WHEREAS,
the

facilitate the designation of landmarks, where appropriate; and

WHEREAS,
the
property
to
be
designated
by
this
ordinance

(hereinafter the “Subject Property”) is the Elena Flats Building,
24
located at 122 East Duval Street in the northeast part of downtown,
25
Jacksonville, Florida in Council District 4; and
26
WHEREAS, dating to circa 1909, the Subject Property is one of
27
the
few
remaining
apartment
buildings
constructed
in
downtown
28
Jacksonville during the period of rapid growth following the 1901
29
fire; and

WHEREAS, in addition to the Colonial Revival influences on its
31
exterior, the original floor plan for each suite of the Subject

WHEREAS, by enacting this ordinance, the Council is exercising

Council hereby directs the Zoning Administrator to designate the

Subject Property as a landmark on the City’s Zoning Atlas.

Notice of Landmark Designation.
The Council

hereby directs the Chief of Legislative Services to notify each
26
applicant, the property owner and the Property Appraiser of the
27
designation of the Subject Property as a landmark.

Section 5.
Recording
of
Landmark
Designation.
The

Council hereby directs the Chief of Legislative Services to record
30
this ordinance in the public records for Duval County, Florida.

Section 6.
Effective
Date.
The
enactment
of
this
2
ordinance constitutes a quasi-judicial action of the City Council
3
and therefore shall become effective upon signature by the Council
4
President and Council Secretary.
