8 converted to become the current Jacksonville City Hall; and 9 10 constructed in the Prairie style by noted and prominent WHEREAS, Claude Nolan directed architect Klutho to design, “the largest, finest and most complete salesroom in the South”; and 11 WHEREAS, the Claude manner, Nolan building using was reinforced constructed concrete in the 12 then-innovative structural 13 members as a decorative element to create a unique “glass box” 14 appearance appropriate for displaying automobiles; and 15 WHEREAS, in 1926, a two-story brick and wood garage addition 16 was designed constructed on the rear of the showroom building by 17 the prominent Jacksonville architectural firm Marsh and Saxelbye; 18 and 19 WHEREAS, pursuant to the requirements of Chapter 307 (Historic 20 Preservation), Ordinance Code, the Council has considered the issue 21 of designating the Subject Property as a landmark site, taking into 22 consideration its importance and historical value, as more fully 23 set forth in the Designation Application and Report of the Planning 24 and 25 Legislative Services as Composite Exhibit 1, and incorporated by 26 reference herein (the “Application and Report”); and Development Department, a copy of which is on file with 27 WHEREAS, public hearings have been held by the Jacksonville 28 Historic Preservation Commission, the Council and its committees 29 regarding 30 landmark site; and the issue of designating 2 the Subject Property as a 1 WHEREAS, on July 24, 2013, the Jacksonville Historic 2 Preservation Commission reviewed 3 designation of the landmark site (the minutes of the Jacksonville 4 Historic 5 Services as Exhibit 2); and Preservation and recommended approval of the Commission are on file with Legislative 6 WHEREAS, the property owner had been notified of the public 7 hearing before the Jacksonville Historic Preservation Commission, 8 but has failed to attend or otherwise indicate whether it is in 9 support of or opposed to this landmark designation, and therefore 10 is considered opposed; and 11 WHEREAS, by enacting this ordinance, the Council is exercising 12 its power and authority to contribute to the health, safety and 13 welfare of the City of Jacksonville and finds that the Subject 14 Property should be so designated as a landmark site; now, therefore 15 BE IT ORDAINED by the Council of the City of Jacksonville: 16 Section 1. Preservation), 307 18 designates the structure located at 937 North Main Street, Real 19 Estate Number 074386-0000, in Council District 7, as a landmark. Section 2. Ordinance Satisfaction of Code, Pursuant to Chapter 17 20 (Historic Designation of Landmark. the Requisite Council hereby Criteria. The 21 Council hereby finds that the Subject Property satisfy at least 22 four (4) of the requisite criteria set forth in Section 307.104(j), 23 Ordinance Code, as more fully set forth in the Application and 24 Report. 25 Section 3. Landmark Designation on Zoning Atlas. The 26 Council hereby directs the Zoning Administrator to designate the 27 Subject Property as a landmark site on the City’s Zoning Atlas. 28 Section 4. Notice of Landmark Designation. The Council 29 hereby directs the Chief of Legislative Services to notify each 30 applicant, the property owner and the Property Appraiser of the 31 designation of the Subject Property as a landmark site. 3 1 Section 5. Recording of Landmark Designation. The 2 Council hereby directs the Chief of Legislative Services to record 3 this ordinance in the public records for Duval County, Florida. 4 Section 6. Effective Date.
