INSTITUTE CONTEXT
William Angliss Institute is the Victorian State government endorsed Specialist Centre for Foods,
Hospitality, Tourism and Events and is recognised as Australia’s leading provider of training for
these key industry sectors. The Institute aims to provide excellent education and training
services for industry, students and government in Victoria, Australia and around the world.
Programs offered by William Angliss Institute range from one-day courses and weekend industry
training, through to apprenticeships, nationally recognised certificates, advanced diploma
programs and specialists degree programs, including a Bachelor of Tourism and Hospitality
Management, a Bachelor of Culinary Management and a Bachelor of Event Management.
Close links with industry and continuing innovation in the delivery of services ensure the
relevance of programs to today’s workplace and society.
Medium term, William Angliss Institute aspires to secure “self-accreditation” for its Higher
Education programs and longer term, to become a University of Specialisation for Foods,
Hospitality, Tourism and Events.
JOB PURPOSE
This is an academic leadership position.
The Associate Dean (Scholarship) will make a significant, original and enduring contribution to
the ongoing development of a strong scholarly culture at William Angliss Institute. Reporting to
the Associate Director Higher Education and Quality, and working closely with the Associate
Director (VET), Manager (Compliance and Continuous Improvement), Associate Dean (HE
Operations), education and training delivery managers, including the eLearning unit, and the
Manager Human Resources, the incumbent will drive scholarly development in the areas of
teaching and learning as part of WAI’s strong focus on producing high quality, industry ready
graduates. In particular, the incumbent will play a key role in raising WAI’s training and teaching
activities across spectrum from AQF3 to AQF9, especially in terms of adopting new pedagogies
such as eLearning and blended learning as the Institute expands its teaching activities. The
incumbent will also drive the Institute’s educational and training profile by proactively engaging
with teachers, academics and researchers, teaching and research institutions, and government
agencies across the post secondary, VET, and Higher Education sectors.
In supporting WAI’s growth and development, the role will explicitly involve:
 Executing the WAI Teaching and Learning Strategy, and
 Executing the WAI eLearning Strategy, and
 Executing the Higher Education Teaching and Learning Strategy,
And, more generally;

supporting teaching and learning staff in the scholarly development of their careers,
enhancing curriculum and pedagogy,
strengthening the current course portfolio, and
raising the esteem of the Institute in the post-secondary education sectors.
PRIMARY OBJECTIVES OF THE JOB
The primary objectives of this position are to:
 Provide scholarly leadership across the Institute.
 Drive the Institute’s continuous improvement of training, teaching and learning practices, in
line with the Australian Quality Framework (AQF), that encompasses the Higher Education
Standards Framework as administered by TEQSA as well as the Standards for Registered
Training Organisations as administered by ASQA.
 Drive an evidence based, research informed, scholarly approach to continuous improvement
in training, teaching and learning across the Institute.
 Initiate, develop and support the deployment of pedagogy, quality assurance and reporting
systems related to training, teaching and learning operations across the Institute.
 Guide all teaching staff with the scholarly development of their training, teaching and
learning practices.
 Contribute to the overall management and strategic direction setting of training and
education programs at WAI through participation on committees and administration.
 Comply with legal requirements, expressed through the formal policies and procedures at
WAI.
 Comply with the WAI and Public Sector Code of Conduct, Occupational Health and Safety
Policy and Procedures, Managing Diversity Policy and Procedures and any other relevant
legislation, policy, procedures or practices.
REPORTING & WORKING RELATIONSHIPS
As a member of the Higher Education and Quality Directorate, the incumbent will report directly
to the Associate Director Higher Education and Quality, and will have a network of working
relationships with other Directors, such as the Director International and the Associate Director
(VET). In particular, the incumbent will work closely with the Manager (Compliance and
Continuous Improvement), Associate Dean (HE Operations), and other managers responsible
for the delivery of WAI training and education programs across the Institute, and the eLearning
unit to drive an Institute wide scholarly approach to training, teaching and learning. The
incumbent will also work closely with the Manager Human Resources and delegates in Training
and Development to support the professional development of teaching and learning staff.

