Minutes of the Regular School Board Meeting
May 13, 2015
I.
Call to Order: Meeting called to order by President Tim Bruns at 7:30 p.m. Present: Tim Bruns, Julie
Havens, Randall Smith, Ron Blumer, Trina Zanow, Joyce Hummel and Tyler Smith. Administration: Al
Brokopp, Mark Gustafson, Ruth Voight, and Jean McMannes. Audience: Paul Berg, Aaron Rittenhouse, Jess
Gobel and members of the Kindergarten class.
II.
Approve Agenda: Motion by Ron Blumer, second by Tyler Smith to approve the agenda, motion carried.
III.
Communications/Concerns from the Public: Kindergarten teacher Jess Gobel and members of the
Kindergarten class appeared to invite board members to their graduation on Wednesday, June 3 at 1:00 p.m.
IV.
Approval of Minutes: Motion by Joyce Hummel, second by Ron Blumer to approve the regular board
meeting minutes of April 8, 2015, motion carried. Motion by Trina Zanow, second by Randall Smith to
approve the special board meeting minutes of April 29, 2015, motion carried.
V.
Treasurer’s Report: Ron Blumer reported April cash receipts of $95,511.61 and expenses of $406,345.88.
Food Service Report: None. Faculty Report: None. Student Representative: Mackenzie Zanow
reported on a multitude of activities including junior prom, FFA soil judging, track, baseball, softball, Play
with the Ponies, Earth Day activities, and Canyon Camp. Cabernet held by the Music Department was a very
successful fundraiser. Seniors are preparing for graduation on May 23. Spanish Club students will be leaving
for Costa Rica June 17. Kody Klitzke will be competing at the National FBLA Conference and Dylan
Beckwith and Emily Koch will be competing at the National FCCLA Conference. Elementary classes are
going on their class trips and the Monticello Foundation Golf Outing will be held June 22. Mackenzie
thanked the school board for their help and support.
VI.
Administrative Team Reports: Pupil Services Director/Curriculum Coordinator: Mrs. Voight reported
that referrals for special education eligibility have decreased over the past 6 years with 16% of Monticello
students identified with a disability requiring services. Rti and improved classroom instruction have
contributed to this. Principal: Mr. Gustafson reported on Educator Effectiveness. This year we have13
educators in a summative year and next year we will have 18. On April 29 we hosted a large group
competition for band and chorus students. Almost $3,000 was raised by the Music Department at their
Cabaret held recently. The Elementary Concert will be held May 28 at 6:00 p.m. The seniors last day of
school is May 21 with Graduation May 23. Staff appreciation was held the week of May 4, with treats and
gifts throughout the week. Spring sports are hoping to extend their seasons with Regional Meets starting
soon. AP Exams and state assessment tests are being completed. Sixth graders are enjoying their outdoor
education experience at Canyon Camp. A recent program on texting and driving was presented to high school
students and was very impactful. District Administrator: Mr. Brokopp reported on a number of
conferences he has attended recently. The state WIAA meeting was held recently and although many changes
were possible, no changes were made. We will be receiving a special grant for telepresence equipment. Our
WBA Wellness Report was received and it shows that we have an exceptionally happy and healthy staff.
VII.
Approval of Payroll and Vouchers: Motion by Ron Blumer, second by Joyce Hummel to approve vouchers
49412-49540 and manual checks 1062-1069 and voided checks 49463, 49471, 49474 and 49480 in the
amount of $272,842.58, motion carried. Motion by Ron Blumer, second by Trina Zanow to approve April
payroll in the amount of $133,503.30, motion carried. Motion by Ron Blumer, second by Tyler Smith to
approve Fund 49 voucher 5016 in the amount of $801.02, motion carried.
VIII.
Old Business: Paul Berg and Aaron Rittenhouse from Johnson Controls discussed a proposal that would
allow a discounted price if paid up front. This would also allow JCI to get contractors here as soon as school
dismisses for summer. Our energy savings for this proposal would be immediate, plus we would not be

