PAYSON CITY NOTICE OF ELECTION Public notice is hereby given that Payson City will hold a Municipal Election this fall to elect three City Councilmembers At-Large. As per Utah Code 20A-9-203: A qualified candidate must file a Declaration of Candidacy Form, in person, with the City Recorder during normal office hours between July 1 and July 15 (Payson City’s normal office hours are Monday – Thursday from 7:30 a.m. to 6:00 p.m., therefore filing days are July 5th – July 14th between 7:30 a.m. and 6:00 p.m. because July 4th is a Holiday). A candidate must also pay the $50 filing fee. 1. A qualified candidate shall have been a resident of Payson or newly annexed area for at least 12 consecutive months immediately before the date of the election; and maintain residency within Payson City during the term of office; and 2. Shall be a registered voter; and 3. Any mentally incompetent person, any person convicted of a felony, or any person convicted of treason or a crime against the elective franchise may not hold office in this state until the right to hold elective office is restored under Section 20A-2-101; and Candidates for municipal offices shall be nominated at a regular primary election (Tuesday, September 13, 2011), if the number of candidates for a particular municipal office exceeds twice the number of persons needed to fill that office (7 candidates total). If the number of candidates is not twice the number needed, a primary for that office will not be held and all the candidates are considered nominated for the municipal general election on November 8, 2011. All Candidates for election are subject to financial disclosure requirements and the penalties associated with noncompliance (any candidate who fails to comply is guilty of an infraction and if a candidate fails to file a campaign finance statement before the deadline, the municipal clerk or recorder shall remove the candidate's name from the ballot.)
