The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that
is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in
partnership with the New York City Department of Health and Mental Hygiene (DOHMH),
FPHNY implements programs to address pressing public health needs, fosters private sector
support to enhance health and health care, and helps educate the public regarding the protection
of individual, family and community health.
FPHNY seeks a Special Projects Analyst, funded through the Join the BEAT PROGRAM (Be
active, Eat healthy, Act on health risks and Take prescribed medication), a grant which will
target four communities located in East/Central Brooklyn, South Bronx, Harlem, and East
Queens. Combined, they have over 1.3 million residents and substantially higher than city
average rates of obesity, pre-diabetes, hypertension and related mortality. They also have high
poverty levels, limited education attainment and English proficiency, less access to healthy foods
and few outdoor areas for physical activity. Culturally acceptable and location-based
environmental strategies, lifestyle change programs and health system collaborations are needed
to make a positive impact on health outcomes in these communities.
This position will be housed within the Bureau of Vital Statistics, which is in the DOHMH’s
Division of Epidemiology. The Bureau of Vital Statistics (BVS) registers, amends, processes,
and analyzes all vital events in New York City while also issuing certified copies of certificates
to the public. Vital events include births, death, and spontaneous and induced terminations of
pregnancy. In 2009, there were approximately 126,000 births, 53,000 deaths and 99,000
spontaneous and induced terminations of pregnancy in New York City. This is a 4 year grant
opportunity through September 29, 2018; the position is contingent upon the availability of
federal funding and successful annual reapplication for continued funding.
RESPONSIBILITIES:
The Office of Vital Statistics (OVS) is responsible for reporting, processing, and analyzing all
vital events in New York City. OVS produces the Annual Summary of Vital Statistics, which is
the agency’s yearly report of births and deaths in New York City and responds to requests for
data from within the agency as well as external partners.
OVS also pursues and develops innovative strategies to analyze vital event data to characterize
health inequities, the impact of social determinants on health, and match vital event data to
various data sets.
The Special Projects Analyst is will conduct analyses to reveal, in a clear and compelling way,
the magnitude of health inequities (simultaneously in relation to race/ethnicity and
socioeconomic position), across and within neighborhoods in NYC, including changes over time.
The analyst will also review the literature and other sources to develop innovative methods that
can be applied to NYC data.
Duties will include but not be limited to:
 Conduct analyses and write for research projects
 Identify metrics or data sources to advance the OVS research plan.
 Assist with OVS staff on research publications.
 Coordinate research projects between OVS and external researchers or other Bureaus in
DOHMH.
 Facilitate research projects performed by interns, PMR, CSTE, and EIS officers.
 Meet with internal and external researchers to drum up interest in OVS data.
 Assist Unit with other data analyses, research projects, and publications, such as
Summary of Vital Statistics.
 Perform other duties as assigned.
QUALIFICATIONS:
 A Doctorate degree from an accredited college or university with specialization in an
appropriate field of epidemiology, biostatistics, social science, health economics,
environmental science or in public health and one year of full-time experience in a research
capacity in the appropriate field of specialization





OR
A Master's degree from an accredited college or university with specialization in an
appropriate field of epidemiology, biostatistics, social science, health economics,
environmental science or in public health and three years of responsible full-time research
experience in the appropriate field of specialization
Good knowledge of public health topics, analytical or other statistical methods; good
experience on analyzing public health data.
Excellent communications skills
Extensive programming experience in SAS. Computer skills including software such as
Microsoft Excel, Access, PowerPoint, and geographical information systems.
Ability to be work independently, be flexible, and handle changing workload with multiple
projects and changing priorities