paying interest on borrowed funds. Motion was made by Ron Blumer, second by Randall Smith to approve
the core proposal using Fund Balance in the amount of $352,680, motion carried. Motion by Joyce Hummel,
second by Trina Zanow to approve $3,600 for the measurement verification cost, motion carried. Motion by
Ron Blumer, second by Randall Smith to allow Mr. Brokopp to represent the district in an agreement for tax
allocation, motion carried. Boot camp 2015 will be held July 27-28 for teachers in the Monticello, Albany
and Mt. Horeb school districts. WTI will be funding all food for the event. The Wisconsin State Senate is
meeting tonight and will hopefully not implement the $150 per student budget reduction that had been
proposed. Motion by Ron Blumer, second by Joyce Hummel to approve the AFG Insurance proposal which
offers a $2,000/single and $4,000 family deductible plan. Motion carried. There was nothing new to report
regarding the Six Rivers legal issues. Technology issues and proposal were discussed. Motion was made by
Tyler Smith to accept a bid from Heartland Business Solutions for a period of five years in the amount of
$358,077.86. Motion was seconded by Ron Blumer. Yes: Tyler Smith, Randall Smith, Julie Havens, Ron
Blumer, Joyce Hummel. No: Trina Zanow. Motion passed 5-1. Motion by Joyce Hummel, second by Ron
Blumer to approve the purchase of Meraki access points, motion carried.
IX.
New Business: Motion by Joyce Hummel, second by Trina Zanow to approve a request for advisor and
students to attend the National FCCLA Conference with the district paying the registration expenses, motion
carried. Teacher handbooks, support staff handbooks, and non-classified handbooks were discussed. Motion
by Randall Smith, second by Tyler Smith approve the purchase of zero-turn lawn mower for the maintenance
department, motion carried. Motion by Ron Smith, second by Randall Smith to approve the WIAA
Membership renewal with fees waived for two years, motion carried. Motion by Ron Blumer, second by
Trina Zanow to approve open enrollment requests as presented, motion carried. The school sign is being
made and will be installed when completed. Motion by Joyce Hummel, second by Julie Havens to approve
teacher contracts, motion carried. Motion by Ron Blumer to issue contracts for summer school teachers at
$18 per hour, second by Trina Zanow, motion carried. Motion by Randall Smith to approve, with regrets, the
resignation of Linn Lederman, second by Joyce Hummel, motion carried. Motion by Ron Blumer to approve,
with regrets, the resignation of Ruth Voight, second by Trina Zanow and carried. Motion by Joyce Hummel
to approve the resignation of Sue Torkelson, second by Ron Blumer, motion carried. We are still accepting
registrations for summer school and have about 140 students signed up. Scheduling and class offering for
2015-2016 were discussed. There was nothing on policy to discuss or act on.

Future Board Agenda Items: Handbooks, fees, 66:30 agreements.

Future Meeting Dates: Regular Board Meeting June 10 at 7:30 p.m.

Contemplated Executive Session for Consideration of Administrative Evaluations; Contracts and
Compensation; 2015-2016 Staffing; Budgeting; and to Discuss Strategy for Collective Bargaining with
the MEA and MESS Pursuant to 19.85(1)(c)(e) Wis. State Statutes: Motion by Trina Zanow, second by
Randall Smith to go into closed session at 9:50 p.m. Motion carried by unanimous roll call vote.
XIII.
Reconvene into Open Session for Further Consideration and/or Action on the Above Referenced Items,
Including Items Discussed in Closed Session, if Appropriate: Motion by Trina Zanow, second by Julie
Havens to reconvene into open session at 10:47 p.m., motion carried.
XIV.
Adjourn: Motion to adjourn at 10:48 p.m. by Julie Havens, second by Joyce Hummel, motion carried.
