Position purpose
The Manager will be responsible for all aspects of implementation including regulatory
design, strategic planning, stakeholder management, budget management, and risk
monitoring, and providing expert advice to the government and senior management. They
will also be required to represent the Department in senior internal and external forums, and
contribute to broad divisional objectives in the Environment and Landscape Performance
division.

Context
The Group/Division
The Environment and Landscape Performance division delivers investment, regulatory and
research functions that support diverse and resilient natural ecosystems for a liveable,
sustainable, and prosperous Victoria.
The Branch
The Regulatory Strategy and Design Branch leads the development and implementation of
strategic regulatory frameworks. The branch has oversight of the regulatory frameworks for
the Flora and Fauna Guarantee Act, Wildlife Act, native vegetation management and
environmental biosecurity.
Accountabilities
These outline the responsibilities and outcomes required of the role in priority order, and form
the basis of an individual’s Performance Plan.








Foster and lead a high performing, multi-disciplinary team to deliver the Melbourne
Strategic Assessment and related sub-projects consistent with Departmental policies
and processes.
Lead engagement with key stakeholder groups including state and federal government
departments, statutory bodies, local councils, the development industry and
environmental groups. Represent the Department at key forums within DEPI, with other
Departments and stakeholders.
Manage project planning, including development of an implementation plan
compliant with audit requirements and incorporating project reporting and risk
management.
Lead the negotiation and resolution of implementation issues with key stakeholders and
project partners, and provide strategic advice on project issues to support the
Department’s projects, programs and priorities.
Manage the establishment of transparent and accountable processes for managing
significant revenue, achieved through cost recovery, and expenditure compliant with
Victorian government procurement processes.
Support the project governance structure, which includes an internal Project Control
Board, Inter-Departmental Committee and Commonwealth-State Liaison Group.
Provide expert, authoritative and timely information and advice to stakeholders,
including ministerial offices, departmental staff, other government departments,
portfolio agencies and external organisations on issues related to the Melbourne
Strategic Assessment.
Lead strategic planning for the project and work with Divisional and Departmental
project and policy teams to identify linkages and opportunities for integrated delivery.

Specialist/Technical Expertise
Tertiary qualification(s) including post-graduate qualification(s) in science, law, economics,
public policy, natural resource or environmental management, business management or
similar is desirable.

uses to build mutually beneficial partnerships ; identifies and responds to stakeholder's
underlying needs; uses understanding of the stakeholder's organisational context to
ensure outcomes are achieved; finds innovative solutions to resolve stakeholder issues.
Influence and Negotiation: Gains agreement to proposals and ideas; builds behind-thescenes support for ideas to ensure buy-in and ownership; uses chains of indirect influence
to achieve outcomes (e.g. 'gets a to show b so b will tell c'); involves experts or other
third parties to strengthen a case.

Position Description
Emergency Response and Health and Safety Requirements
The department plays a major role in Victoria’s emergency response activities, through an
all-hazards, all-agencies approach. Staff may be directly employed for these roles or may
be called upon to support these activities as required following the appropriate training and
“fit for work” assessment.