DUTIES
Duties and responsibilities include, but are not limited to:
Teaching and Learning and Associated Administrative Duties
 Provide leadership across the Institute in the execution of the Teaching and Learning
Strategies, and specifically, the design, development, and evaluation of innovative, high
quality: pedagogy, curriculum, courses, subjects, and assessments.
 Provide advice and support to those responsible for delivery of training, teaching and
education on the deployment of innovative, high quality: pedagogy, curriculum, courses,
subjects and assessments.
 Work closely with the Manager (Compliance and Quality Assurance) to ensure that scholarly
approaches comply with the various jurisdictional requirements, and, conversely, to ensure
that compliance requirements are met in a scholarly manner.
Scholarship and Research
 Provide leadership across the Institute, within the context of the scholarship of teaching
and learning, to:
o Identify, pursue and secure internal and external research and consulting opportunities.
o Lead research and consulting projects.
o Drive collaborative scholarly activities such as benchmarking, moderation, calibration,
research, and consulting with teachers, academics and researchers, teaching and
research institutions, and government agencies across the post secondary, VET, and
Higher Education sectors.
o Publish research, consulting and collaboration outcomes in formal and informal
publications.
o Present research, consulting and collaboration outcomes to government, industry and
education and training audiences.
Strategy and Leadership
 Provide leadership in the execution of the William Angliss 2020 Strategy as it relates to the
scholarship of teaching and learning and in particular, drive:
o The overall management and strategic direction setting of teaching and learning at WAI
through proactive participation in WAI committees.
o Identification and explication of sector wide developments in teaching and learning.
o Institutional opportunities in teaching and learning.
o Scholarly development of colleagues and their teaching skills.
 Provide advice and support to:
o The Manager Human Resources on professional development activities for teachers.
o The eLearning Unit on the development of pedagogy and curriculum.
o Associate Director Higher Education and Quality on emerging trends in:
 The student lifecycle, especially the learning process,
 Pedagogy and curriculum, and
 The professional development of teachers.
Administration and Governance
Provide leadership in the development and execution of the Institute’s teaching and learning
policies and in particular, oversee, and where appropriate, provide direct input to:
 Responding to the regulatory framework imposed by TEQSA, ASQA, ESOS and other
legislative instruments related to teaching and learning.
 A safe working environment that respects diversity and meets relevant legislative
requirements including, but not limited to, OH&S and EEO.
 The application of good people management practices within WAI’s Strategic People
Management Framework and related policies and procedures and guidelines.
 WAI’s policies and procedures, its operational systems, and legislative requirements.

Industry Engagement
Provide leadership in the Institute’s engagement with Industry and Government as it informs
curriculum and pedagogy. And in particular, provide direct input to:
 Development of industry relevant curriculum and pedagogy.
 Speak as the principle advocate for the scholarship of teaching and learning beyond WAI
especially in dealings with government, industry, the education sector and the community.

 The incumbent can expect to be allocated duties not specifically mentioned in this document
but within the capacity, qualifications and experience normally expected from persons
occupying positions at this classification level.
 Specific performance targets will be negotiated as part of the Institute’s regular performance
planning and review process.

KEY SELECTION CRITERIA
Essential

A doctoral level qualification.

Demonstrated scholarly leadership of a teaching team, either in VE or HE.

Demonstrated ability to transfer knowledge, concepts, understanding, and skills to teachers,
academics and researchers, teaching and research institutions, and government agencies
across the post secondary, VET, and Higher Education sectors.

Demonstrated ability to liaise effectively with teachers (in both VE and HE), education and
training institutions, government agencies, professional bodies and other stakeholders.

Demonstrated innovation and effectiveness in scholarly teaching and learning (evidenced by
way of a teaching portfolio), especially in the areas of:
o Novel pedagogy such as online or blended teaching systems
o Assessment
o Quality Assurance
o Academic Governance


Desirable

Demonstrated expertise (as evidenced by teaching, academic publications, industry
experience, and/or granted competitive research) in either:
o Food; preparation, service, as a central element of tourism, hospitality or events. OR
o Hospitality, hotel, resort or institutional management. OR
o Tourism, regional tourism, eco-tourism or agri-tourism. OR
o Events, business events, or community events as forms of human activity.

Significant standing within, and extensive connections in, the teaching and learning sector as
evidenced by chairing a policy body, governance or oversight body, taskforce or other official
body in the education and training sectors.

Demonstrated teaching excellence by way of awards and other external acknowledgement.

Demonstrated excellence in the scholarship of teaching and learning by way of a publication
profile.

Demonstrated success in securing external competitive grants and consultancies.

Fluency in a second language preferably, Mandarin or Portuguese or Spanish or Hindi.

Experience teaching in a jurisdiction where English was not the sole official language.

Experience in working in a multicultural environment.
SPECIAL CONDITIONS
A Working with Children Check is required prior to commencement.
The position is located at Melbourne, but the appointee will be expected to teach at other
locations and offshore as required.
