REQUEST FOR PROPOSAL BRUNSWICK COUNTY COUNTY PARK AT GREAT CREEK GRASS CUTTING SERVICES JANUARY 2010 Brunswick County, Virginia will accept proposals for periodic maintenance services to remove and/or otherwise control vegetative growth on the Great Creek Dam structure, park grounds, and nature walking trail. County Park at Great Creek is located off of Christanna Highway (Route 46). The purpose of this RFP is to solicit the interest of contractors in providing maintenance services at County Park at Great Creek. Copies of the specifications are available by contacting Ms. Charlette T. Woolridge, Brunswick County Administrator, 434-848-3107. Those submitting proposals shall list on a separate sheet of paper any variations from or exceptions to the conditions and specifications of this proposal. This sheet shall be labeled “Exception(s) to Proposal Conditions and Specifications” and shall be attached to the proposal. Award of this project is dependent on approved funding from the Brunswick County Board of Supervisors. Submit Request for Proposal to Charlette T. Equipment: Equipment required, but not limited to, shall be a four (4) wheel drive tractor with a minimum eight (8) foot bush hog, lawn mower(s), weed trimmers, hand tools or other such comparable equipment as approved by the County to complete the job in a manner acceptable to Brunswick County. Price: Price quoted shall show a breakdown of cost for park grounds, dam structure and nature walking trail individually. The intent of Brunswick County is to secure the specified maintenance services with an acceptable two (2) year contract. Proposal is to be accompanied by three (3) references for similar and recent projects including contact individuals, telephone numbers, and mailing addresses. The County reserves the right to request clarification of information and to request additional information. The successful bidder will be expected to sign a contract with Brunswick County. Any agreement or contract resulting from the acceptance of a proposal shall be on forms either supplied by or approved by the County and shall contain, as appropriate, applicable provisions from the request for proposal and the successful firm’s proposal. Additional terms and provisions may be included in the contract at the direction of the County. The County reserves the right to reject any and all proposals, to waive any technicalities in proposals received, to negotiate, and to accept the proposal which may best serve the interests of the County. The successful bidder must provide adequate liability insurance, as approved by the County. This insurance shall name Brunswick County as additional insured. Great Creek Dam Maintenance Project Specifications: Cut or otherwise remove all woody vegetation at ground-level on the dam structure’s top and upstream and downstream slopes. Additionally, all woody vegetation is to be cut or otherwise removed from the overflow outlet, emergency spillway, and riprap areas. Follow-up maintenance may be necessary to such woody vegetation to inhibit re-establishment. Cut or otherwise remove non-woody vegetation (grass, brush, weeds, leaves, etc.) to an appropriate height on the dam structure’s top, upstream and downstream slopes, the overflow outlet, emergency spillway, and riprap areas. 4 Perform such other related maintenance work on the dam structure, overflow outlet, emergency spillway, riprap areas, and as may be determined. This other related maintenance work will be considered as an add-on to the contract. Great Creek Dam and spillway area is to be cut three (3) times per year. The successful bidder shall provide the appropriate equipment to perform services. This insurance shall name Brunswick County as additional insured. 5 County Park at Great Creek - Park Grounds Maintenance Project Specifications: Cut or otherwise remove woody and non-woody vegetation (grass, brush, leaves, weeds, etc.) to an appropriate height in and around the park’s general area including along the vehicle access ways, vehicle parking lots, sidewalks, picnic shelters, concession stand/restroom building etc. This includes the multi-purpose ball field and volley ball court areas. Additionally, removal of leaves, litter or other refuse from the areas to be cut. Grass shall be cut to the water’s edge in identified areas to provide the public with an adequate, unobstructed, and safe fishing area. Remove grass clippings from parking lots, sidewalks, and picnic shelters. Park grounds shall be cut two (2) times per month during April, May, June, July, August and September. No cuts during October, November and December. The successful bidder shall own appropriate equipment necessary to perform services satisfactory to Brunswick County. Perform such other related landscape maintenance work at the park as may be determined. This other related landscape maintenance work will be considered as an add-on to the contract. Equipment required, but not limited to, shall be lawn mower(s), weed trimmer, and hand tools, or other such comparable equipment necessary to complete the job in a manner that is acceptable to Brunswick County. County Park at Great Creek – Nature Walking Trail Maintenance Specifications Cut or otherwise remove woody and non-woody vegetation obstructing the nature walking trail (limbs overhanging and/or brush). Remove grass, weeds, saplings, rocks, fallen limbs, roots and any other debris from the nature walking trail path.
