Cornwall Conservation Commission Minutes of Meeting February 19, 2015 6:30 pm Cornwall Town Hall Present at the meeting were Patrick Mulberry, Karen Bartomioli, Ron Hummel and Nikolle Lizana. Cornwall residents Paul Baren and Hector Prud’homme also attended. Heidi Cunnick was absent. Approval of Minutes of the meeting of November 20, 2014 Welcome of New Member Karen Bartomioli has been appointed to the CCC as our newest commissioner. The commissioners thanked Karen for her willingness to contribute her time and energy to our efforts. Invitation to Nominate New Member Paul Baren expressed interest to join the commission and was greeted with a vote of support and by way of a letter to be drafted to the selectmen requesting his nomination to the commission. Treasurer’s Report accepted (copy attached) Election of New Officers Because of increased demand on Patrick’s time he requested a break from the duties as chairman. Ron Hummel and Nikolle Lizana volunteered to assume the duties of Co-Chairpersons. Karen Bartomioli volunteered to assume the position of Treasure and Patrick agreed to become the secretary. The slate was unanimously accepted. Noise/Stonewall Protection Ordinances Ron Hummel mentioned that David Colbert requested that the commission explore the issues related to establishing regulations governing scenic roads. Since this was in line with the commission’s efforts to explore the issue of road-side stonewall preservation, it was agreed that the commission would focus on scenic roads and stonewalls. David Colbert would be invited to our next meeting to discuss how our efforts may contribute. It was suggested that commissioners do research to see how other towns in the county addressed this issue. Further discussion took place regarding the issues related to a noise ordinance. Hector raised the possibility that many in town may not welcome such an ordinance since it could restrict the activities of some businesses or individuals. Patrick stated the ordinance would be fashioned so as to address only problems created in the most egregious of situations and would not be intended to inhibit the lawful, normal commercial and agricultural activities or personal enjoyment of one’s property. Karen suggested we contact TAHD to see what procedures were already in place to address noise complaints. Patrick volunteered to do that. The meeting ended at roughly 8:10 pm.
