Knowledge Unlatched licence and pledging information
Knowledge Unlatched is an opportunity for libraries to ensure that monograph spending
secures the widest possible access to scholarly books. It also offers libraries cost saving
opportunities that will increase as the project scales.
A collection of 28 titles from 13 respected publishers is being offered during the pilot.
Libraries are invited to participate in the pilot and contribute towards a set “Title Fee”, which
is payable to the publishers, who then make the titles available in Open Access using a
Creative Commons licence. The type of Creative Commons licence used will vary on a per
title basis – please see Appendix A below. The contribution made by each library, though
capped, will reduce with the higher number of libraries participating.
If your library is interested in participating in the pilot, Knowledge Unlatched invites you to
pledge your interest. The pledging period is from 1 October 2013 to the 31 January 2014.
Following the pledging period, Knowledge Unlatched will assess the number of pledges and
agree the contribution required from each institution to unlatch the collection. If the
contribution of the Title Fee is higher than the max of $1,680 per institution, Knowledge
Unlatched will reconsider the pilot.
Jisc Collections is helping Knowledge Unlatched to coordinate the pledging process, the
discounting and the pilot here in the UK.
As the titles will be made available using a Creative Commons licence, the 30 titles in the
Pilot Project will use the terms and conditions for the CC BY-NC-ND 3.0 licence or the CC
BY-NC 3.0 licence.
How to participate ("pledge") in the pilot
To take part in the Knowledge Unlatched Pilot Collection, libraries will be asked to complete
the following steps:
1. A nominated representative of the library will need to add this resource to their Jisc
Collections Order Basket to start the online ordering process, via the Jisc Collections
Online Ordering Service.
2. A library’s representative will need to complete the order via the Knowledge
Unlatched Participation Form, constituting a binding pledge for up to $1,680.
3. The representative will need to complete the Knowledge Unlatched Online Form after
placing the order on the Jisc Collections website whether their library has ordered, or
intends to order, an additional print or electronic format of any of the titles included in
the collection within 60 days of the end of the pledging period. This information will
be used by Knowledge Unlatched and Jisc Collections to ensure that the library
receives credit for purchasing these titles and is not charged an “unlatching fee” for
indicated titles.
Once those steps are completed:
4. Libraries will receive an email acknowledgement of their commitment to participate
in the pilot, once the order has been placed and completed on the Jisc Collections
website
5. Once the pledging period has closed (31st January 2014), libraries will be notified by
email about whether the pledging target was reached.
6. If the pledging target is achieved, Jisc Collections will invoice libraries via a Request
for Payment, for an amount reflecting the total number of participating libraries and
taking into account additional purchases indicated by the library at the time of
pledging.
7. If the Pilot Collection is unlatched, libraries will be notified by email when each title
is made available via the HathiTrust and OAPEN Library.
8. MARC records will be available via OCLC (WorldCat), the HathiTrust and OAPEN
Library. Links to direct ONIX-XML; MARCXML (based on MARC 21 XML
schema); CSV; and XML optimised for import in Excel feeds will be included in the
notification of unlatching sent to libraries.
9. If the pledging target is not achieved, libraries will not be invoiced and no further
action by the library is required.
Appendix A
Title List – Pilot Collection
Libraries that participate in the 2013 Pilot Collection will pay no more than $1,680. If a
library acquires any of the titles in the Pilot Collection in either print or electronic form, the
fee will be discounted as set out in the schedule below in the column headed ‘Deduction
Value’.
