MINUTES for the Meeting of Burton-by-Lincoln Parish Council Held at the Burton Estate Club on Tuesday 09 July 2013 Present: Roger Vine (Chairman), Steve Chadderton, Eric Bell, Ian Marriott Deborah Rylatt. Clerk to the Council: Lisa Naughton Also Present: District and County Cllr J Brockway, District Cllr D Cotton 13 members of the public. 30 minute presentation by Trevor Burton and Ian Boon from Anglian Water. Firstly Anglian Water informed members that there would be an invitation going out to all residents to invite them to an open day to discuss individual cases but tonight they would only be giving an overall view of the application. The application would consist of a gravity sewer system about ¾ up the hill to the corner pumping station which will be situated on Woodcoate Lane. The pumping station will be below ground with 2 green units above ground that will be around 5ft tall. Work starting in September and will continue through to February. Anglian Water will offer 6 months free sewerage charge and will install the pipe from the pumping station to personal boundaries. Questions and Answers? It was ask by more than one member why they were building a pumping station in Burton Village when none of the residents had asked for it. A. Residents were informed that it was asked by the Parish Council in 2007 if mains sewerage could be put in due to some ceptic tanks leaking. Residents were informed that if they did not want the pumping station to go ahead they would need to write individually to Anglian Water. One member asked why the pumping station had to be located off Woodcoates Lane and why could access not be gained from Fen Lane instead of using the small lane. A. Members and residents were informed by a County Councillor that due to land ownership and future development this area of land was the only one that would be sold with no other access available other than that off Woodcoates Lane. 8.00pm PUBLIC QUESTION TIME 8.15pm COUNCIL MEETING 1. Declarations of Interest in accordance with the Localism Bill 2011: Code of Conduct Personal Interests: Cllrs Bell (also a trustee), Vine, Rylatt and Myers as members of the Burton Estate Club. Cllr Vine as a Director of the BW Leaseholders Company, Cllrs Vine and Marriott as members of the Burton Waters Residents Association. Marriott as subscribers to the Burton Church Lottery Fund.Cllrs Chadderton and Marriott as shareholders in the Burton Waters Leaseholders Company. 3. Minutes of the last meeting Annual Parish Council Meeting – held on 21 May 2013. Minutes agreed – proposed by Cllr Bell , seconded by Cllr Chadderton. All in favour. Resolved; to accept the minutes as a true record of the meeting. Minutes signed by the Chairman. 4. Reports from District Councillors, County Councillors and Police Cllr Cotton – Core Strategy has now been published. Parish council needs to read through and check settlements in Burton, Burton Waters, Odder and make observations. District Council is not currently maximising waste management. Short term plan is not to charge for green bins. Another 1 million to be saved but unsure this can be met. 09/07/2013 Signature………………………… Page 1 Cllr Brockway – £150 million needs to be saved in 4 years. £95 million has already been saved challenging councillors and education. Cuts can be made in other areas, including food and drink costs for councillors. Police - The chairman read out the crime report, although there was nothing specific to Burton or Burton Waters. Although police offices will be checking traffic at Odder. Clerk’s Report – Including Matters Outstanding David Lloyd Triathlon – Contacted them regarding closing footpaths but no response – will continue to chase. 5.2 Website – Burtons new website is now up and live. It needs some information adding including past minutes and pictures. 5.3. Parish Vacancy- Posters have gone up in the notice boards and on the website regarding the vacancy for a seventh parish councillor. No interest as yet. 5.4. HMRC RTI – We are now set up for RTI 5.5. Neighbourhood plan – Do members wish to discuss setting up a neighbourhood plan and begin having it as an agenda item? 5.6. Parish Clerk resignation – Due to other commitments I am unable to do the best job needed for the council, so it is with regret that I put in my resignation. I will stay on whilst a replacement is found. 5. 5.1 6. Finance 6.1 . Parish Balance – Bank Statements show: April 2013 Business Money Manager Account £2816.73 04 May 2013 Current (Community) Account £5887.09 6.2 Annual Audit The external audit has been sent off within the deadline. Clerk has not heard anything back from them as yet. 6.3 Consideration of S137 Grant towards Church Clock – St Vincents Church have asked for a contribution to the annual cost towards the upkeep of the church clock. Clerk to write and ask for audited accounts before a grant is considered. 6.4 Consideration of LALC Training Scheme – As the Clerk is resigning it was considered if this would helpful towards the clerks. After much discussion it was agreed not to pay until the next financial year. Proposed Cllr Chadderton, seconder Cllr Bell . All in favour 6.5 AON Insurance Due to changes on our asset register. Our insurance policy has been reduced by £14.79. A cheque has been returned for this amount. 6.6 HMRC Tax overpayment 2012/13 – An overpayment of £40.80 was sent to HMRC last year for tax. This will be taken off this month’s salary. 6.7 Authorisation of Cheques 6.7.1 Cheques authorised at this meeting: Cheque 100495 L Naughton Clerks Salary 22/05/13 – 18/06/13 Agreed Payment of cheque 100495 proposed by Cllr Bell favour. 7. £ 164.16 seconded by Cllr Marriott , all in Planning Matters 7.1 129461 - Odder Farm Saxilby Road Burton Lincoln, Lincolnshire Lincoln, Lincolnshire LN1 2BB NO DECISION YET 7.2 129621 – The Aviary Hall Drive Burton Lincoln, Replacement dwelling (resubmission) REFUSED 7.3 130050 – Land at Burton Waters, Planning application for comprehensive mixed use development comprising of full planning permission, material change of use of land, for the construction of 56no. park home 09/07/2013 Signature………………………… Page 2 units, use Class C3 dwelling, bus turning area and associated works. Outline planning permission with all matters reserved for subsequent consideration, for the development of a 60 bedroom hotel, extra care housing, up to 100 units and 24 holiday lodges, and associated works. AGREED: No Objections Proposed Cllr Rylatt, Seconded Cllr Marriott, 4 in favour, 1 abstention. 7.4 PL/0126/13: TO CONSTRUCT A NEW SEWAGE PUMPING STATION, LAY-BY AND ANCILLARY WORKS. PROPOSED SEWAGE PUMPING STATION, WOODCOTE LANE, BURTON A special meeting will be called to discuss this application further once more information has been received. 8. Correspondence a, Thank you letter from Burton Waters Residents Association for the grant. b, Road Closure notice in regards to Anglian Water pumping station. 9. Burton Waters and Odder 9.1 Noxious Smell at Burton Waters – Every resident has had a letter. Sharon Glover has been contacted. 9.2 Speed Reduction at Odder – PC Martin Dogherty has been to Odder and assessed the traffic although the Parish Council hasn’t yet had a report from him. Alan Brown has said that no evidence of speeding has yet been sent to him. 10. Highways & Road Safety 10.1 Problems Reported – none from clerk 10.2 Fen Lane a, Pot Holes near bridge – reported. If there is an increase in traffic during the bridge closure – report to highways. 10.3 Road Closure – Anglian Water are proposing that Woodcoate Lane will be shut for 4 months. Members to discuss at special meeting. 11. Anglian Water First Time Sewerage Appraisal at Burton-by-Lincoln The open day will hopefully be held on 16th July at the Burton Estates Club between 3pm and 7.30pm. 12.
