POSITION DESCRIPTION Directorate: Division: Business Unit: Position Title: Position Number: Classification: Chief Minister, Treasury and Economic Development Directorate Asbestos Response Taskforce Communications and Personal Support Team Communications Manager P34358 Senior Office Grade C or Senior Officer Grade B ( dependent on experience) Directorate Overview CMTEDD leads the ACT Public Service (ACTPS) and provides strategic advice and support to the Directorate’s Ministers and the Cabinet on policy, financial and economic matters, service delivery and whole of government issues. The Directorate facilitates the implementation of government priorities and drives many new initiatives. The Directorate is responsible for collecting and managing taxation revenue; managing the Government's financial assets and liabilities, including superannuation liabilities and investments; and providing advice to the Government and ACT agencies on the Territory's budget and financial management, economic and revenue policy, federal financial relations, and workers compensation policy. The Directorate is also responsible for Shared Services which provides financial, ICT and HR support across Government. The Economic Development focus is on facilitating business development, investment, tourism and events, sport and recreation, arts, and other government activity, often in coordination with the private sector, to increase the economic performance of the ACT. Economic Development is also responsible for land release and facilitating projects through the office of Coordinator-General, as well as Procurement and Capital Works. Division Overview The Asbestos Response Taskforce is responsible for managing the Government’s response to loose fill asbestos insulation in ACT homes. This function includes: provision of policy advice and operational support to the Chief Minister and the Cabinet; delivery of the Loose Fill Asbestos Insulation Eradication Scheme; administration of the Government’s financial assistance package; and development of appropriate regulatory, legislative and physical responses to short, medium and long term issues associated with asbestos in the built environment. GPO Box 158 Canberra ACT 2601 | phone: 132281 | www.act.gov.au Section Overview The Communication and Engagement Team works closely with the executive, staff and project teams to develop and implement high-quality and effective community engagement and communication strategies, including the production and delivery of related communications materials such as media releases, responses to media queries, newsletters, flyers and websites. The team facilitates and participates in community engagement forums, including interaction with community councils. Duties/Responsibilities The Communications Manager provides strategic communications and issues management services and advice to the Taskforce. This includes: Working within a team to implement communication strategies for the Taskforce; producing and editing material for internal and external publications including newsletters, video scripts, social media posts, web text, briefs, media releases and speeches; collating and preparing information in response to media requests, social media comments and internal and external stakeholders on behalf of the Taskforce; supporting whole-of-government communication projects; and advising senior management and the Minister’s Office on best-practice strategic communications and issues management matters. This is a rewarding role for a dynamic, energetic and proactive media specialist who wants to contribute to a high-profile ACT Government program. The successful applicant will have proven experience in communications, exceptional oral, written and interpersonal skills, and an interest in and understanding of community engagement. Selection Criteria 1. Demonstrated extensive experience in communications and public relations and an interest in, and understanding of, community engagement practices. 2. Excellent oral and written communication skills for a range of mediums, with strong liaison and negotiation ability. 3. High-level analytical skills and a proven capacity for sound judgment on sensitive issues. 4. Demonstrated capacity to work with minimal supervision and to exercise initiative in a complex work environment within tight deadlines. 5. Demonstrated capacity to build and maintain effective and productive relationships with both internal and external stakeholders. 6. Demonstrated ability to consistently model in action and conduct the ACT Public Service Values, Code of Conduct, the Respect Equity and Diversity Framework and facilitate and lead safe work practices in accordance with the Directorates Work Health and Safety policies, procedures and roles and responsibilities. Qualifications/Other requirements Relevant tertiary qualifications highly desirable.
