Rejects the Federal Government’s pre-election decision to enhance protection through “no

months.

Notes the Government’s election commitment to provide up to half of the funding for an
emergency pipeline.

Notes the financial difficulties anticipated by the Goulburn Mulwaree Shire Council.

Calls on the Government to fully fund this pipeline to ensure that Goulburn has a guaranteed

Bridge remains outstanding today, 91 days later, and not answered prior to the recent State
election.

election, for Community Option ‘C’ of the Pacific Highway upgrade at Sexton Hill in the Tweed.

Condemns the Government’s insistence on pursuing Option ‘B’, known locally as “B-Doubles
Option B”, despite massive local opposition and a similar price tag.
(3)
Calls on the Government to accept Community Option ‘C’ and expedite construction of this option

Notes the struggle of small business operators such as bricklayers, concreters, electricians and
other building associated tradesmen throughout Western Sydney, directly affected by a depleted
housing market, with no certainty of continuing work and the negative effect it will have on
employment.

Calls upon the Minister for Planning to immediately review the impost of infrastructure levies
imposed on the North and Southwest development areas of Sydney, which are hindering the

recommendations to school principals, the broader community and the reference panel.

Notes that the Hay Mobile Children’s Service offers a valuable range of childcare services within
250 kilometres of Hay and that its staff travel about 15,000 kilometres each month.

Notes with concern that Government funding for this service is inadequate to meet the increased
costs of fuel and wages.
(3)
Notes its concern that many of the more than 20 mobile children’s services in NSW are in a
similar precarious financial situation because of inadequate funding by the Government.
(4)
Calls on the Government to urgently change the funding formula for mobile children’s services in
NSW to allow them to continue to provide these important services to isolated residents in rural
NSW.

Notes that a third of respite beds available to people with disabilities in New South Wales are

respite care and supported accommodation.

Notes that the roadway across the Zouch Street Railway Bridge in Young is continually failing
because of the flexing of the bridge structure forcing the Roads and Traffic Authority to carry out

Expresses its concern that the Roads and Traffic Authority has been unable to come to an
agreement with State Rail about permanently fixing this problem.

achieve an immediate solution to this interdepartmental squabble.

Notes that until this bridge is repaired it will continue to be a traffic hazard for all vehicles and
particularly heavy transport using the Olympic Highway through Young.

That this House:

Endorses the campaign by Mums and Dads Against Stacks (MADAS), Residents Against
Polluting Stacks (RAPS), the Lane Cove Tunnel Action Group (LCTAG), Professor Ray Kearney
OAM and the Opposition to filter all road tunnels in New South Wales to ensure the health and
well being of local residents.

That this House:

Notes that the Government has failed to properly legislate to allow 44 local councils to fairly,
legally and simply rate rural entities following the recognised separation of water from land for
rating purposes in 2004.

Notes that the 2005 Department of Local Government Rating Option (No. 5) supporting sub
categorisation of individual farmland property according to intensity of land use, was not enacted
despite unanimous support.
(3)
Calls on the Government to:
(a)
as a matter of urgency, amend the Local Government Act expedite local government ability
to underwrite their rate income;
(b)
ensure all councils affected are supported by a full general valuation;
(c)
accept full responsibility for subsequent legal challenges resulting from legislating in this
area; and
(d)
fully compensate local government affected by loss of income as a result of any adjustment.

Notes the concerns of South Coast residents regarding the dangerous intersection of Island Point
Road and the Princes Highway.

Calls on the Minister for Roads to recognise the accident and fatality history at the site and
urgently provide funds to the Roads and Traffic Authority in order that an appropriate intersection

Initiate a full and public review of the operational and zoning plans for the Port Stephens/

38 Mr SOURIS to move—
That this House:
(1)
Acknowledges the vast coal mining developments in the Upper Hunter Valley.
(2)
Acknowledges that the State receives almost $400M p.a. from the coal industry in royalties
together with a significant amount of taxation via payroll tax, stamp duty and other taxes.
(3)
Acknowledges that the cumulative impacts of coal mining particularly regarding air quality, noise
and vibration is causing hardship to local residents.
(4)
Acknowledges the existence of thousands of conditions of consent applying to coal mines in the
Upper Hunter Valley.
(5)
Acknowledges there is no Government agency located in the Upper Hunter Valley responsible for
policing, monitoring and arbitrating conditions of consent and alleged breaches of conditions of
consent mine by mine.
(6)
Calls on the Government to establish a full-time staffed office of the Department of Planning and
the Environment Protection Authority to ensure conditions of consent in the mining and other
industries are adhered to and policed, and that alleged breaches of conditions of consent are
monitored and, where appropriate, prosecuted.

That this House:

Notes the article by John Garnaut and Matt Wade in the Sydney Morning Herald on Wednesday
25 April 2007, which reveals that the Federal Government is misleading the Australian people
about the amount of money redistributed to the states from the GST, in that the States are receiving
less money than at any other time in the past three decades, receiving only 5.1 per cent of GDP in
2005-2006 compared to 7 per cent two decades ago.
(2)
Notes that the Federal Government has falsely accused the States of failing to provide adequate
services whilst starving the States of money that should be invested in services for the community,
including health care and education.
(3)
Condemns the Federal Government for hoarding money to promote its own political self interest at
the expense of the Australian public.

Condemns the Minister for Roads for refusing to provide information since first requested in early

Condemns the Government and the Roads and Traffic Authority for readily giving a journalist at
“The Hornsby Advocate” the same requested New Line Road statistics for a recent story.

their own storage tank and grinder pumping equipment as well as ongoing electricity costs.
(3)
Calls on the Minister for Water Utilities to immediately change the sewerage connection back to a
gravity system to alleviate costs for businesses as well as environmental damage.

Condemns the Federal Government for overseeing a reduction in Federal health funding
throughout eleven years of Government.
