Lucknow Drainage Improvement Project
Fact Sheet 7

The Australian Government, Victorian
State Government, East Gippsland
Shire Council, and private businesses
have been working collaboratively to
improve drainage in the Lucknow area
north of Princes Highway. This work
addresses the current needs of the area
and considers the future development
needs of the land north and south of
Lanes Road.
Whelans Group Investments Pty Ltd is
the construction company employed for
the project.
Previous Fact Sheets
East Gippsland Council has issued six fact sheets
from 2012 to 2014 detailing the progress of the
design work; the reasons behind the concept; what
the project will achieve, how the project will be
delivered. These fact sheets are available on the
East Gippsland Shire website

Construction commenced on Wetland
Retarding Basin 1 (WLRB1) in the
Broadlands area with topsoil being stripped
and stockpiled onsite, followed by bulk
excavation to below finished areas where
the wetland base required clay fill.

Concurrent works occurred in part of the fill
allotment site with topsoil being stripped in a
cell pattern, fill excavated from WLRB1 was
placed and compacted in the allotment site
and topsoil placed back on fill areas.

Patties Foods arranged for existing
buildings to be removed or relocated from
land on the corner of Princes Highway and
Phillips Lane to facilitate filling of this site.

Phillips Lane has been closed from 7am –
5pm Monday to Saturday when large
construction vehicles are traversing
between WLRB1 and the fill allotment site.
The road has been open outside of these
times.

Eastern end of WLRB1 has been filled and
compacted with clay to floor and walls of the
wetland. The clay has been treated with
lime and gypsum. Stockpiled topsoil has
been relocated onto WLRB1 floor and walls.

Required density testing has been
undertaken on the subgrade at each
successive layer of fill.

Water trucks have been operating on site to
minimise dust generation and assisting with
the placement of lime and gypsum.

Wildseed Nursery Pty Ltd (subcontractor
engaged by Whelans) located in Nicholson
has commenced wetland plant
establishment in preparation for planting.

The purpose of this fact sheet is to advise that
construction is well underway, provide an update
on construction progress and outline next stages.
What has happened since the last Fact
Sheets?

Whelans Group Investments Pty Ltd
commenced site establishment in
November 2014 including setting up
environmental controls, site fencing, traffic
management controls, site survey, set out
of works and location of services.

What will happen next?
What land will be affected by construction?
The western end of WLRB 1 will be completed and
works will commence on the installation of the large
drainage pipes under Phillips Lane that will connect
the two wetlands.
Land which will be affected by the construction
works include: land that was previously owned by
Patties Foods Pty Ltd and Broadlands Estate,
which has been transferred in ownership to the
Council and land on the corner of Princes Highway
and Phillips Lane.
These works will necessitate escalation of the
current closure on Phillips Lane to a full road
closure between 23 March 2015 and 3 April 2015,
weather permitting. Appropriate signage will be put
in place detailing proposed detours.
We thank traffic users for their patience and every
endeavour will be made to have Phillips Lane
reopened at the earliest possible time.
Rock beaching will be placed at the outlet of the
pipes into WLRB1 after the headwall has been
placed.
Landscaping of WLRB1 will commence in the
coming month, with over 90,000 plants to be
planted across the wetland and surrounding
reserve. Erosion control / weed matting and organic
mulch will also be installed on the walls of the
wetland. Wildseed will engage Gunaikurnai Land
and Waters Aboriginal Corporation (GLaWAC) staff
during the planting stages of the project.
The allotment fill site will be finalised and the area
will be fertilised and sown down with pasture
grasses.
Any future wetland construction requirements that
will be triggered by development, to the area north
of Patties Foods Ltd, will be the responsibility of
future developers.
